BHMA Minutes August 17 2016Harbor Management Authority Minutes of August 17, 2016 CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: August 17, 2016 Location: Beverly Public Library Members Present: Chair Paul Earl, Don Neuman, Rinus Oosthoek, Paul Miedzionoski, Pat McAleer, David Suminsby, Estelle Rand Members Absent: Scott Houseman, Emily Flaherty, Chris D'Alfonso, George Simon Others Present: none Recorder: Pat McAleer Earl called the meeting to order at 7:10 pm No Public attendance /input. Approval of Minutes July minutes were approved unanimously. Facilities Report • Security Company is coming tomorrow at 8:00 am to install bathroom security system — might go to Friday. Paul E and Rob Dever will touch base tomorrow to discuss; should be operational by Friday. Cards will be distributed to customers. • Signage at transient dock needs to be corrected for public access. Rob Dever is aware of it. • Fishing signage on the new public walkway that is State funded was placed by the State at some locations. State approval will be granted shortly for Beverly to control fishing signage. Paul E made motion to clarify signage fishing /no fishing signage under Beverly Bridge, second by David. Methodology will mirror the set -up on the apron. The motion passed 7 -0; Paul E to tell Rob. • Estelle asked about status of signage from State to promote fishing etc. Emily is looking into that (per Paul E). • Commercial Receivables: are in better shape than last year. Per Paul M and Paul E, 2 commercial tenants have an outstanding balance for 2016. • Recreational Receivables: 5 tenants are still in arrears. Per Paul E, Mark Souza is in contact with all parties re: outstanding balances. • Punch List — Per Dave, all items have been taken care of. • Per Paul E, we are still looking at contractors to clean bathrooms. Per Don, we need to have cleaning in place before they are opened. Harbor Management Authority Minutes of August 17, 2016 Financials The information provided by the City needs further review. Paul E suggested a meeting with Paul M and City Finance. The actuals are correct. We have gotten off to a faster start than last year. Active Projects Recreation Float Pilings Don, Paul E, and Rod Dever met with Mayor, Aaron, Bryon, and Mike Collins last week to discuss the piling system. History of project was discussed as to why the marina is held by moorings as opposed piles. Now that DPA is lifted piles are a possibility. Per Paul E, financing was discussed and various approaches reviewed. All involved in meeting were supportive of the project. Per Paul E and Don, the Mayor said to move forward. Per Paul E, there are a lot of ways we could get the City to participate along with a down payment from HMA. For example, $10,000 per year billed for City Services could be waived over 10 years in order to cover the interest on a bond. City will attempt a meeting with Seaport Council. Wharfage for City vessels and costs associated were also discussed along with the lost revenue associated with it. This might allow more customers and therefor income for marina assets. This could raise funds for capital fund. Per Dave, current mooring system should be saved /salvaged /re- purposed for sale once piles are installed. Don will contact GZA again re: schedule /status. Once a financing plan is developed, it will come back to HMA for a vote. Harbor Fest • Venders are in place per Paul E — follow -up needed on various donations for raffle. • Rob Dever to deal with site logistics. • Site layout made for participants (distributed) • Cards /Flyers distributed to members for posting etc. • Paul E to deal with signage over Labor Day weekend. • Estelle will place signs etc. in her Ward and at Farmers Market along with lawn signs. • Dave has a spare Glover Wharf sign for slip rental. • Paul E to follow up with participants to push HF on social media outlets. • Per Estelle, Paul Guanci mentions HF at Council Meetings. • Per Paul E, 104.9 will make announcements. • Rinus will follow -up with various politicians /officials re: attendance. Bass River Dredging 2 Harbor Management Authority Minutes of August 17, 2016 Bass River dredging was also discussed with same group and monies spent to date on permitting etc. by HMA/City and Bass Haven YC. Other • Per Rinus, we should request a GIS breakdown of City public waterfront access. • Per Paul E, assess the Master Plan to determine where things stand post the lifting of the D PA. Grants • Per Paul E we are applying for $15k grant with Division of Marine Fisheries to improve fishing access at Obear Park {Emily is point). • We have conditional approval from CPC for Congress Street project per Paul E. • Estelle and Paul E discussed more signage under bridge re: fishing protocol • Per Don, we need a change in use for BIG grant at end of Transient Float /Pier in that it is exclusively for transient boats 26 feet and greater. Per Pat, this would benefit RFP respondents in that transient boaters will attend new restaurant by water. Paul E asked that Don provide a synopsis of BIG grant to HMA membership.
