Earl called the meeting to order at 7:05 pm

Approval of Minutes
June minutes were approved unanimously.
Facilities Report
• Marina(s)
Repairs /punch list appears to have been completed per David Suminsby.
Per Paul Earl, Mark Souza has followed up with REC customers who still owe wharfage.
Outstanding balances at commercial marina should be collected shortly.
Per Chris D'Alfonso, customers of REC Marina are generally happy with state of REC
marina.
Bathrooms — completed
Small glitch in electronic door locks — Work Order issue per Rob Dever.
Parts have been ordered. Waiting on third -party installer per Rob Dever.
Once completed each tenant will get a card to swipe for access.
Need to make a decision on cleaning contractor.
Cleaning should be through October 15 7 days a week 2X a day.
Earl suggests getting more bids.
George Simon will reach out to two potential contacts re: bids for services.
Payments for cleaning should come out of General Fund per Don Neuman - Paul Earl agreed

Public Walkway
Ribbon cutting on 6/20 for public walkway was well attended.
New "No Fishing" and "Fishing Allowed" signage is /to be installed on walkway area per
Rob Dever.
Financials
• Paul Miedzionoski reports that financials are status quo for now. Next month's report will
start the 2017 fiscal year.
Active Projects
• Recreation Float Pilings
Per Paul Earl — we now have all necessary permits (still awaiting DEP final letter but
approved).
We have not received invoice from GZA as of yet.
Army Corps period to install is November 1 through March 15 (longer period) to install
Pilings.
Pilings are favored for stability and maintenance reasons, and are now allowable that
DPA is lifted.
Paul Earl attended a 1.5 hour meeting with head of finance for Beverly.
Borrowing and bonding options for piling system were discussed.
Paul Earl will meet with various City officials to discuss pilings further.
Don Neuman made a motion to agree to placing a piling system to hold the recreational
marina now that he DPA has been lifted. George Simon seconded. Following discussion
Paul Earl moved to add an amendment — "subject to acceptable funding."
Amended motion carried as follows: "motion to agree to implement placing piles to pile hold
the recreational marina subject to an acceptable funding plan."
Rob Dever advised that piles have a 30plus year lifespan and would be more attractive to a
respondent to restaurant RFP process.
Rob Dever advised that an estimate would be forthcoming on cost of temporary mooring fix
for recreational marina from Smith Marine.
Paul Earl to report on follow -up /meetings with City officials re: pilings and funding.
Harbor Fest
Cards were dispensed to all members for distribution.
Per Paul Earl, music is in place as well as various food vendors and activities (Power
Squadron, Salem Sound Coast Watch, YMCA etc.)
Rinus Oosthoek will contact Joan Lovely's, Jerry Parasella's, and Seth Moulton's office,
about attending.
Rinus Oosthoek questioned whether Salem Water Taxi could make a run between Salem and
Harborfest.

Bass River Dredging
Don Neuman suggests discussing realistic outlook with the Mayor, based on recent
communications with ACE and EPA.
Pat McAleer suggested HMA consider engaging an expert or experts to research any and all
potential grant and funding options for dredging of Bass River (state, federal and private).
McAleer to follow -up with potential consultants.
Other Business
• Application for use of Glover Wharf — McAleer to follow -up as to who should "deploy" use
form to Public.
• Per Rinus Oosthoek no information re: Gruppe mural at this point.
• Per Don Neuman, online HMA database has been updated extensively.
• Per Paul Earl, Glover Wharf Fishing Tournament was a success and is in queue for next year
per Mark Souza.

Paul Earl motions to adjourn meeting at 9:00pm, McAleer seconds. Motion to adjourn approved
unanimously.
