Clausen calls the meeting to order at 8:30 a.m.
2. Approval of Minutes
The minutes of the Parking and Traffic Commission meeting held on June 7, 2016 were
presented for approval.
Binns: Motion to approve the minutes of the June 7, 2016 Parking and Traffic
Commission meeting as presented. Hutchinson seconds the motion. The
motion carries (4 -0).
3. Recommendation to Planning Board —Open Space and Residential Desi nOSRD�
Site Plan and Definitive Subdivision Plan Application —122 Cross Lane — Benco, LLC
Robert Griffin is present for the applicant.
Griffin addresses the Commission and explains that the applicant Mr. Carlson purchased the
4.2 acre parcel, a combination of two lots adjacent to a soccer field and Sally Milligan Park.
He explains that they are proposing to remove the existing residence at 122 Cross Lane and
the construction of three (3) new single family residences. He notes that access to the
residences will be via a common driveway serving 122 Cross Lane, noting that the terrain is
reasonably flat.
Griffin explains that they presented a Yield Plan for four houses and a preferred plan with
three lots and they are proposing to reuse the existing driveway and build three houses. He
notes that they have better defined the private way and the three homes and notes that there

is some connection with Sally Milligan Park and the Boyles Walkway.
Griffin explains that they are proposing 20 feet of paving with a 10% maximum grade for a
distance of 200 feet. He notes that there is adequate room for large vehicles to turn around
at the top of the hill.
Griffin also explains that they have submitted an Adequacy of Ways Analysis and shows the
Commission photos of the area. He notes that there is some obstruction in the area that
hinders sight lines and they are proposing to trim some of the existing vegetation to
improve the sight lines.
Clausen asks what the width of the driveway is. Griffin explains that it is presently 12 -14
feet and they are proposing to increase it to 20 feet wide and explains the slope in the area.
He states that there will be improved access for fire apparatus.
City Engineer Greg St. Louis notes that on some projects they have allowed a gravel
shoulder. Griffin states that they would be happy to reduce the width of the driveway to 18
feet.
Clausen agrees and suggests that they bring the driveway down to 18 feet.
Griffin explains the location of the Open Space and notes the locations of the potential
access to it.
Clausen asks how far back they are proposing to trim the vegetation to improve the sight
lines. Griffin explains that he thinks that they will have to trim it back 5 -10 feet. Clausen
states that it would be helpful to put on the plan the trees that are to be removed to delineate
that and suggests that a condition of approval be included that indicates that the area will be
cleared periodically.
St. Louis states that he is concerned about the geometry of the driveway, noting the Right of
Way. Griffin explains that they have asked for relief from the minimum center line grade.
St. Louis also notes that the hammerhead turnaround should be noted on the plan.
Binns states that he is concerned about the sight lines heading toward the railroad tracks and
suggest that they use gravel. Clausen notes that they are going to be gifting land to the City
and they would prefer something that the City can maintain.

Clausen opens the meeting up for public comment at this time.
Mr. Salt addresses the Commission and suggests that the speed limit be posted for 20 miles
per hour as you get closer to the railroad tracks. He notes that with the amount of
construction on Standley Street there is a lot of traffic in the area, noting that he is seeing
more traffic on Boyles Street, noting that he thinks people are using it to avoid the
construction.
Clausen states that he feels that is a good observation but notes that from what he has seen
there is more traffic from Endicott, explaining that they think that what they are seeing is
that Google directs people to Boyles Street.
There being no further questions or comments regarding this matter:
Binns: Motion to recommend that the Planning Board approve the Open Space and
Residential Design (OSRD) Site Plan and Definitive Subdivision Plan
Application — 122 Cross Lane — Benco, LLC. DiRuzza seconds the motion.
The motion carries (4 -0).
4. City Council Order #160 — One Way Traffic Patterns on Russell and Kitteridge Streets
— Ward 1 Councilor Jim Latter
Clausen explains that the residents sent a petition to the Mayor's Office regarding this
request. He explains that in the Route IA construction project there is a traffic island
under construction and there is a concern that this suggested change will result in drivers
not having the ability to make a right hand turn onto Route IA. He explains that this will
not be the case and drivers will have full access and egress. He states that his suggestion
is to keep it as it is now. He also notes that there will be an additional crossing gate at
Russell and IA.
Clausen reports that the Mayor has sent a letter to the neighbors and to date he has not
heard of any issues from them. He further notes that the Planning Department has
reviewed this matter and concurs with his suggestion.
There being no further questions or comments regarding this matter:
Binns: Motion that the Parking and Traffic Commission recommend that a one way
traffic pattern is not needed in this area and that they recommend approval
of what is proposed in the Route I construction plan. Hutchinson seconds
the motion. The motion carries (4 -0).

5. Continued: Review Request for 4 -Wad Sign to be placed at the Intersection of
Echo Avenue and Matthies Street — Sgt. DiRuzza
Clausen reports that he was going to take a look at the Shingleville Study and he has not
had a chance to do that.
Sgt. DiRuzza explains that the streets are being used as cut throughs and the neighbors
have requested a 4 -way stop.
Clausen notes that it would be a temporary means until the traffic signal is installed. He
notes that it could be used as a traffic calming measure, but he would recommend that it not
be turned into a 4way stop.
Binns questions if there is any data on accidents in the area. Sgt. DiRuzza states that he has
not looked at that.
Binns: Motion to table to the August meeting of the Parking and Traffic
Commission and that Clausen review the Shingleville Study, and that
DiRuzza provide information on accident data in the area. Hutchinson
seconds the motion. The motion carries (4 -0).
6. Continued: Review of Request for No Parking Signs from 7:00 a.m. to 12 Noon on
Bonad and Lake Shore Ave.
Sgt. DiRuzza states that he has no problems up there noting that he has been out there a few
times.
Clausen states that he would agree that it is not an issue and the parking restriction is not
needed.

Hutchinson: Motion to deny the request for No Parking from 7:00 a.m. to 12
noon. Binns seconds the motion. The motion carries (4 -0).
7. Complete Streets Project Review — 2016 Beverly Street Paving Work Plan — Review of
List of Street Paving and Construction Work for Summer and Fall of 2016

St. Louis reviews the 2016 Beverly Street Paving Work Plan with the Commission which
included a list of paving and construction work for the summer and fall of 2016. The plan
included locations to be paved and work to be done and noted areas where bike paths will
be located.
No action by the Commission was taken.
8. New /Other Business — Scheduling Next Meeting and Setting Agenda, Discussion/
Recommendations on Parking and Traffic related complaints /issues /questions,
potential City Ordinance Changes
There is no new or other business.
9. Next Meeting
The next meeting of the Parking and Traffic Commission will be held on August 2, 2016
at 8:30 a.m.
10. Adjournment
There being no further business to come before the Parking and Traffic Commission this
morning, Binns moves to adjourn the meeting. Hutchinson seconds the motion. The
motion carries (4 -0). The meeting was adjourned at 10:00 a.m.
