March 3 2016 DRB MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: SUBCOMMITTEE: DATE: LOCATION: MEMBERS PRESENT: MEMBERS ABSENT: OTHERS: RECORDER: Design Review Board Thursday, March 3, 2016 Beverly City Hall Conference Room Chair, Sandra Cook, William Finch, Ellen Flannery, Rachel Matthews, Joel Margolis and Allison Crosbie Karen Bebergal Eileen Sacco Cook calls the meeting to order at 6:30 p.m. Sign Continued — Townhomes of Beverly — 201 Broughton Drive — Jason Parillo — Back Bay Sign A representative for Townhomes of Beverly addresses the Board and explains that they have revised the sign itself so that they only have one brand or logo on the sign and whether they decide to put the owner of the management company on the sign that will be up to them and explains the redesign. Philip Bakalchuk, one of the owners of the property, addresses the Board and explains that they submitted the revised signed today. He also reported that they have surveyed the site so that the sign stays within the property line and they'll have visibility from all sides. He explains the visibility from the highway and from the opposite direction. He explains that they wanted to be sure to maximize visibility in all directions. Cook states that she visited the property and seeing it made it clearer for her, noting that having it marked out was helpful. She notes that there are some issues with the tree and she is not sure that it's going make it. Crosbie questions if they need a monument sign. Bakalchuk explains that there are 240 apartments on the site and this is the best way to manage the visibility and communicate information on who they are and where to enter the property. Crosbie clarifies that the base of the sign is stone, Bakalchuk explains that it's a veneer and explains why they can't build it out of stone. He explains that the pattern is called New England Fieldstone stated they tried to get the color as close as they could. Cook asked if members of the Board have any further questions or comments regarding this matter. Flannery states that she has no questions noting that her original question was if the sign could be put on the wall but notes that that is not possible because they do not own the wall. Cook states that she thinks it is good that the matter has been fully clarified and she is satisfied with the proposed sign. She asked what the height of the sign is from the ground. It was noted that that the top of the sign is 6 feet above grade. Flannery: makes motion to recommend approval of the revised proposal for the sign presented by Townhomes of Beverly. Margolis seconds the motion and the motion carries (6 -0). Sign: Cabot Smoke Shop — 196 Cabot Street Jason Parillo of Back Bay Signs addresses the Board and explains that they are replacing the existing sign with a sign that is exactly the same size as what is there presently, and explains the dimensions of the sign. He explains the proposed sign meets the ordinance requirements. Crosbie agrees that the sign meets the requirements. Crosbie: moves to approve the sign as presented. Flannery seconds the motion. The motion carries (6 -0). Sign: - TD Bank — 55 Dodge Street — Heather Dudko Heather Dudko addresses the Board and explains the proposal to replace the sign at TD Bank located at 55 Dodge St., Beverly. She explains dimensions of the sign and the location on the site. Crosbie verifies that the dimensions of the sign are in compliance with the zoning requirements. Matthews questions why there's so much blank space on the sign. Dudko explains that that is the design that the bank has created and she thinks the blank look could be to attract attention to the sign, noting that the color green is associated with their brand. Crosbie: moves to approve the sign for TD bank at 55 Dodge St. Margolis seconds the motion. The motion carries (6 -0) Sign — American Renal — 500 Cummings Center — Beverly Commerce Park LLC Crosbie notes that the applicant is not present but asked if there any issues with the proposed sign. Margolis questions the location of the sign on the sign band noting the location of the other signs on the building. He suggests that he would like to review the proposal with the applicant. He also recalled some discussion about the signage on the building from a previous approval. Beverly Design Review Board Minutes March 3, 2016 Page 2 of 4 Flannery questions if it was a Zoning Board issue or a Design Review Board issue noting that she does not recall this discussion. Flannery: moves to continue the matter to the April meeting of the design review Board for further clarification on the request from the applicant. Margolis seconds the motion the motion carries (6 -0). Sign: B. Good LLC - Gina Venezia — 5.5 Dodge Street Venezia addresses the Board and explains the proposed sign. She explains that the sign will be illuminated with LEDs. Finch asked for clarification as to whether the whole sign will be lit with LEDs. Venezia explains that the sign will be internally illuminated. There being no further questions or comments from members of the Board at this time cook asked for motion on the proposal Flannery: motion to approve the proposed sign for be good the North Beverly Plaza. Matthews seconds the motion. The motion carries (6 -0). Site Plan Review - Sunoco Inc. — 131 Brimbal Avenue Attorney Thomas Alexander addresses the Board and explain that they are going to the Board of Appeal for a finding and now they are at the stage of site plan review with the Planning Board, the Parking and Traffic Commission and the Design Review Board. Attorney Alexander explains that the existing Sunoco station has been there since the 1950s and the building is being moved back on the site. He also explains that the existing canopy is 11 feet from the edge of the street and Brimble Avenue is in the process of being widened so they have redesigned their property to move the canopy and the building to allow for better circulation on the lot and a better design with regards to parking. He also explains that they are expanding the size of the convenience store. Alexander introduces the site engineer to review the project with the Board at this time. The Engineer reviewed the landscape rendering of the project and an aerial photo of the property. He explains that the site is sparsely landscaped presently and they are proposing to spruce up the landscaping quite a bit with new improvements. He explains that they prepared a habitat mitigation plan for the Conservation Commission and they have used that as a guide in planning the landscaping. He notes that removing the front of the property is more for aesthetics. He explains the landscaping plan and the locations of the improvements to be made. He states that it will be a lot nicer than what is out there now. Crosbie asks if the landscaping will include evergreens. The Engineer explains that he couldn't say that now, noting they have not selected all of the plants. He explains that they will probably all be some evergreen -type bushes. Beverly Design Review Board Minutes March 3, 2016 Page 3 of 4 Flannery asks if Alexander remembers what the size of the sidewalks are on Brimbal Avenue. It was noted that there would be sidewalks on both sides of the street in front of the store. Alexander explains the layout of the sidewalks on Brimbal Avenue. Cook states that the plan looks like a big improvement to her. Alexander agreed and notes that the closeness of the canopies to the street is not really noticeable until the city widened to the street. Flannery asks if they have a lighting plan. The Engineer explains that they'll have the existing lighting as well as some additional LED lighting on the site. He shows a rendering of what the building will look like. He notes that some of the existing pole lights in the parking lot will have the heads replaced with more efficient lighting. He explains that the lighting will be downward and will be a huge improvement from what is presently there. Flannery asked if there can be any dumpsters on the site. He also states that there will be dumpsters and notes the locations on the plan and reports that it will have a gated enclosure with easy access for the trash truck to come in and remove the trash. He notes that they tried to keep it away from the environmental areas of the site. Cook asked if there are any further questions or comments regarding this proposal from members of the Board. There being no further questions or comments regarding this matter Cook: Motion to recommend approval to the Planning Board. Crosbie seconds the motion the motion carries (6 -0).
