06-02-16 CPC MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES COMMITTEE OR COMMISSION: Community Preservation Committee SUBCOMMITTEE: DATE: June 2, 2016 LOCATION: Beverly Farms Library, Vine Street, Beverly Farms MEMBERS PRESENT: Marilyn McCrory — Vice Chair, Heather Richter, Christy Edwards, Robert Buchsbaum, Thomas Bussone, James Matz, and Jon Paddol MEMBERS ABSENT: Henry Pizzo, Wendy Pearl OTHERS PRESENT: Environmental Planner Amy Maxner, Greg Sharp of 3 Leather Lane, Charles Mann Chair of the Open Space & Recreation Committee McCrory calls the meeting to order at 7:03 p.m. Consultation and Q& A with CPC (7:00 p.m. -7:15 p.m.) McCrory welcomes members of the audience and asks for introductions all around. Greg Sharp of 3 Leather Lane, addresses the Committee noting that a 14 acre parcel adjacent to his property has been sold and potential development is proposed. He explains that he is in the midst of negotiations with the owner to purchase a portion of the property so it can be protected as open space. He has come to the meeting to ask the CPC for guidance as to possible CPA funding. McCrory notes that CPA funding for open space requires permanent protection by way of conservation restrictions. Discussion ensues with Sharp as to possible scenarios that would enable CPA funding to be used in assisting protecting this land. McCrory suggests that Sharp contact Maxner to chat further about CPA logistics. Sharp thanks the Committee for its time and will follow up with Maxner. End Folger Avenue — Open Space Acquisition CPA Application, C. Madore McCrory notes that the Open Space & Recreation Committee (OSRC) met last night and discussed the Carmen Madore Folger Avenue CPA funding application. She reports the OSRC voted to support the acquisition of this parcel and request that the CPC consider expending administrative funds to get an appraisal. Mann explains the OSRC's positon for support and the potential for private ownership that would exclude public access to this parcel and connection to adjacent City owned open space. Mann notes that he got an estimate of $1,500 for an appraisal from a Beverly based real estate appraising firm. He explains that he spoke with Ms. Madore who expressed the Trust's desire to sell the property since it has been deemed unbuildable. Discussion ensues as to the City's position on the parcel and the OSRC's rationale for protection. Busson and Paddol express their reservations about spending any funds since the property is unbuildable with Bussone noting that the appraisal could spur a bidding war by neighbors. McCrory notes that the Beverly Conservation Land Trust may be interested in partnering on this project. After due discussion, Richter moves to authorize allocation of $1,500 CPC Administrative Funds to obtain an appraisal for the subject parcel. Seconded by Buchsbaum. The motion carries 4 -2 with Bussone and Paddol opposed. McCory turns attention to the agenda as it lists the CPA funding applications listed in order of highest scores from members. Matz arrives. City Clerk Municipal Records Conservation Project Discussion ensues that this is an on -going effort by the Clerk's Office to preserve important records of the City. Maxner notes that the last two allotments of documents funded by CPA for preservation was carried out efficiently and was straightforward to administer from a CPA MOU perspective. Buchsbaum would like to have seen additional support letters come with the application. Members ask Maxner to inform the City Clerk of this preference. Bussone moves to fund the project at the full CPA ask of $50,000. Seconded by Edwards. The motion carries 7 -0. Powder House — Beverly Heritage Project Members review the budget and project timeline at length. Discussion ensues as to previously committed funds and remaining funds in the reserve accounts. McCrory notes that she ranked this very high, with Edwards agreeing in that it was a very well assembled application. Discussion ensues as to project oversight and ability to ensure compliance with Secretary's standards. Options for possible CPA funding levels and particular elements of the project are discussed at length. Members review the prioritized list of project elements, and agree that the historic studies report is a critical first step that will inform restoration efforts going forward. After due discussion, Buchsbaum moves to award a funding level of $102,500 to pay for the historic resource study report, site survey, title exam and the High Priority Preservation Work ($77,500) items A. through F. listed in Scope and Preliminary Budget Cost sheet. Seconded by Paddol. The motion carries 7 -0. McCory notes the time and asks if the Committee wants to try to review another application, which would start with the Recreation Department projects. Members agree to ask Bruce Doig to prioritize his Department's projects submitted for this 3 d Round to help the CPC understand the City's first choices. Administrative Business Community Preservation Committee June 2, 2016 Meeting Minutes Page 213 Maxner updates the Committee on the 2nd Round Housing Authority Roof Replacement Project for Simon and Memorial housing units. She notes that as with the Is' round Grant Agreement, the accepted bid and associated documents were to be forwarded to the CPC prior to any CPA fund disbursement. This year, timing with State approval of bid documents is delayed and the BHA asked that funds in the amount of $5,300 be released to pay the project architect for his work in preparing the bid documents and specifications which are now under State review. With Chairperson Pearl's blessing she authorized that payment with the condition that proof of BHA cutting a check to the architect for that amount be forwarded immediately, and prior to any further disbursements the accepted bid shall be forwarded. Members agree that this was a reasonable approach. Members schedule the next CPC meeting for Thursday June 23, 2016. Adjournment Bussone moves to adjourn the meeting. Seconded by Richter.
