Golf and Tennis Minutes Mar 8 2016CITY OF BEVERLY MEETING MINUTES Board: Golf and Tennis Commission Date: March 8, 2016 Location: Beverly Golf and Tennis Clubhouse, Fireplace room Members Present: Chair William Lowd, Martin Lawler, Doug Richardson, Kevin Ascolillo, Gary Lambert Others Present: GFMI Staff -Chris Carter, Burt Page, Dave Dionne, Brian McHugh Recorder: Aileen O'Rourke Mr. Lowd called the meeting to order at 7:05pm. Members review the Feb 9, 2016 Golf and Tennis Commission Meeting minutes. Lawler moves to accept the minutes as written. Ascolillo seconds. All in favor, the motion carries unanimously (4 -0). Financial update Mr. Lawler reviews the budget report. For the month of February repair expenses totaled $1,215. The city's record show a balance of $53K available, Lawler will clarify the confusion, he believes it should be $39K. Gienapp sent in the latest invoice of $9200 towards the CPC proposal. Lawler makes a motion to approve the $9200 invoice for on -going project expenses. Richardson seconds. All in favor, motion carries unanimously (4 -0). Project updates Porch Collapse The bid package with specs went to Mass Historic Commission and the Beverly Historic District Commission (BDHC). BHDC ruled the scope of work is compatible with the historic character of the building. It is now ready to be processed to go out for bid. Potential bidders can attend a walk through on March 22n Specs to bid on will be posted on "Project Dog" for companies to bid. General bids are due March 31s at 10:30am. The Commission will present results of the bid(s) to the insurance company. CPC — approved project The bid package with specs went to Mass Historic Commission and Beverly Historic District Commission. Round 3 CPC update Mr. Lowd submitted a Pre - Application to CPC for a Determination of Eligibility to upgrade the HVAC system. Mr. Lowd provides some background on this. He sent a note to Mike Collins about purchasing a new boiler for the building. Mr. Collins, Director of Public Services, stated a new boiler was not needed. The commission is addressing the expensive energy bills for the club. One item found to contribute to heat loss, is an opening on the 3 d floor where heat was escaping thru a jammed louver that has been cleaned and closed. Collins is discussing if adding a heating coil to the 2nd floor A/C unit to provide heat and A/C heat as needed and eliminate steam system on the second floor. Collins is also looking into adding a method of generating domestic hot water in the building which is more efficient and won't require changing the plumbing in the building. Ascolillo recommends contacting Action Energy which may be able to provide assistance for this. Richardson advises Mr. Lowd to see if the city has any green initiatives that the Golf and Tennis Club could tap into to upgrade the HVAC system. Mr. Lowd attempted to get a cost estimate from Mr. Collins, for now, the Pre - Application has costs = TBD. Mr. McHugh The Golf course opened on March 8th which is early for the season, especially since most private courses won't be open for another 5 -6 weeks so members are really getting a good value with a longer playing season.The practice green is open as well. Trees and branches will be picked up. The tees that were worked on in the fall look good. Mr. McHugh contacted Mayer Tree about stump grinding, they provided an estimate of around $1200. Lawler motions to approve up to $1500 for stump grinding from Mayer Tree Co. to clean up the course -on holes #4, 8, 16, and 18. Ascillio seconds. Motion approved (4 -0). Mr_ Dianne New members are checking in, at least a half a dozen and a few new young adult memberships as well but hard to know who's returning from last year until May. At least 8 -10 people have taken advantage of last years referral program. Gross revenue for January and February totaled $69K and it's at least another $50K in since March 1st Mr. Carter enters the meeting. Mr. Page Golf Outings are mostly booked. Weddings are going well and there are 6 weddings booked so far this year, 3 class reunions and 2 bar mitzvahs. Mr. Page announced they have a new chef and are going to try some new specials in the grill room which opened today. The kitchen needs a new frialator for fried fish. Mr. Page received a quote of $350 to repair, $597 for a new one. Lawler made motion to approve the expenditure of a new frialator not to exceed $700. Ascollio seconds. All in favor, motion passes (4 -0). Mr. Page will ask Mr. Gelineau if he can get a fryer through city channels. Mr. Page remarks that the steps leading to the PUB need to be repainted. Also, the building wall by the putting green needs to be repaired. He will let Mr. Bouchard know this work needs to be done. 21 Page Mr. Page trying to determine what on the deck may be contributing to the water coming down from the ceiling but he can't find a leak in the roof. He received an estimate from a roofer of anywhere from $2700- $12,000k. Not sure where the water is coming in from so until they do, will hold off on this. Mr. Lowd doesn't think the ladies lockers can get relocated downstairs as there is not enough room for a handicap person to get in. So will leave half a dozen lockers upstairs for use when the handicap bathrooms are completed. Mr. Lowd spoke to Mr. Gelineau regarding resurfacing the tennis courts, notes work over $20K will need to go out for bid. Gelineau will talk to the company for a quote. Until now, the work has been done under the $20K figure, but Mr. Gelineau will be asking for a better price. Mr. Carter Mr. Dionne distributes the Revenue report and reports for Mr. Carter.
