Min0316BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, MARCH 14, 2016 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Brean, Dawe, Faulstich, Forgione, Lund, Mahoney, Nelson, and Skerry ABSENT: Commissioner Trefry PUBLIC: Paul Beaulieu, Jim Baker, Ace & Charlene Chase, Steve Connolly, Dave Graham, Bob Mallard, Peter Ogren, Ken Robinson, and Craig Schuster A. CALL TO ORDER: Chairman Mahoney called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for February 2016 — Chairman Mahoney called for a reading of the minutes from the February 2016 meeting. Commissioner Faulstich made a motion to accept the minutes, seconded by Commissioner Brean. Motion passed unanimously. Reading of the Financial Report for February 2016 — Airport Manager Mezzetti presented the financial report for February 2016. Commissioner Faulstich made a motion to accept the financial report, subject to audit. Commissioner Dawe seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Connolly Construction — Steve Connolly outlined his plan to build a high tech manufacturing building at the Cherry Hill Industrial Park. The location would be further back from the New England Academy building, which was built in 2016. The Commission had no objections as long as it did not interfere with navigable airspace and he coordinated his development with the FAA, Control Tower, and the Airport. • Airport Solutions Group (ASG) — Craig Schuster outlined the plan to survey RW9 tree obstructions for eventual removal. 5. Chairman's Report — Chairman Mahoney reported on: • The approval of the sale of land for the parcel at the corner of Sam Fonzo Road and L. P. Henderson Road • A budget and transfer of funds meeting that was held with himself, Bryant Ayles, Kim Crofts, and Bob Mezzetti • The New Admin Building financials and expected completion date • The need for more time for the Clerk of the Works for the New Admin Building • A proposed tour of the New Admin Building by U. OLD BUSINESS: 1. Subcommittee Reports • Property/Legal/Finance Subcommittee — Chairman Mahoney talked about the proposed leases that are in the works. • Noise Abatement Subcommittee — Chairman Mahoney spoke about his meeting with a woman who was complaining about departures from RW27 that went over her house on Locust Street in Danvers. • Facility Maintenance — Commissioner Faulstich updated the commission on the progress at Building #45. • Website Management Subcommittee — Commissioner Forgione reported on the added pictures he put on the website and that the website received 1,383 hits in February 2016. • Publicity/Public Relations Subcommittee — A meeting with the Salem News with Commissioner Nelson and Chairman Bill Mahoney was mentioned. • Safety & Security Subcommittee — Commissioner Skerry reported there was nothing new. • Airport Layout Plan Subcommittee — Commissioner Brean stated there was nothing new. • Special Projects Subcommittee — The repainting of the Memorial Huey helicopter is going forward. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fees, New Admin Building project, 1010 Aviation LLC proposed lease, parcel RFP award to T. Ford, airport restaurant, MALS, and FFY CIP Project Install TXY Lights on `B" & "D "; Install PAPI's on RW9 -27; Install Airfield Guidance Signs. Motion — Airport Manager Mezzetti asked that $5,000 be approved for a property survey of tree penetrations at the approach of RW9. Commissioner Faulstich made the motion, seconded by Commissioner Dawe. Motion passed unanimously. D. NEW BUSINESS: 2 BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, MARCH 14, 2016 FY 17 Budget Review & Vote — Chairman Mahoney presented the Airport's FY 17 budget. Commissioner Faulstich made a motion to accept the budget, seconded by Commissioner Forgione. Motion passed unanimously. E. TENANT COMMENTS: • Paul Beaulieu said he has another twin engine aircraft based at BVY. F. COMMISSION COMMENTS: Commissioner Faulstich said he would help in getting the Governor to come to the New Admin Building opening ceremony. vii.
