2016-02-08BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, FEBRUARY 8, 2016 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Brean, Faulstich, Forgione, Mahoney, Nelson, Skerry, and Trefry ABSENT: Commissioner Dawe PUBLIC: Paul Beaulieu, John Godfrey, Bill Kossowan, John Lund, Ken Robinson, and Craig Schuster A. CALL TO ORDER: Chairman Mahoney called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for January 2016 — Chairman Mahoney called for a reading of the minutes from the January 2016 meeting. Commissioner Forgione made a motion to accept the minutes, seconded by Commissioner Faulstich. Motion passed unanimously. Reading of the Financial Report for January 2016 — Airport Manager Mezzetti presented the financial report for January 2016. Commissioner Faulstich made a motion to accept the financial report, subject to audit. Commissioner Brean seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Airport Solutions Group (ASG) — Craig Schuster updated the commission on the tree penetrations at the end of RW 9 and recommended a survey be done to ascertain whether the trees are or are not on airport property. He also reported that MassDOT /Aeronautics contract electrician, KOBO, is working on the problem of the MALS circuits tripping. 5. Chairman's Report — Chairman Mahoney discussed: • Easements as being the way to go regarding tree penetrations • The requirement that City Council approval is needed to reduce the City Ordinance of eleven airport commissioners down to nine • The potential for U. S. Customs at the New Admin Building • Updated info on the Airport Revenue Fund Balance • The quarterly Airport /City Hall meeting • A proposed New Admin Building ribbon cutting ceremony B. OLD BUSINESS: BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, FEBRUARY 8, 2016 1. Subcommittee Reports • Property/Legal/Finance Subcommittee — Chairman Mahoney talked about the sub- committee meeting regarding a proposed lease and hangar development with 1010 Aviation LLC (Greg Wyler). He also spoke about Alan Battistelli's desire to get a signed lease (he was told he may have new language in his proposed lease). • Noise Abatement Subcommittee — No Report • Facility Maintenance — Commissioner Faulstich updated the commission on the Building #45 progress. He said it needs repair from rot, ledge removal, and needs tightening up of the building's exterior. • Website Management Subcommittee — Commissioner Forgione reported that the name on the airport's website had been changed to Beverly "Regional" Airport. He also reported that the website received 1,419 hits in January 2016. • Publicity/Public Relations Subcommittee — Commissioner Nelson updated the commission on newspaper airport info. • Safety & Security Subcommittee — Commissioner Skerry said the high bid for the former Rice Rental parcel was $587,000 and that we received no bids for the recent restaurant RFP. He also talked about some local interest in the restaurant. • Airport Layout Plan Subcommittee — Commissioner Brean stated there was nothing new. • Special Projects Subcommittee — No Report iii. EXECUTIVE SESSION: Entered into Executive Session to discuss airport leases. D. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fees, New Admin Building project, Battistelli hangar construction progress, Vegetation Management Plan (VMP), airport insurance increase, 1010 Aviation LLC proposed lease, parcel RFP, MALS, and cell tower lease extension request. E. NEW BUSINESS: None F. G. COMMISSION COMMENTS: • Commissioner Faulstich talked about the Air Traffic Control Tower's parking lot complaint. • John Lund spoke about his aviation background. viii.
