Pearl calls the meeting to order at 7:18pm.

Administrative Business
CPA Plan
Pearl suggests tabling this for now.
February 4, 2016 Public Hearing Preparation
Pearl notes the annual CPC informational hearing is scheduled for February 4 7:00pm, with a
snow date of February l l
Members discuss the agenda for the upcoming hearing. Members would like more input from
the public rather than the Committee doing all the talking. Richter suggests highlighting a few
projects in each section to start the meeting off. Members discuss possible projects to highlight.
For Open space: Camp Paradise
Historic Preservation: GAR Hall/ City Clerk preservation documents
Housing: Harborlight, Housing plan
Recreation: Green Hills/Dane Street playground/Lynch park playground /bathhouse
Members discuss how to structure the meeting and develop the agenda. Cookies, cider, and
other refreshments will be served. Maxner will bring a flipchart on an easel and markers. Richter
will take pictures of the word boards. Round 3 materials are already posted on the website. Press
release was in Monday's Salem News.
Maxner will send the agenda and invite past CPA recipients to perhaps talk about the application
process. Pearl notes that Suzie LaMont would be a good person to ask as she represented a
community group but also needed to coordinate with the Mayor's office. Josie Marino and Wes
Slate could maybe also talk about their particular projects and the process they went through.
Administrative Business
Maxner notes that the CPA Coalition membership is up for renewal at $2,875.00. Pearl notes that
while it is not compulsory to be a member of this Coalition, it has been very beneficial as a
resource. Richter makes a motion to approve the expenditure to renew their CPA Coalition
membership. McCrory seconds. Motion approved unanimously (5 -0).
Approval of Minutes
Matz makes a motion to approve the December 16, 2015 meeting with minor edits. McCrory
seconds. All approved (4 -0 -1) with Paddol abstaining.
MOU/GA Update
Maxner provides the Committee with an update on the Round 2 Grant Agreements and MOD's:
Golf and Tennis — executed
City Clerk - with Mayor for signature
Hale House - currently drafting
Historic Society- BHS attorney currently reviewing
The remaining GA's/MOU's are not yet drafted.
Maxner will stipulate in the applications for Round 3 that if it is a City owned property, a written
commitment by the appropriate City official must accompany the application.
Maxner will send out an agenda to Committee members prior to the 2/4 hearing indicating the
speaking assignments and showing the organization of the meeting. Pearl would like to know
which members will be present for the hearing ahead of time and Maxner agrees to double
check.
The next regular CPC meeting is scheduled for February 18t' 2016. The CPA plan will be
discussed at that time.

McCrory makes a motion to adjourn. Richter seconds. Motion carries unanimously (5 -0). The
January 21, 2016 CPC meeting is adjourned at 8:33pm.
