MINUTES OF THE REGULAR MEETING
TUESDAY, OCTOBER 13, 2015

PRESENT: Commissioners Brean, Faulstich, Forgione, Mahoney, Skerry, and Trefry
ABSENT: Commissioners Dawe, Dettorre, and Nelson
PUBLIC: Jim Baker, Ace and Charlene Chase, Dave Graham, Bill Kossowan, Alan Battistelli, Tony
Bettencourt, Art Monterosso, Ken Robinson, Wes Rosen, Paul Beaulieu
A. CALL TO ORDER:
Chairman Mahoney called the meeting to order at 6:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for September 2015 — Chairman Mahoney called for a reading of
the minutes from the September 2015 meeting. Commissioner Faulstich made a motion to
accept the minutes, seconded by Commissioner Skerry. Motion passed unanimously.
Reading of the Financial Report for September 2015 — Airport Manager Mezzetti presented
the financial report for September 2015. Commissioner Faulstich made a motion to accept
the financial report, subject to audit. Commissioner Forgione seconded the motion. Motion
passed unanimously.
4. Presentation(s) —
• Jacobs Engineering — Dave Graham talked about photogrammetry as it relates to
approach penetrations. He said it would cost $3,100 to remove the tree penetrations
from the end of RW27. Commissioner Faulstich made a motion to approve $3,100
for RW27 approach tree removal, seconded by Commissioner Forgione. Motion
passed unanimously.
• Alan Battistelli informed the commission he would be starting construction of his
aircraft hangar in two weeks and would be attending a ConCom meeting tonight. He
requested that his land rent not commence until six (6) months after his lease starts.
5. Chairman's Report — Chairman Mahoney updated the commission on the status of the
Airport Consultant Engineer selection process.
B. OLD BUSINESS:
1. Subcommittee Reports

• Property/Legal/Finance Subcommittee — Chairman Mahoney talked about the need
for quarterly meetings with City Hall. He also updated the commission on the status
of the New Admin Building, airport name change, and C. I. P.
• Noise Abatement Subcommittee — There were no noise complaints received in
October 2015.
• Facility Maintenance — Commissioner Faulstich reported on the Building #45 rehab
progress and that asbestos removal will be done at the end of the week.
• Website Management Subcommittee — Commissioner Forgione said the website
received 1,780 hits in September 2015.
• Airport Safety & Security Subcommittee — Commissioner Skerry talked about past
disaster drills and would like to try to have one at BVY in the Spring.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fees, New
Admin Building construction, airport security cameras, FFY15 C. I. P. project status, FAA requirement
for release of Building #45 from aviation to non - aviation use, airport consultant search status, airport
name change, Battistelli hangar, MassDOT /Aeronautics Airport Pavement Marking Program,
Vegetation Management Plan (VMP), hangar solar panels, and updated list of BAC members.
D. NEW BUSINESS:
Alan Battistelli's Request for Rent Deferral — A motion was made by Commissioner
Faulstich that Alan Battistelli's hangar rent commence when he occupies the hangar.
Motion was seconded by Commissioner Skerry and passed unanimously.
E. TENANT COMMENTS:
• Ken Robinson expressed his desire that U. S. Customs occupy space in the new
administration building.
• Paul Beaulieu of Perception Prime Flight School said he now has 4 -5 employees, has
conducted 300 "discovery" flights, and he is now managing Executive Flyers Flight School
at Hanscom Field.
• Wes Rosen said they have a new controller, Andy Blanchard.
• Bill Kossowan provided AOPA, NSAC, and FAA updates.
