Earl called the meeting to order at 7:05pm.
Public input
No members of the public were present.
Approval of Minutes
Suminsby motions to approve the August 19, 2015 HMA meeting minutes with minor edits.
Neuman seconds. All approved, motion passes unanimously (8 -0).
Facilities Committee Report
Dever reports the Black Dog divers will perform inspection at the Glover Wharf and the
completed report will be forthcoming noting where the boxes are located. Black Dog divers will
wait until November to do adjustments on chains but moving forward, there may need to be
yearly adjustments. The building inspector is requiring insulation be added to the outside
perimeter and inside of the building. The flooring will hopefully be in by the end of November.
The bathrooms will hopefully be completed by the spring. If this project were to go out to bid at
this stage, it would cost an additional $60K. Neuman hopes there will be money left over from
Algonquin to do the piles project.
There are 4 winter tenants which will bring in $4000 extra revenue above budget. One boat
owner who complained about the electricity problem had his mechanic look at his boat and
figured it out, was his boat's problem, not the marina.
Financial Update
Neuman observes that 100% of recreational boaters have paid their dues and this deserves some
recognition. 2 winter boaters have paid. On commercial side over half of money has been

collected. 5 people haven't paid anything yet but Dever notes that most of these guys are often
late.
Osthoek motions that there be no change in rate for recreational marina, dingy, and kayak rack
rates for the summer season 2016. Neuman Seconds. All in favor. Motion passes unanimously
(8 -0).
The incentive to pay early really works (up to 10% discount) - well over half of customers took
advantage. All Brown Building expenditures being charged against the Algonquin money first.
HMA members would like to know the Algonquin account balance. Dever will send to Earl.
There is a cash balance of $269K in the HMA Capital Account.
Harborfest Report
Earl reports that over 400 tickets were collected, and attendance was considerably higher. 6 of
the 9 City Counselors were there as well as the Mayor who made remarks. Earl received emails
from the vendors thanking them for a great time. Wicked Awesome bakery sold out, the Boy
Scouts sold all their ice cream, Little Italy reported twice the sales from last year's event. Earl
sent a thank you to all vendors and more rave reviews came in. Earl remarks that the event
wasn't too difficult to organize and they saved money on the flyers and T- shirts. HMA will try
and get Main Streets more involved. Down the line, HMA will need to figure out whether to
partner with another organization or turn the event over to anther organization. Earl thanks
HMA members for their help in making the Harborfest a success.
Active Projects
Piles Project
GZA is under contract for permitting. A schedule will be established, likely to start in January.
Salem Walkway
Osthoek has no update. The equipment seems to be gone and work seems to have stopped.
Gruppe Mural
Osthoek reports no news. HMA members need to decide what to do with Gruppe.
Bass River
Neuman had a conversation with Bourne. Dredging may not qualify as maintenance dredging as
no record of issuing a permit for such can be located. Bourne will check to see if something is
on file to qualify for maintenance dredging - nothing going to happen for at least a month, he is
going on vacation. Houseman is checking on potential funding from the Seaport Advisory
Council.

Neuman pulled the Beverly Parks and Recreation Commission guidelines on permitted park
uses. McAleer thinks the Harbormaster needs to be involved as well. Earl recommends they form
a committee with the Harbormaster and come up with recommendation for draft guidelines on
group events /functions at Glover Wharf. HMA would like this to be resolved by next summer
before events start. McAleer notes there are safety issues that need to be considered and the
HMA needs to look at it from the Customer's perspective. The next step is to have something
drafted by the January meeting.
Grants
The City of Beverly hired a new Grant Director, Priscilla Walsh. She will focus on finding
funding sources but will not write the grant applications.
Flaherty forwarded a grant application from the Energy and Environmental Affairs agency for
$15K. The due date is Oct 23 d and the funds must be spent within the fiscal year. Eligible
projects include improvements to fishing access. Flaherty will take the lead to see if possible to
get the grant application in by the deadline - will work with Dever and Simon.
Seaport Advisory Council
This Council has been reorganized and may be similar to Massport but Osthoek questions
whether they have any funding. Salem Mayor Kim Driscoll will be on the Council but that is all
HMA members know about this Council.
Adjournment
There being no further business before the Harbor Management Authority this evening,
Suminsby makes a motion to adjourn. Seconded by Neuman. Motion approved unanimously
(8-0).
