2003-02-10BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING FEBRUARY 10, 2003 PRESENT: Commissioners Barnico, Danforth, Lydon, Mahoney, Nelson, Simpson, Trask, and White ABSENT: Commissioner Duval PUBLIC: Dave Gallagher, Peter Osborne, Peter Gilmore, Wil Gourdeau, Craig Schuster, Rich Mello, Rich Little, and Arthur Daignault A. CALL TO ORDER: Chairman White called the meeting to order at 7:00PM. 1. Presentations: None 2. Reading of the Minutes for January 2003 – Chairman White called for a reading of the minutes from the January meeting. Commissioner Lydon made a motion to accept the minutes, seconded by Commissioner Mahoney. Motion passed unanimously. 3. Reading of the Financial Report – Chairman White gave the financial report for January 2003. Commissioner Trask made a motion to accept the financial report subject to audit, seconded by Commissioner Mahoney. Motion passed unanimously. B. OLD BUSINESS: Sub-Committee Reports · Property/Legal/Finance Subcommittee – Regarding the Gurnard area, Commissioner Mahoney reported that Airport Manager Mezzetti was told by Beverly Chief of Staff Valliere that the Mayor’s office and Weston & Sampson were finalizing the response to public comments of the proposed Release Abatement Measure (RAM). Following completion of response to comments, the RAM activities proposed in the RAM plan will be performed. The response to public comments has taken longer than usual, as a more detailed response was needed for one particular public commentator. Airport Manager Mezzetti said that Mr. Valliere had told him the public comments would not stop the RAM and the RAM activities would probably start in the spring. · Public Relations Subcommittee – Commissioner Simpson reported that once the language for the industrial parcel RFP is agreed upon, the color maps would be ready to go. Commissioner Barnico asked that his recent written RFP comments be incorporated into the final RFP. 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING FEBRUARY 10, 2003 AOPA Videos – Commissioner Simpson reported that he received approval from AOPA to allow the Beverly and Danvers cable companies to show airport related videos. He and Commissioner Trask would find out what broadcast format was needed. Beverly ILS – Commissioner Simpson said we were still on the list for a FAA ILS survey. He said he would get together with Dave Graham and formulate options that would help FAA. · Facilities and Maintenance Subcommittee – Commissioner Danforth reported that he would be reviewing airport leases and what leaseholders are supposed to be doing and would be inspecting lease facilities within the next 30-45 days. Inspection team would comprise Commissioners Danforth and Lydon, Dave Graham, and the Airport Manager. Commissioner Danforth updated the commission on the airport’s desired M.A.C. grant funded security projects (fencing, video surveillance, and controlled access system). He also recommended asking Representative Speliotis to help us with our security project request. C. NEW BUSINESS: · Regnante, Sterio & Osborne – Met in Executive Session to discuss a litigation matter. · Proposed FY04 Budget – Chairman White presented the proposed FY04 airport budget. Commissioner Trask made a motion to accept the FY04 budget, seconded by Commissioner Mahoney. Motion passed unanimously. · RFP for Industrial Parcels – Chairman White informed the commission of the latest industrial parcel status e.g. the latest consensus of the BAC was to lease only the airport parcels and City Council was made aware of this. It was decided that a sub-committee RFP meeting would be held on 2/25/03. · Open Meeting Law Complaint – Chairman White informed the commission of a recent Open Meeting Law complaint. Commissioner Trask requested the commission get a clarification from our lawyers of what the commission is supposed to do in executive session. 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING FEBRUARY 10, 2003 D. AIRPORT MANAGER’S REPORT – Airport Manager Mezzetti updated the Commission on the traffic count, airport security projects, Gurnard site, Beverly ConCom site visit change, BAC, FAA, M.A.C. and City Solicitor revenue disposition meeting, receipt of FAA reimbursement check, the seeking of a tax reduction of Wenham land, RFP status, and the transfer of High Flight, Inc. stock to Mike Reddin E. COMMISSION/CHAIRMAN’S REPORT: · Chairman White introduced Mr. Arthur Daignault. Mr. Daignault is the City of Beverly coordinator for the American with Disabilities Act (ADA). Mr. Daignault’s job is to insure that all city-owned facilities are accessible to those with disabilities. He requested copies of all facility leases so he could do a proposed transition plan for handicapped access at the airport. · Commissioner Trask recommended postponing Aviation Day until September 2004, as a solid year is needed in order to organize it properly. BAC agreed. · Commissioner Simpson requested a fact-finding meeting with the commission, Mike Reddin, Harry Wheeler, and Rich Little to discuss the recent transfer of High Flight stock to Mike Reddin and the ramifications. Meeting set for 2/25/03 at 2:30PM. F. ADJOURNMENT: Motion to adjourn made by Commissioner Nelson, seconded by Commissioner Simpson. Motion passed unanimously. 3
