2015-10-22David S. Lynch Public Park Trustees Joan Fairbank- Chairman Alice Burns Mark Flagg Kathy Doane Joyce Frisiello Kevin Hobin Mark Casey Mike Collins ex- officio Public Meeting Minutes Date: Thursday, October 22, 2015 at 6:00PM Location: Carriage House at Lynch Park Trustees Present: Joan Fairbank, Alice Bums, Mark Flagg, Mark Casey, Kathy Doane, Joyce Frisiello, Kevin Hobin, Trustees Absent: none Others in attendance: Bruce Doig Meeting called to order at 6:05PM by Joan Fairbank, Chairman. Introduction of Mark Casey as a new Trustee. He is currently a member of the Parks and Recreation Commission, the Youth Collaboration (representing the Parks and Recreation Commission) and Friends of the Recreation Department. Lynch Park Bathroom Update Bruce Doig reported that just before July O the new bathrooms opened to rave reviews. The men's bathroom has two stalls and two urinals. The women's bathroom has four stalls. There is also the family bathroom/changing room. The golf cart and paper products are stored in the back of the building. Now the water runs around the building during a heavy rain. Bids for the bathroom ranged from $300,000 to $460,000. The cost of the bathroom was $300,000. The Lynch Trust provided $150,000, $46,000 came from the Park of the Year Fund and $60,000 from the Enterprise Fund. The additional cost of the temporary toilet trailer, planting of bushes and flowers and other items brought the final cost to $330,000. Dane Street Bathhouse The bathhouse was completed in June. All of the fixtures, sinks, stalls were removed and all new plumbing was installed inside covered with fiberglass wallboard. Joan brought photos of the front of the bathhouse facing the ocean showing a porch could be added as there was a porch years ago. It would be nice to paint the floor, using the same non -slip paint used in the Lynch and Ober Park bathrooms. The outside could also use paint. It was suggested that there should be dedication plaques for the Lynch bathroom and Dane Street bathhouse installed where they can be seen. Names should include Mayor Cahill name as he helped make it happen. Question arose about leaving the new bathhouse with bathrooms open longer. Currently it is only open when lifeguards are present. The bathrooms at Ober Park are open later and people appreciate their availability. Security System Update Wires in a conduit were broken during digging for the splash pad. New phone and fiber optic wire were replaced. A wireless access point would allow wireless cameras about the park. The wireless access points are estimated to be a couple of hundred dollars each, cheaper than having to run wire through the park. One to two cameras would be placed by the shell and one or two near the office plus other locations in the park. The gate has been vandalized twice, the first time the gate was bent cord to gate and electric eye were damaged. The second time the gate was bent Bruce is waiting until security cameras are installed near the gate before repair. The cost for the first repair is $1,190, higher because of damage to electronics. Police patrolling the park may have prevented further damage. The $1,190 bill is due and needs to be paid by the Trustees. Alice Bums made a motion to pay the bill, seconded by Kevin Hobin, all in favor. The next steps are: I. Wireless access ports installed 2. Purchase and install cameras 3. Fix gate Joan made a suggestion that since the Trustees will not be meeting for a number of months that Trustees appropriate up to $2,000 for future gate repairs. Joyce Frisiello made a motion to appropriate $2,000 for gate repair, Alice Bums seconded the motion, all in favor. People have complained about the change of driveways and the gate however it is safer for pedestrians with the pedestrian lane on the entry driveway and each drive one way. The gate increases safety for pedestrians walking on the road down to the garden and beach by preventing people from driving down and dropping off picnic items etc. It is permitted to drive elderly people down but the drive must come back and park in the parking lot. Park Notes Carry in and carryout has been a success at Lynch Park. There were 18 barrels at Dane Street beach this summer and trash was a problem. People leave trash on the ground at a barrel that is full rather than finding another barrel and the seagulls strew it around the park. Drive -in movie at Lynch Park on Saturday night. Pelletier Awning has built a 18ft x 24ft screen that will be hoisted onto the first level of the hill. A radio transmitter will provide audio via car radios. The plan is to present drive -in movie night 2 -3 times in the spring and the fall, during the summer the movies use the shell. This summer the Carriage House and garden were rented for wedding, showers, rehearsal dinners and more. Dane Street Playground The total amount needed for the planned playground is $185,000. Reinforced concrete figure including a boat and mermaid are being purchased from New England Recreation $40,000 to $50,000. Everything will be purchased from Landscape Structures for $140,000. Josie Marino is ready to place the order from Landscape Structures next week. To date the amount raised or appropriated for the playground is $175,000. $45,000 - collected by Josie Marino $20,000 - Lynch Trustees $60,000 - CPC $50,000 - Park of the Year Fund Charlie Benemento will pay for the concrete and crushed stone. Like to have as much ordered by the end of the year for the best price. The equipment will arrive by December 31, 2015 and stored in the bathhouse for the winter. The playground can be done in phases if needed. Josie would like to replace the current chain link fence with a with a wrought iron fence. The fence would have shells that would contain the names of people that had contributed. The community installation is scheduled for April 9 -10, 2016. The city will do the preparation for the installation. Ribbon cutting will be June I P h . Specially cut hardwood mulch will be used to provide a save landing. Splash Pad at Lynch Park Bruce Doig reported the splash pad opening was spread by word -of -mouth and very popular. The first week the splash pad was open the Park collected $1,000 at the gate Monday through Friday. During weekends the Park collected between $4,000 and $5,000. The concession also did well. Camp Paradise Bruce reported that Camp Paradise is going well, it provides a large indoor open space and is heated. The Rec Department camp uses the camp every other week during the summer. Planning on renting out. Carriage House Doors The doors for the Carriage House are not available. The bead board had been removed from the inside of the wall in preparation of installing a door, but the door was not available, so the bead board had to be put back up. There was discussion of the possibility of installing windows instead of doors. Standard size windows should make it easier to get delivery, windows would also let in light. The $150,000 appropriated for the doors came from America Renal ($50,000) and the City Council ($100,000). Could it be re- appropriated? The original design was approved a number of years ago. A suggestion was made by Mike Casey to set up an appointment with Mike Collins at the Carriage House as there may be some limitations Mike knows about. Next steps are to: 1. Determine status of doors (Bruce) 2. Setup meeting with Mike when he is available The Carriage House needs better light for events, reflecting the period in which it was built Had received a quote for $14,000 but also a cheaper quote as well. The Arts Council grant would be good for paying for the lighting but the doorstwindows need to be installed first. The Beverly Guild of Artists will be using the Carriage House November 13 -27 from 10 -4 daily. Maintenance of Annual Beds in the Rose Garden Kathy Doane asked if the Trustees would be willing to pay for someone to weed in the annual garden beds. The Trustees hired someone to weed for the summer of 2014 and the cost was $3,000 which was determined to be too high a price. Kathy offered to research a resource for weeding for the summer of 2016 within a budget of $1,000- $1,500 suggested by Joan Fairbank. Motion made by Kevin Hobin to accept the minutes from the June 11, 215 meeting at the Beverly Public Library. Motion seconded by Mark Flag, approved by all. Motion to adjourn was made by Kevin Hobin at 8PM, seconded by Alice Bums, all in favor. Respectfidly submitted, Kathy Doane
