These transfers are necessary to fund numerous obligations, including the installation of 2,000 seats at Hurd Stadium. These transfers are funded in part by the reallocation of the City's existing operating budget and partly by an appropriation from our free cash certification. In addition, per the City's stabilization policy, I am required to request a transfer of at least 10% of the certified free cash value into our stabilization fund. Today, I request $1.5M of the City's free cash be transferred to the stabilization fund. It is sound fiscal practice to grow this stabilization fund to ensure long term financial stability of the City as well as provide funds if needed to aid in the debt service associated with the new middle school. Please initiate action on this matter at your next City Council meeting, November 2, 2015. This transfer request will require a public hearing be set prior to a Council vote. Thank you. Honorable City Council City of Beverly City Hall, 191 Cabot Street Beverly, MA 01915 October 28, 2015 RE: Open Space & Recreation Committee Fall 2015 Semi - Annual Report. Dear Members of the Council, The Open Space & Recreation Committee is pleased to present the Committee's Fall 2015 semi - annual report in accordance with its founding ordinance. Major Activities and Accomplishments Open Space & Recreation Plan Update The Committee has assisted Planning Department staff on updating the City's Open Space & Recreation Plan. The Committee is pleased to report that the Executive Office of Energy & Environmental Affairs has conditionally approved the draft Plan through 2022. This conditional approval allows the City to participate in State grant programs, with final payment of any awarded monies to be withheld until the Plan is completed. The State provided a list of edits and supplemental information needed to make the plan complete. Once these edits are made, the Plan will be submitted to the Council for its review and endorsement and final sign off by the State. Land/Trail Easement & Conservation Restrictions Acquisition As part of approval for a new 5 -story mixed commercial building at 50 Dunham Road, the Conservation Commission required that, in coordination with the Open Space & Recreation Committee, the applicant (Cummings Properties) restore or replace, at its expense, the footbridge that spans a wetland area along Norwood Pond as well as blaze a walking trail along the pond edge. The Committee has had initial conversations with Cummings to facilitate these tasks. The Committee is thrilled that the City permanently protected the open space surrounding Norwood Pond under a Conservation Restriction as this has long been a priority of the Committee. This 133 acre area and the pond is a natural resource and passive recreation treasure and its protection will ensure enjoyment by future generations. This project further solidifies the cooperative and supportive relationship between the City and Essex County Greenbelt Association who will steward the CR. 31 Rights of Way and Trail Development We continue to focus on rights of ways to open space and associated trail systems. It is important to monitor and prevent obstruction to these entry points and keep access to these areas open and welcoming to users. The Committee's signage subcommittee continues to work on developing uniform trail way finding signage to help people find the major open spaces in the City. The Committee hopes to coordinate with Engineering Department staff in graphic design this fall. The Ayers PTO has submitted a CPA funding application to the CPC for the Greens Hill Trail and Waterfront Access Improvement project. This project will blaze trails from behind Ayers Ryal Side School through City -owned parcel 27X to Greene Street. This includes construction of a boardwalk over the marsh area to connect upland sections of these parcels. The Open Space & Recreation Committee is assisting the PTO in permit application to the Conservation Commission for approval of the boardwalk, trail blazing and drainage improvements. The OSRC hopes to submit a Notice of Intent to the Commission late this fall. Essex County Greenbelt Beverly Commons Trail Run The Committee was pleased to again partner with and volunteer for Essex County Greenbelt in hosting a trail run at Beverly Commons this past August. The trail run, part of Greenbelt's fundraising efforts, included a 4 -mile and 8 -mile loop through the wooded trails of the Commons. It was well attended as usual and the next run is scheduled in August 2016 Comments & Recommendations to Other City Boards The Committee continues to provide comment letters on proposed development projects to regulatory boards and commissions to ensure consistency with the Open Space & Recreation Plan. Of late and most notably, the project engineer for Standley Street Gardens, an 8 -lot OSRD subdivision, attended OSRC meetings to present the plan and obtain feedback from the Committee. The Committee advocated for a continuous connection via an 18- foot gravel drive at the end of the proposed cul -de -sac to allow for public walkway and vehicular access to the Conservation Commission land for possible future community garden use. Additionally the Committee recommended that water service be built to the property line for future connection to the Conservation land. The Committee is pleased that these requests were incorporated into the final approved OSRD site plan. The Committee also commented on the Foster Street 2 -lot OSRD subdivision, which was originally a 5 -lot subdivision. The Committee was pleased to see that the footprint of this development was reduced and advocated for the remaining 1.72 acre open space parcel to be conveyed to the City, as it will expand the contiguous Camp Paradise soon to be purchased by the City. Community Garden Relocation The Open Space & Recreation Committee continues to support and assist members of the Community Garden group on the logistics of relocating the Community Gardens. As noted above, the Conservation Commission owned parcels off of Standley Street have been identified as having great potential for use as community gardens. 32 Earth Day Nature Walks 2015 This year's Earth Day 2015 Nature Walk series marked the 10' year that the OSRC has been hosting these walks. The Committee is pleased to report that the schedule of events were well received. Most notably an "Edible Plant Walk" at the Trustees of Reservations property Long Hill hosted by botanist and naturalist Russ Cohen garnered great interest and was very well attended. These events continue to generate a lot of interest and participation, and have nurtured relationships and partnerships with local environmental organizations and expert naturalists. The Committee looks forward to continuing this program in the years to come. OSRC Facebook Page The Committee's Facebook page continues to gain likes and friends. It has proven a great way for people to share their experiences out on the trails and in open space areas and alert people of upcoming events and so on. Currently we do not have representation from the Harbor Management Authority or the Parks & Recreation Commission. For the Committee, Charles Mann, Chair cc: File Receive and Place on File: Vote — 9 -0. #490 November 2, 2015 The Honorable City Council City Hall, 191 Cabot Street Beverly, MA 01915 Dear Honorable Council: At the request of Mayor Cahill I am writing to inform you of a forthcoming project proposal and application pursuant to the Commonwealth's Economic Development Incentive Program (EDIP) by Krohne, Inc. The following information is provided in anticipation of a formal submission to the Council of the EDIP application and proposed Tax Increment Financing (TIF) Agreement for the November 16" City Council meeting. Project Proposal 33 Krohne, Inc. seeks to relocate its NAFTA headquarters from Peabody, MA to 55 Cherry Hill Drive in Beverly. The relocation includes the purchase and renovation of a 55,000 square foot office building to include office and light manufacturing space and expansion of an additional 40,000 square feet for a total of 95,000 square feet of floor area. The proposed expansion will accommodate three (3) additional manufacturing lines for which it oversees along with office facilities for administrative, engineering, and sales functions for the NAFTA region. It is anticipated that Krohne, Inc. will be making a $20 million capital investment to accomplish the proposed relocation and expansion and expects to create approximately 50 new full -time jobs within five years of completion of construction. New jobs created will predominantly be high paying manufacturing, engineering and sales positions. If approved, construction relative to the proposed renovation and expansion is expected to begin January 1, 2016 and be completed by April 1, 2017. Project Proponent Krohne is a worldwide supplier of innovative measurement solutions for the process industry with approximately 3,500 employees and 17 production facilities in 12 countries. Krohne was founded in Germany in 1921 and remains a 100% family owned business. It develops technically innovative measurement solutions to customers in the following industries: Chemical and Petrochemical, Food and Beverage, Water and Wastewater, Oil and Gas, Marine, Power, Paper, Metals and Pharmaceuticals. Krohne established itself in the Unites States in 1979 to service the U.S., Canadian and Mexican market and has been located in Peabody MA since 1983. In 2014 Krohne's Massachusetts operations encompassed positions in management, engineering, sales, manufacturing, finance and administration. U.S. sales represent approximately 10% of Krohne's worldwide sales. EDIP Application Krohne is seeking support from the City to submit an application to the Massachusetts Office of Business Development (MOBD) pursuant to the Economic Development Incentive Program (EDIP). Consistent with EDIP elements, Krohne is seeking a ten year Tax Increment Financing (TIF) agreement to assist proposed relocation and expansion to 55 Cherry Hill Dr. Additional support will be sought from the Commonwealth by way of an investment tax credit of up to 10% of total capital investment. The City of Beverly has been selective in its support of EDIP applications and sought TIF agreements that support high wage job growth, substantial investment in Beverly, and near term fiscal benefit. Consistent with these principles the City will be seeking the Council's support for a graduated reduction in real estate taxes over a 10 year period. The reduction will begin at 10% for three years; adjust to 7.5% over the next three years, and 5% for the last four years of the 10 year term. If Krohne's application is approved, the City will realize additional real estate tax revenue over and above what it would otherwise have received due to the planned investment during the term of the agreement. A complete application package will be submitted for the Council's consideration during the November 16, 2015 meeting where representatives from Krohne Inc. will be on hand to present their proposal and answer any questions the Council may have. Vote: 9 -0. #465 The Committee on Public Services /Committee of the Whole to whom was referred to matter of the request from the Mayor and the Director, Planning & Community Development re: An Ordinance enacting an Ordinance entitled "Multiple Member Bodies ", have considered said matter and beg leave to report as follows, to wit: Submit the accompanying Ordinance and recommend its adoption: In the year two thousand and fifteen An Ordinance amending an Ordinance relative to: ARTICLE VII. MULTIPLE MEMBER BODIES ", Section 7.04 "Airport Commission" (b) Authorities and Responsibilities ", by replacing (b) with the following new subsection (b): "(b) Authorities and Responsibilities — The Airport Commission is responsible for the custody, care, and maintenance of the Beverly Regional Airport, (also known as John Mountan Field), and all other municipal aviation facilties in the city as well as ensuring safe and efficient operation under pertinent rules and regulations. The Commission operates under the authorities provided to Airport W Commissions pursuant to General Laws Chapter 90, by the Charter, Ordinances, and by any other State and /or Federal rules and regulations governing airports." AND BY FURTHER AMENDING ARTICLE VIII. CITY OFFICERS Section 8.02 "Airport Manager ", Subsection (c) of the revised Ordinances of the City of Beverly by replacing subsection © with the following new subsection (c) "(c) Authorities and Responsibilities — The Airport Manager, under the direction of the Airport Commission, shall be responsible for the proper maintenance and operation of the Beverly Regional Airport and of all facilities relating to the Airport" Copies of the completed Ordinance are on file in the Office of the City Clerk, and are available for public review.
