Kelley, Esq., Chairman George Heller John Roccio LICENSE BOARD MINUTES — November 4, 2010 The meeting of the Beverly License Board was called to order on Thursday, November 4, 2010 in City Council Chambers at 6:30 pm. In attendance at the meeting were: Chairman Richard Kelley, Board Members George Heller, John Roccio and Clerk, Martha Lewis. Also in attendance: Sgt. William Page and Lt. Michael Devlin of the Beverly Police Department. Meeting was called to order at 6:30 pm 1. Sunoco Aplus — Change of Manager application received. The applicant appeared along with Supervisor. Applicant has been working as Assistant Manager for two years and has been responsible for all employees who work/sell alcohol. Chairman Kelley mentioned that there was a problem at this store a couple of years ago with clerks selling to minors with fake i.ds. As manager, you are strictly responsible for all clerks selling under the law there are only four acceptable i.ds: passport, Mass Drivers License, Mass I.D. Card and Military I.D. Mr. Kelley emphasized if you accept out -of -state i.ds. you are putting yourself at risk. You have to make sure all identifications is in order. Applicant sated Sunoco does has machine to identify fake ids Mr. Kelley reiterated that you must be careful and vigilant. If you are working 48 hours in a week those are long days. You must ask for the W.'s and not accept any other than the 4 stated Mr. Roccio stated he thought they were still accepting all id's and warned against relying on a machine. He further questioned if it was store policy that they do not accept out -of -state license. The applicant stated it was and stated that the machine is programmed to validate licenses. License Board Minutes —November 4, 2010 Mr. Kelley stated that you must be aware that you are at risk if you honor out -of -state ids. Supervisor of applicant stated that all managers go through training classes. Any person under age 27 is required to show id for both liquor and tobacco purchases. Chairman Kelley asked if there were any further questions. Applicant's CORI check was ok. Mr. Roccio made a motion to authorize the change of manager application. Mr. Heller seconded the motion 2. American Barbeque - Alteration of Premises Steve Pierro, owner of American BBQ appeared before the Board and presented the new floor plans for restaurant located at Cummings Center. He is alternating the premises to include a bar. The floor plans show a reduction in seating from 80 inside, 12 -15 outside to 66 inside including bar. Mr. Roccio thought it would be a great addition to the restaurant. Mr. Pierro stated he is trying to build up business at night. He's trying to attract the 30+ age group. It is his intent to serve upscale beers, microbrews and good wines. He must be creative as he does not have a full liquor license. Currently, there is no wait staff, it is a self -serve restaurant. With the addition of the bar, patrons will be able to eat at the bar. Mr. Roccio made a motion to approve the application for alteration of premises. Motion seconded by Mr. Heller. 3. One Day Licenses; Applications received for special one day license were reviewed by Board. Applications were within the hours limit. Mr. Roccio motioned to approved applications for one -day licenses. Motion was seconded by Mr. Heller. Applications were approved 3 — 0. 4. All Other Business Communication was received from Fireside Catering regarding a consideration of a Seasonal Liquor License at Moraine Farm in Beverly. Discussion followed. Board requested Josh Webber, owner of Fireside Catering to appear at the next License Board meeting to discuss further. License Board Minutes — Noveinber 4, 2010 Communication was received from Mr. Bob Butterworth regarding liquor being illegally consumed at the Bass River Tennis Club. Board discussed the letter. Board sent a letter return, receipt to General Manager of facility inviting him to appear at the next License Board Meeting or response in writing to complaint. Hearing no further comments, Mr. Roccio made a motion to adjourn. Motion seconded. Meeting adjourned at 6:45 pm. Next meeting: Wednesday, December 15, 2010 at 3:00 pm in the Council Chambers followed by the issuance of License Renewals in Conference Room B.
