Earl calls the meeting to order at 7:05pm
Public Input
There was no public input this evening.
Approval of Minutes
The minutes of the Harbor Management Authority meeting held April 22, 2015 were presented
for approval and discussed.
Neuman moved for approval of the minutes of the Harbor Management Authority meeting as
amended. Approved unanimously (7 -0)
Facilities Report
Dever provided an update on the new bathrooms in the Brown Building:
• Now fully permitted, ordered electrical, materials to come in by the end of May. Order of
tasks as follows: electrical to go in - then walls, floors, insulation, pour concrete, rough
plumbing, put up walls, then finish private office
• Electrical conforms to usage according to National Grid. It is a public office, but the
bathrooms are classified as private as there will be a private key to access and access will
be restricted to marina customers or city personnel. Eventually will be swipe card.
• Bathrooms should be completed by middle of June - some tasks sub - contracted. Will be
handicap accessible. Security cameras to be bought and installed by end of June.
• Total Brown Building project cost could be around $150 -160K. Will first draw down
funds in the Algonquin Capital Payments account before HMA Capital Fund is tapped.
• Project timeline: work begins May- Mid -June take a break, finished around fall, after
boating season. $70K just for bathroom updates.

• Dever reported there is one customer who has not kept his slip tidy and still owes money;
he plans to meet with him to discuss these issues.
• Fireboat would like to stay in the recreational marina. There will be a meeting with the
City of Beverly Mayor to discuss this and HMA would like to weigh in. Motion for
HMA to formally contact the Mayor regarding policy at the recreational marina,
seconded. Discussion ensued as to what the priorities for city marinas (both recreational
and commercial) ought to be, and slip usage. There are currently 2 boats on the waiting
list for the recreational marina. All in favor to contact the mayor, approved unanimously
(7 -0).
• Electricity prices have spiked with National Grid; total costs should go down with the
closing of McDonald building.
• Potholes -where people drag their boats from the prim - will get filled.
• 3 boat owners with slips on the recreational side have not paid.
No May calendar items.
Finance Report
Earl reported the current FY2015 balance of $240,997 from $238,125.
2016 budget to be approved. Minor modifications to the budget were made and explained by
Earl. It was assumed that expenses would be around the same as last year. Discussion ensued
regarding if there is a cost overrun on the pilings project, where will the money come from? Plan
to get firm cost proposal. Motion to approve budget as amended, seconded. FY2016 budget
approved as amended unanimously (7 -0). Updated version will be delivered to City Hall (for
Cathy and Bryant) and emailed to all Committee members.
Active Projects
Gruppe Mural
Beverly Director of Planning, Aaron Clausen put together a straw man RFP. No bid so far.
Estimate of cost about $28K - to be clarified with Clausen (Rinus to check). Neuman to
share RFP with HMA members.
Harbor Fest
• Set for Saturday, September 12
• Mayor's schedule is free that day.
• Updated task list. Conferred with Gin Wallace from Beverly Main Streets. She would
like to help but cannot consider more active involvement this year.
• Finalize save the date cards design and update promotional materials.

• June Meeting- will determine who will be taking the lead on certain tasks.
• Spoke about food vendors. Also, need to decide what activities HMA would like to
bring back.
Public walkway under bridge between Beverly and Salem
Project starting by the end of this month
Ferry Way Landing RFP
Neuman stated that Clausen wrote a draft RFP, improving the Ferry way. Site layout is
similar to Black Cow proposed project. Bidders briefing scheduled for June IW loam.
Rezoning
Harbor Authority formally acknowledged in zoning. City Council accepted making
amendment, to be voted on at the May 18 Beverly City Council meeting.
Washer and Dry
No room in the Brown building. Could the size of these be reduced to accommodate? To be
addressed later.
Green Hill
A question was asked regarding funds for Green Hill. A proposal was submitted by AR PTO
to CPC - supported by HMA - for $20K. Decision expected in early fall.
Adjournment
There being no further business to come before the Beverly Harbor Management Authority this
evening, Oosthoek made a motion to adjourn, Simon seconded the motion. The motion carried
unanimously.
