2015-08-19Harbor Management Authority Minutes of August 19, 2015 Meeting CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: August 19, 2015 Location: Beverly Public Library -Fogg Room Members Present: Chair Paul Earl, George Simon, Don Neuman, Pat McAleer, Chris D'Alfonso, David Lang, Scott Houseman Members Absent: Rinus Oosthoek, David Suminsby, Paul Miedzionoski Others Present: Facilities Manager Rob Dever, Greg Howard Recorder: Aileen O'Rourke Earl called the meeting to order at 7: 1Opm. Public input No members of the public were present at that time. Approval of Minutes Lang motions to approve the July 15, 2015 meeting minutes as written, seconded by Neuman. All approved, motion passes unanimously (7 -0). Facilities Committee Report Dever met with the Mayor, 1s source of money will be Algonquin. He expressed frustration that customers are still waiting on bathrooms to be done as it has been 5 years. In general, there have been several compliments given by customers though Earl would like to control expectations so customers are not frustrated with a lack of progress. Dever stated the electrical work was the first priority. Because the dock is moving, the electrical is chafing. Dever talked with Cheryl regarding the Anchor holding, they are working to adjust the chains to make the whole dock stable. One customer always has electrical problems yet does not have problems at other marinas. Neuman wonders if it not the boat owners' problem as no one else seems to be affected. The Police Chief has been notified of the increasing problem with squid fisherman. As the squid are being caught, they release ink all over the platform making the area unsightly. Glover Wharf is supposed to be off - limits after IOpm. Earl updates the HMA on customers still delinquent in payment - should be called immediately to make sure they pay. Dever will check with the Assistant Harbormaster as to when he sent out the bills. Should a lien be done wonders HMA members? If word gets around, there may be more customers who take advantage. Our contract states that the lease be paid in full before occupying the slip. Right now there is only $10K outstanding. Houseman makes a motion to send a letter and invoice to those in arrears over $100 with enforcement to mean a lien if necessary, Lang Seconds. Motion carries unanimously (8 -0). On the commercial side, there is less concern - 5 customers have made partial payments, 6 haven't paid anything. Fiscal Year is July, and commercial customers can have payment plans can partially pay. More transparency from Marc, don't know what numbers mean. Give until Dec to pay in full suggests Devers. Earl will connect with Assistant Harbormaster to get more Harbor Management Authority Minutes of August 19, 2015 Meeting information. Members would like to see at least a down payment made, and know what the payment plan is. Seaport Advisory Council Houseman will follow up with the Mayor regarding the Bass River Dredging Project. Financial Update Some typos need to be discussed with Ayles. From an operating point of view, there is a profit of $20K - off to good start. Active Projects Public Walkway The MassDot project is underway for the walkway under the bridge. They cordoned off the area but seem to have suspended work. Pilings Project Members agree the traditional approach of pilings is the way to go - no transition plate issue, all move in unison. DPA did not allow pilings; since no longer have DPA, HMA supports pile -held. Neuman motions that the HMA support going forward with pilings if all necessary steps have been taken and are in place - including engineering work and funding. McAleer seconds. All in favor, motion passes unanimously (8 -0). Discussion ensues. Neuman motions to modify the proposal to at this time authorize $15K for chain adjustment, exploratory underwater work, and permitting to be done. Seconded by McAleer. Motion passes unanimously (8 -0). Cheryl of GZA will provide modified proposal to HMA. Harbor Fest Sept 12' 3pm -6pm • Music Street band has been confirmed • Distributed flyers at Homecoming and Block party • Food confirmed include: Little Italy, Dick and Junes, Wicked Awesome Bakery, A &B burgers are a maybe, moving into Beverly in Oct, nowhere to cook food right now • Barefoot Books is confirmed, as well as Coast to Coast paddleboards, magician, Coast Guard, Jackie's T- shirts, Next Step Living, Clay Dreaming, and more. • Planning Dept not involved this year • Diving truck - Dever will check • Save the date and invites to be sent to members of Administration, Council, and School committee • Talk it up amongst friends and neighbors • Put up signs at storefronts • 13 committed for raffle • Will try to borrow Adirondack chairs from Beverly Main Streets Use of Glover Wharf Platform There was a Homecoming activity held at Glover Wharf. HMA was unaware of this scheduled event, and wonder if a policy needs to be set regarding use of city owned property on the 21 Page Harbor Management Authority Minutes of August 19, 2015 Meeting waterfront. Earl wonders if there should be a public request for gatherings on the waterfront. Lang wonders if HMA should work with Parks and Recreation on this issue. McAleer thinks as long as this doesn't affect customers adversely and HMA is notified in advance, then this is a positive thing. Lang will assist Neuman and McAleer on drafting for HMA review a brief policy letter in conjunction with Parks and Recreation. CPC The Green Hill project is before the CPC for $35K to build a bridge over wetlands. Regarding the private property, apparently the owners do not want to sell. The project is on hold, pending additional questions; will probably need to be resubmitted for the next round. Glover Wharf RFP extended to October. Clausen will hold a meeting with developers to see what might make it more attractive to bid if no bids are in by October. Adjournment There being no further business before the Harbor Management Authority this evening, Neuman makes a motion to adjourn, seconded by Lang. Motion passed unanimously (8 -0).
