PRESENT: Commissioners Dawe, Dettorre, Faulstich, Forgione, Mahoney, Skerry, and Nelson
ABSENT: None
PUBLIC: Jim Baker, Ace and Charlene Chase, Dave Graham, Jeff Dubois, Craig Schuster, Bob Mallard,
Tom Lyons, Bill Kossowan, Wes Rosen, and Ken Robinson
A. CALL TO ORDER:
Chairman Mahoney called the meeting to order at 6:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for August 2015 — Chairman Mahoney called for a reading of the minutes
from the August 2015 meeting. Commissioner Faulstich made a motion to accept the minutes,
seconded by Commissioner Nelson. Motion passed unanimously.
Reading of the Financial Report for August 2015 — Airport Manager Mezzetti presented the
financial report for August 2015. Commissioner Dettorre made a motion to accept the financial
report, subject to audit. Commissioner Forgione seconded the motion. Motion passed
unanimously.
4. Presentation(s) — Dave Graham of Jacobs Engineering talked about the penetrations to the
approaches on RW's 34 & 27.
5. Chairman's Report — Chairman Mahoney:
• Asked for a moment of silence for recently deceased BAC member, Leo White
• Reported on the FFY16 C. I. P. memo from MassDOT's Denise Garcia and the October
20' meeting
• Discussed the public meeting he attended at City hall regarding the City's $287,000
appropriation for Building #45 renovations
• Introduced Jeff Dubois of Jacobs Engineering, who is replacing Craig Schuster as the
Airport's Project Manager Engineer
• Sought input from the commission on what's more important, the RW16/34
reconstruction or seeking off - airport obstruction easements
• Wants to form an Airport Consultant RFQ Evaluation Committee

• Reported on a proposed quarterly meeting initiative with Aaron Clausen, the city's
Director of Planning
B. OLD BUSINESS:
1) Subcommittee Reports
• Property/Legal/Finance Subcommittee — Covered in Chairman's Report.
• Noise Abatement Subcommittee — Two complaints, one for circling touch - and -go traffic and
one which was actually Logan Airport traffic.
• Facility Maintenance — Commissioner Faulstich updated the commission on the Building #45
asbestos removal bids and the interest of the Continental on having a Building #45 restaurant.
• Website Management Subcommittee — Commissioner Forgione said the website received
1,846 hits in August 2015.
Airport Safety & Security Subcommittee — Commissioner Skerry reported the RFP for the
parcel at the corner of Sam Fonzo and L. P. Henderson Road should be in the Central
Register around 9/2/15 and that November 12 is the deadline for proposals.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fees, MALS repair
project status, BVY airport security camera project status, FFY15 C. I. P. project status, New
MassDOT /Aeronautics Division Director, Dr. Jeff DeCarlo, airport consultant RFQ's, airport name change,
Battistelli hangar, MassDOT /Aeronautics Airport Pavement Marking Program, and the Vegetation
Management Plan (VMP).
D. NEW BUSINESS:
The Beverly Airport Commission's airport consultant, Dave Graham, requested a motion for airport funds to
remove penetrations from several airport approaches. Commissioner Faulstich made a motion to spend
$5,500 for needed tree removal, seconded by Commissioner Dawe. Motion passed unanimously.
E. TENANT COMMENTS:
• Ken Robinson expressed his concern about the approach penetrations.

Jim Baker expressed his desire to extend his leased building, #54, to accommodate his sublessee
flight school and pilot lounge. It would also help with their shipments. It would add approximately
800 more square feet. He also said, in the future, he would like to demolish Hangar #2 and build
over the footprint.
