MA~aSACH US ETTS MINUTES OF SEPTEMBER 30, 1993 MEETING MEMBERS PRESENT: CHAIRMAN VINNIE COTREAU, BILL LISS, GLENN TERRY, CLAYTON SMALL AND ASSOCIATE MEMBER, DAVID LANG. THE MEETING WAS CALLED TO ORDER AT 7:45 P.M.. A DISCUSSION WITH MR. CARNEVALE RE: PROPERTY OFF FORMER NORTH SHORE COMMUNITY COLLEGE SITE. THE PROPERTY WAS TAKEN "EMINENT DOMAIN". DODGE STREET, GLENN TERRY - COMMENTED THAT THERE WAS A SETTLEMENT SIX YEARS AFTER IT WAS TAKEN "EMINENT DOMAIN". CARNEVALE - NO. GLENN TERRY - QUESTIONED RE: PERMITS? DAVID LANG - THERE IS A STRE~ UP THE FIRE ROAD AND THERE ARE SMALL ZONES OF WATER. BILL LISS - THE FACTS ARE THAT OVER THE YEARS THE WETLAND REGULATIONS HAVE CHANGED AND ALSO HAS NO KNOWLEDGE OF THE AREA. AT LEAST 2 CHANGES, THE REGULATIONS AND THE CONDITIONS, FORGET OWNERSHIP AND ALL ELSE, SHOULD COME BEFORE US AT LEAST WITH A REQUEST FOR A DETERMINATION OF APPLICABILITY. WITH THIS, BILL LISS MOTIONED THAT MR. CARNEVALE FILE A REQUEST. MR. CARNEVALE WILL WAIT FOR THE CITY SOLICITOR'S DETERMINATION (RE: GRANDFATHER CLAUSE). GLENN TERRY - IF THE STATE PLAN SHOWS THE DEED TRANSFER THEN IT IS "GRANDFATHERED". CHAIRMAN COTREAU - WANTS A 6-0 VOTE DOCUMENT. CARNEVALE - IS TO CONTACT THE STATE. THE BUILDING INSPECTOR (ALSO PRESENT) - WILL GIVE TO MR. CARNEVALE THE PROPER CONTACT. DISCUSSION WITH CHARLES THOMAS #5-365 770 HALE STREET. BILL LISS MOTIONED TO EXTEND THE NON-SIGNIFICANT FORM FOR A PERIOD OF 3 YEARS AND GLENN TERRY SECONDED THE MOTION. ALL IN FAVOR. DISCUSSION WITH RICHARD WHITE LOT #39 OAK HILL ESTATES. THE CHAIRMAN ASKED THE COMMISSIONERS - IS THE CHANGE SIGNIFICANT ENOUGH, IT LOOKS LIKE THE HOUSE IS SMALLER. CLAYTON SMALL MOTIONED THAT THE CHANGE IS INSIGNIFICANT AND BILL LISS SECONDED THE MOTION. ALL IN FAVOR. DISCUSSION RE: KENNETH GELPEY OF 130 LOTHROP STREET. BOTH THE CHAIRMAN AND THE DPW COMMISSIONER, GEORGE ZAMBOURAS VIEWED THE SITE AND ALL LOOKS WELL. GLENN TERRY MOTIONED THAT THE COMMISSION RECEIVED ALL THE LATEST CORRESPONDENCE AND IT IS "ON FILE", AND BILL LISS SECONDED THE MOTION. ALL IN FAVOR.
