2015-08-10BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 10, 2015 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners DiPaolo, Faulstich, Forgione, Mahoney, and Skerry ABSENT: Commissioners Dawe, Dettorre, and Nelson PUBLIC: Tony Bettencourt, Ace and Charlene Chase, Joe Gibbons, Jim Hill, Tom Lyons, Bud Moriarty, Ken Robinson, and Craig Schuster A. CALL TO ORDER: Chairman Mahoney called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for July 2015 — Chairman Mahoney called for a reading of the minutes from the July 2015 meeting. Commissioner Forgione made a motion to accept the minutes, seconded by Commissioner Faulstich. Motion passed unanimously. 3. Reading of the Financial Report for July 2015 — Chairman Mahoney presented the financial report for July 2015. Commissioner Faulstich made a motion to accept the financial report, subject to audit. Commissioner DiPaolo seconded the motion. Motion passed unanimously. 4. Presentation(s) — Craig Schuster of Jacobs Engineering reported that the MALS have been repaired, that there was a problem but it has been fixed. 5. Chairman's Report — Chairman Mahoney reported on: • A proposed meeting with the Mayor, and a meeting with Grant Administrator, Susan Richman • The status of Building #45 • The death of Joe Trustey • The status of the RFP on the former Rice Rental parcel • Trying to get a meeting with the Mayor next week regarding the airport name change • A vote on the new airport logo • The date of the public meeting (8/27/15) for the city's appropriation of $287,000 to revamp Building #45 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 10, 2015 • The vacant commissioner positions and three (3) interested persons B. OLD BUSINESS: 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Chairman Mahoney talked about the New Admin Building project's weekly construction meetings and the duct bank problem. • Noise Abatement Subcommittee — No noise complaints were reported for the month of July. • Facility Maintenance — Commissioner Faulstich talked about the proposed city offices in Building #45. He thinks the city can do more restaurant area work. He also said the area between Hangar #47 and Building #45 needed cutting. • Website Management Subcommittee — Commissioner Forgione updated the airport website and said the website received 1,868 hits in July 2015. • Public Relations Subcommittee — Commissioner DiPaolo said that local Beverly radio station 104.9 could do an airport interview at the airport itself. • Airport Safety & Security Subcommittee — Commissioner Skerry updated the commission on his land sale interface with City Hall and that it had to get going. He mentioned that the Director of Planning, Aaron Clausen, was revamping the former Rice Rental parcel RFP. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fees, MALS repair project status, death of Commissioner Leo White, New Admin Building project status, BVY airport security camera project status, FFY15 C. I. P. project status, Building #45 asbestos removal bids, MassDOT /Aero Pavement Marking project, and the Airport Vegetation Management Plan. D. NEW BUSINESS: • The commission approved the North Atlantic Air revamped property plan map. A BAC vote was needed by MassDOT to allow Chairman Mahoney to sign MassDOT /Aeronautics Division grant assurances. Commissioner Faulstich made a motion that Chairman Mahoney be authorized to sign MassDOT /Aeronautics Division grant assurances. The motion was seconded by Commissioner Forgione. Motion passed unanimously. E. TENANT COMMENTS: 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 10, 2015 Ace Chase reported that a Middleton Fire Department tanker could come to the airport for Alert 2's however, it would require a signed agreement.
