CALLED TO ORDER AT 7:45 P.M.. GLENN TERRY MOTIONED FOR THE PUBLIC HEARING SESSION AND ALIX SMALL SECONDED THE MOTION. ALL IN FAVOR. THE TWO CONTINUED HEARINGS ARE AS FOLLOWS: APPLICANT - DAVID & APRIL FELLOWS. REPRESENTING - VACEK TALACKO FROM HANCOCK SURVEY ENGR. CO./DANVERS. #5-451 GROVER STREET LOT #6. A SITE VISIT WAS HELD ON SUNDAY, OCTOBER 31ST. VACEK TALACKO-SUBMITTED A NEW SITE PLAN AT THIS TIME. THERE ARE 250 TREES ON THE SITE, BETWEEN 8 AND 10 WILL BE REMOVED. ED KRUCONIS - STATED THAT THE SITE IS PROTECTED BY THE ONGOING SITE NEXT DOOR. APPLICANT IS LOOKING FOR A NEGATIVE. BILL LISS - IS SORRY THAT HE DID NOT ATTEND THE SITE VISIT SINCE IT WAS AT HIS SUGGESTION. CHAiR~.~N - THE SILT WAS ADEQUATELY BUT WANTS HAYBALES PUT THERE. ED KRUCONIS - THE SITE IS NOT COMPLETELY COVERED. DAVID LANG THE DRIVEWAY iS NOT A ~ATURA~ BUFFER, THE WATER WILL ~OND AT THE BOTTOM OF THE HILL. BiLL LiSS - HOW LONG HAS THE SiLT BARRIER BEEN THERE? ED KRUCONiS - ABOUT ONE WEEK. GLENP~ TERRY - STATED THAT THE NEXT DOOR APPLICANT HAS A HISTORY WITH THE CO¥~ISSION AND THAT THE HAY BALES SHOULD BE DONE PROPERLY. TO THE APPLICANT - YOU ARE ASKING THE NEXT DOOR'S PROJECT TO PROTECT YOUR PROJECT? ED KRUCONIS - THE PROJECT IS CONFINED TO ONE SIDE OF THE DRIVEWAY. CHAIRF~N - IT IS A DOWNHILL PROJECT, THAT IS THE REASON FOE CONCERN. BILL LISS - WHO CAN RECOMMEND? DAVID LANG - HE WAS THERE, THE HEAVY RAIN WILL WASH DOWNHILL, THE WETLAND IS AT THE BASE OF THE HILL. STATED THAT THE APPLICANT SHOULD PUT UP HAY BALES AND A SILT FENCE. ED KRUCONIS - WILL PLACE 40' OF HAY BALES ON THE SITE. CPL~.IRMAN - WILL INSPECT THE SITE AT THAT TIME. BILL LISS - MOTIONED FOR A NEGATIVE DETERMINATION SUBJECT TO A PROPER BARRIER BEING PLACED AND INSPECTED BY A MEMBER OF THE COMMISSION. GLENN TERRY SECONDED THE MOTION. ALL IN FAVOR. CERTIFICATE/COMPLIANCE OSTROWSKI LOT 14 @ 132 COMMON LANE #5-384. IT IS TABLED, ANOTHER PLAN IS TO BE SUBMITTED. DISCUSSION HARRY FAUST #5-445 LOT B ON BOYDEN STREET. A PLAN WAS SUBMITTED AT THIS TIME. FAUST - LOT B - FOOTPRINT. IT IS 32' ACROSS THE FRONT SIDE AND 26' ON THE BACK. 16 + 1 LEFT. THE HOUSE IS MOVED FORWARD, 15' FROM THE WETLANDS. THE SILT FENCE IS BEING MOVED BACK 25' FROM THE WETLAND. A NEW PLAN iS TO BE SUBMITTED FOR A YARD AREA. FAUST - SUBMITTED A NEW PLAN, THERE IS TO BE NO CUT WITHIN THE 25' ZONE. IT WiLL RAISE UP TO 79' FOR A FULL BASEMENT. THERE WILL BE RETAINING WALLS ON EITHER SIDE OF THE HOUSE. THE FOOTPRINT IS THE SAME SIZE AS THE ORIGINAL - JUST MOVED FORWARD. THE DRIVEWAY IS NOW ON THE LEFT, REDUCING THE AMOUNT OF PERVIOUS AREA. TO PUT IN ORDER AND TO VIEW THE MARKED TREES BEFORE CONSTRUCTION. NANCY LODGE - CONCERNED RE: TREES. CHAIRMAN WANTS ONE PLAN WITH ALL THE INFORMATION THEN THE ORDER OF CONDITIONS WiLL BE ISSUED. GLENN TERRY - CHANGES ARE SUFFICIENT, THIS IS WHAT WAS SUGGESTED AT THE SITE VISIT. BILL LISS SECONDED THE MOTION. ALL IN FAVOR. COMMUNICATIONS - SESD PROJECT - BASS RIVER - SALT WATER MARSH, FRAGMITES PREVENTION. TO BUILD A CHANNEL. CHAIRMAN MET WITH METCALF AND EDDY/SESD - STATED TO THEM THAT AT THE END OF THE SEASON TO MAKE SURE THE CHANNEL IS FREE. ALSO, STATED TO THE COMMISSIONERS THAT WE SHOULD PUT THAT IN THE ORDER OF CONDITIONS WHEN A PROJECT iNVOLVES SALT MARSH, WE SHOULD CHANNEL IT./ ORDER OF CONDITIONS FOR BOTH: GROVE STREET LOT #6 #5-451 DODGE STREET LOT #1 #5-450 GLENN TERRY MOTIONED STANDARDS AND BILL LISS SECONDED THE MOTION.
