Wesley Slate, Jr. Acceptance of Minutes: none #411 -A Call for a Special Meeting Public Speakers: none Public Hearings: none Presentations, Awards and Memorials: none Communications from His Honor the Mayor: #411 August 5, 2015 Honorable City Council City Hall Beverly, MA 01915 Dear Honorable City Council: We write today in support of naming the park located at 52 Middlebury Lane, in the Centerville section of Beverly (which has been commonly known as Longfellow Park), as Pete's Park in honor of lifelong Beverly resident Pete Frates. A star Beverly Little Leaguer and Youth Hockey player as well as a former Captain of the Boston College baseball team and professional baseball player in Europe, Pete was diagnosed with ALS in March of 2012, at the age of 27. Since his diagnosis, Pete has enjoyed the strength and support of his family and wife, Julie. Together Pete and Julie, as well as his whole family, have taken an active role in successfully raising awareness and hundreds of millions of dollars for ALS research. As neighbors to the park, Pete and his siblings grew up there playing basketball and tennis. Today it is a place where Pete can watch his daughter and nieces play. Given everything he has achieved in his athletic career and the important work he continues to do today, naming the park after Pete will be a fitting tribute to him. In honor of Pete and the outstanding work he has done for ALS research as well as for his commitment to the Beverly community, I along with citizens of our city have signed onto this letter, representing our collective support to name the park after Pete Frates. Cahill and the Beverly Community Refer to Finance and Property 226 #412 August 5, 2015 Honorable City Council City Hall Beverly, MA 01915 Dear Honorable Council: I respectfully request that you approve an appropriation from the city's restricted bond premium balance of $287,777 to support the rehabilitation of Building 45 at the Beverly Municipal Airport. This project will allow proper abatement and rehabilitation of the existing structure and provide acceptable office space to house the City's Criminal Investigations Unit, Traffic Officer, Animal Control Officer and the Building Inspections Department. Currently, these offices are housed in the Memorial Building which has an expected demolition date of January 2016 according to the current middle school project time line. We have spent considerable time weighing the City's relocation options and believe this option provides the best long term solution for the many departments affected by the relocation. The City offered $10,248,000 in bonds this past April and as result, the City received a favorable interest rate and a net premium of $792,937. We have been advised that this premium is considered by law to be bond proceeds, $287,777 of which must be appropriated by the City Council for a capital project to satisfy both the federal tax exemption law and state finance law. Due to this uncommon occurrence of excess premiums, we have set aside this amount in a restricted fund balance from which the appropriation will draw. This appropriation request will require a public hearing prior to Council action. Please initiate action on this matter at your upcoming City Council meeting to schedule the required public hearing.
