1990-01-25CONSERVATION COMMISSION BEVERLY, MASSACHUSETTS MINUTES FROM MEETING ON JANUARY 25, 1990 MEMBERS PRESENT: Peter Gilmore, Bill Liss, Vinnie Cotreau, Joe Manzi, Nancy Lodge, and George Batchelder, and proposed member Guy Rossi sat in. MEETING CALLED TO ORDER AT 7:45 P.M. ! DISCUSSION Regarding Wellington Hills Subdivision # 5-204 Attorney Ted Regnante, Bank of New England, Steve Frazer of Linsky Construction Co. Attorney Regnante represented the applicant. Stated has worked closely with George Zambouras, City of Beverly. Had a rneeting with the Fire Department and "water looping" on the project, for safety reasons. Steve Frazer, Engineer for Linskey, submitted a plan depicting the water lines, utilities, drain line 30-35 feet deep, water line is 5 feet deep. The Old Town Water line will be tied in, therefore, making an entire water loop. Hay bales wiil be installed along the wetlands, work will take about 2 weeks. Vinnie questioned the line being into the wetland? Frazer: No, the new line will only be hooked onto it. Bill Liss: How much disturbance? Frazer: No (wet land) will be disturbed. The only wetland involved was at the cul-de-sac when the line was already put in prior. Technically the only change is that a pipe is being added. City Solicitor, Tom Alexander, stated this is being done specifically for safety measures. George Batchelder mentioned a water line, but was told it was in reference to Hathaway Avenue's filing George Zambouras clarified the project. Vinnie Cotreau considers this to be "minor". Bill Liss motioned a filing is not necessary George Batchelder seconded. The Chair does not concur. Attorney Regnante wants to begin work, we're just adding a pipe in an area where previous approval was already granted. Joe Manzi: Can an amendment be added? George Batchelder: Much filling has taken place there, the Commission was asked, last summer, to go out there and look. ALL IN FAVOR Not significant to file for a Notice of Intent. Vinnie Cotreau commented that all of The Commission will go out to look at the site and the project. MOTION TO RECESS FOR A PUBLIC HEARING made by Vinnie Cotreau seconded by Nancy Lodge ALL. IN FAVOR COVE CIRCLE #5-339 CARBONE REQUESTS HEARING CONTINUED. Nancy Lodge motioned to grant a-one-month continuance Joe Manzi seconded. ALL. IN FAVOR CITY OF BEVERLY #5-343, Continued Public Hearing George Zambouras, represented. Stated hay bales have been placed. All work done, in accordance that the Commission has asked for. George Batchelder motioned to close the hearing, Bill Liss seconded it. ALL IN FAVOR GRASSO Continued Liberty at Newbury Street Jim O'Day, Civil Seites Engineer Company. Vinnie Cotreau: Still disagrees with the drainage and run-off being the Elevation is of 37.6. It doesn't make sense if a 10-year storm appears. Jim O'Day stated we've a very small area with very small run-off. We've reshaped the ditch to retain the water run-off. George Batchelder commented on the red maples, has spoken with DEP, red maples are a wetland species. This is an issue to be discussed. We feel that the wetland boundary is in error. It should be moved closer to the house. Regarding the cul-de-sac the house, all around, would have to be moved 2 1/2 feet, there is a 5 foot discrepancy. Peter Gilmore: There's no dispute on the e st side as to where the wetlands are. Vinnie Cotreau stated Dr. Kent and the Board must agree before flagging and staking. Hay bales are now between the red maples and the wetlands. Alan Taubert, consultant, Department of Public Works Commissioner, stated regarding the applicant have provided a ditch and enlargended it. Calculations have been provided for 10 and 100 year storms. They have mitigated their paving and the roof tops. The weir has been constructed all downhill, water will flow. Vinnie Cotreau stated regarding Cul-de-sac very close to the wetlands. Could a drain be placed, not at such a distance? 44' at the beginning and at the end. Alan Taubert has asked the applicant to provide curbing, which would help. Vinnie Cotreau would like another 2 catch basins on the project. O'Day commented too expensive. Planning Board approved the cul-de-sac at 4.5 feet. Peter Gilmore: The plan will have to be changed. Bill Liss: We'll have to go back into the field, re-flag the wetlands on a compromise basis, check out the cul-de-sac, set the house. GENERAL. PUBLIC Mr. Feldmen: Water concerns, questioned only one manhole, can it handle all the water? Peter Gilmore understands this to be no more water now, than after the project is built.
