MINUTES OF THE REGULAR MEETING
JULY 14, 2003
PRESENT: Commissioners Barnico, Danforth, Duval, Lydon, Mahoney, Simpson,
Trask, and White
ABSENT: Commissioner Nelson
PUBLIC: Dave Graham, Craig Schuster, and Rich Mello
A. CALL TO ORDER
Chairman White called the meeting to order at 7:00PM.
1. Presentations:
·
Edwards & Kelcey Update – Dave Graham updated the Commission
on West Side fencing project options. Craig Schuster updated the
Commission on Taxiway “F” and airport security projects.
·
North Atlantic Air, Inc. Lease Addendum – North Atlantic Air (NAA)
requested the Commission’s approval to purchase Yanai Sightseeing
LLC’s lease interest in 71,500+/- square feet of the former GTE
hangar. Motion made by Commissioner Trask to approve the transfer
of the Yanai Sightseeing LLC lease to North Atlantic Air, Inc. master
lease and an amended motion to add two (2) provisos:
1. North Atlantic Air, Inc. agrees to be the collection agent for
commercial landing fees that use NAA parking space and
2. North Atlantic Air, Inc. agrees to pay the Commission fuel
flowage fees based on point of delivery versus point of sale.
Commissioner Mahoney seconded the motion. Motion passed
unanimously.
2. Reading of the Minutes for June 2003 – Chairman White called for a reading of
the minutes from the June meeting. Commissioner Lydon made a motion to accept
the minutes, seconded by Vice Chairman Barnico. Motion passed unanimously.
3. Reading of the Financial Report – Chairman White gave the financial report for
June 2003. Commissioner Mahoney made a motion to accept the financial report
subject to audit, seconded by Vice Chairman Barnico. Motion passed unanimously.

Sub-Committee Reports
·
Property/Legal/Finance Subcommittee – Commissioner Mahoney
reported on what support the State’s Mass Development Office can
provide the airport.
·
Public Relations Subcommittee – Commissioner Simpson updated the
Commission on the status of FAA’s GPS survey of BVY.
·
Facilities and Maintenance Subcommittee – Commissioner Danforth
spoke on the need to address hangar maintenance violations.
Commissioner Trask recommended that the City Solicitor be asked first
on how to approach the subject, as there is ongoing litigation with one
of the FBO’s.
C. NEW BUSINESS

D. AIRPORT MANAGER’S REPORT
Airport Manager Mezzetti updated the Commission on the traffic count, Gurnard
site, litigation status, airport CIP program changes, airport maintenance,
Transportation Security Administration (TSA) and M.A.C. airport inspection, RFP
status, landing fee collection, hay farmer interest, and the need for marked
handicapped parking spots in airport vehicle parking lots.
E. COMMISSION/CHAIRMAN’S REPORT
·
Commissioner Simpson suggested a comparison review of BVY’s fuel
flowage fees with other Massachusetts airports.
·
Airport Manager will review Greg Wyler’s signed agreement
F. ADJOURNMENT
Motion to adjourn made by Commissioner Lydon, seconded by Vice Chairman
Barnico. Motion passed unanimously.
