1990-06-28CONSERVATION COMMISSION BEVERLY, MASSACHUSETTS MINUTES FROM MEETING ON JUNE 28, 1990 MEMBERS PRESENT: Peter Gilmore, George Batchelder, Joseph Manzi, Bill Liss, Vinnie Cotreau, Glenn Terry and Nancy Lodge. MEETING CALLED TO ORDER AT 7:45 P.M. REQUEST FOR A DETERMINATION OF APPLICABILITY VARIAN - 150 Sohier Road, Parking lot drainage correction. Jack Kennedy, Facilities Engineer, made the presentation and explained the project in detail, as in the application. George Batchelder questioned the rip rap slope. Jack Kennedy-Stone breakup and water velocity at the base. Headwall 150 ft. from the brook. Joe Manzi questioned drop from top of parking lot to wetlands. What will be put on the bank? Jack Kennedy-There is now total vegetation on the bank. George Batchelder motioned "Positive", reason being more detail is needed. Glenn Terry seconded. Bill Liss suggested to continue and submit more information. -Details of the water control, as to where it will go and discharge. -Flooding concerns. -Slope, more detail. -Stone headwall/velocity. Joe Manzi-Looking at property line water is going over to the neighbors. There is a velocity problem, should fix it. Final vote-POSITIVE Determination. All In Favor. '~ REQUEST FOR A DETERMINATION OF APPLICABILITY BASS HAVEN YACHT CLUB-McPherson Drive. Repair and installation of shoring material. Mr. Muise made the presentation. To repair the bulkhead sink hole in front of the bulkhead. Dangerous situation. Emhart, owners, granted permission to do this. Construction of 5 pilings will be put in. It will be a foot from the old bulkhead. One piece of equipment will be used. Time of project-two (2) weekends. Joe Manzi-Does the tide come up to the bulkhead? Muise-¥es 3 to 4 feet rise. Vinnie Cotreau looked at the site, nothing much to protect, is a maintenance project, motioned a NEGATIVE determination. Glenn Terry seconded it. Proposed work is the removal of accumulated leaves from the pond. George Batchelder, excused from this portion, due'to a conflic[ of interest. Commissioners concurred that more explanation is needed. Vinnie Cot~eau motioned for a POSITIVE determination. Bill Liss seconded the motion. Ail in favor. PARTIAL CERTIFICATE OF COMPLIANCE FOR Lot 8, BEAVER POND #5-184. A1 Symes, Developer, present. Peter Ogren, Engineer from Hayes Engineering Co. Partial for the house only. George Batchelder motioned to grant the partial. , Joe Manzi ~econded the ~=otion. Ail in favor. WELLINGTON HILLS SUBDIVISION-A1 Symes. Approval of minor modifications, sewer and water tie into Hathaway Avenue. Present, Attorney, Brad Latham. Peter Ogren, Engiheer from Hayes Engineering Co., made the presentation. A1 Symes purchased Wellington Hills from the Bank of New England. Will keep architectual and construction control of the area. Here tonight for the approval of minor modification to sewer and water tie into Hathaway Avenue. Two pumping stations involved on this subdivision. One is already.completed. The other designed to have a force main will be eliminated. Bill Liss knows work will take place in the buffer zone. He questioned the use of equipment and disturbance in the wetlands. Peter Ogren-No disturbance will take place. Driveway access-a controversial spot. Under "old orders". George Batchelder wants a submttal with more detail. Chairman Gilmore would like George Zambouras, Acting Public Works Commissioner, to view this and to confirm this. Vinnie Cotreau motioned not significant to file, upon review and approval of Mr. Zambouras. Also, written permi-sion.to do the work, letter from the Bank of New England and the abutter of Hathaway Avenue. Joe Manzi seconded.the motion. Ail in favor. MANZI - 8 FITZGERALD WAY #5-360 LOTS 6B and 7~ ORDERS OF CONDITIONS. Vinnie Cotreau motioned for STANDARDS. A1-2-3-5. Bi-5 Bill Liss seconded the motion. Ail In Favor. Ail of C D1-5 H1+2+4. -3- June 28, 1990 Meeting DISCUSSION SALEM-BEVERLY BRIDGE. Peter Gilmore having spoken to Ellen DiGeronimo, did mention filing a Notice of Intent in a letter from the Commissioner, a letter of exemption. Vinnie Cotreau suggested that when the time comes, we should meet with the Salem Conservation Commission Consensus. Also, to wait for a submittal from Mass. DPW. Chairman Gilmore stated that we have no authority at this time. Monday night-to meet with the Aldermen and Auditor, Don Young. ALL COMMISSIONERS ARE INVITED. Vinnie Cotreau mentioned a fee for extension permits. Bill Lis$ Concurs. To invite Allison Sim cox to a meeting, a possible associate member. ALL IN AGREEMENT.
