1990-10-04CONSERVATION COMMISSION BEVERLY, MASSACHUSETTS MINUTES October 4, 1990 Meeting called to order @ 7:45 P.M. Members present: Chairman Peter Gilmore, Vice Chairman George Batchelder, Glenn Terry, Joseph Manzi, Nancy Lodge, Vincent Cotreau. Motion to recess for Public Hearing by Nancy Lodge, seconded by Glenn Terry. Ail in favor. #5-364 DEARIN 10 Arbella Drive. Garage addition to an existing house. Representing, Howard J. Daigle, Rowley, MA Rear of property is flood plain and bordering vegetated wetland, garage to be placed behind the house. The swale has been flagged. Stonewall is a bordering vegetated wetland/tree swamp. George Batchelder: What kind of road to be constructed? Daigle: Gravel road, Lyn pac, if Commission desires. George Batchelder: Slope, degree of it? Daigle: High side near house, 6" difference. Base under gravel will curve away from doors. -Vinnie Cotreau arrived at this time: 7:52 P.M. Base elevation-53.4, a one point change. George Batchelder motioned to close the hearing, Joe Manzi seconded it. Ail in favor. Re convene. TUCKS POINT #5-65. Modification to the marina. Representing, Atty. John Serafini, Jr. and Warren Sawyer, also present. M rina - proposal for a floating dock will add an additonal 106 slips to the project. Main dock wull be made out of concrete, the fingers will be made out of wood. This float is about 8' off the wall. Buildings set back about 12' George Batchelder motioned in favor of the modification, Nancy Lodge seconded it. All in favor. DISCUSSION Tozer Rd. for Connolly Bros. President Radcliffe Romeyn, representing, Ocean Capital. Vinnie Cotreau questioned the increase runoff. Romeyn: Underground outlets, drains, etc. will be put in. Chairman Gilmore suggested all calculations, etc. to be submitted to the DPW Commissioner George Zambouras. (conE.) -2- oct. 4,1990 Meeting #5-112 WILLOW POND Hugh Mulligan, Gulf of Maine. Here to give an update. An updated submittal was given out at this time. By Spring/Summer of 1991, 75% of the vegetation is expected to be grown. Joe Manzi questioned the level of the pond to be maintained. Jack Scheid, President of the homeowners assdciation expressed the concerns and the completion of the outflow channel, upland weeds, sloping, outflow structure filled with debris, the condition of the pipes, some are cracked. Vinnie Cotreau stated extensions were granted in the hope that the work would be completed and problems such as these would be rectified. Chairman Gilmore suggested contact with City Solicitor , Thomas Alexander by the homeowners. Conservation Commission concerned with the pond maintenance and the replication area. WILLOW POND LOT #12 RICttARD RUSSO M_t with the board on Sept. 20th. To file a re-submission-400 ft. or less. This would cancel out the old file. T..is would supercedes the old file, the same number will be the same. Chairman suggested a new filing to substitute the plan. Should check with DEP. WALTER MC GLYNN MEMORIAL DISCUSSION. Vinnie Cotrea~ attended the Lynch Park recreation meeting. Two members Nancy Lodge and Vinnie Cotreau will be involved with this project and two from Lynch Park Committee will be helping out also. Glenn Terry mentioned the Trustees of Lynch Park to be notified. Also to contact Ray Bouchard the former chairman. BEAVER POND MANAGEMENT Field trip follow-up. Vinnie questioned: does the right to do it exist? George Batchelder stated that Greenbelt stated that where the bottom of the pond starts is not o~ed by the abutters. Great ponds are state owned. Wants to keep this within our Jurisdiction. Greenbelt will re-examine what is on the other side of the shore. ~orge Batchelder recommends to hire Eric Rimzo, Intern student from Salem State. Will be doing surveying, open space survey, etc. The chairman suggested to allocate $500 approx, at this time, $4.00 hrly. and travel expense. George Batchelder motioned in favor, Glenn Terry seconded. Ali. in favor. Orders of Conditions for 770 Hale Street #5-365. George Batchelder stated it is a straight forward project. Recommends a non- significant, Vinnie Cotreau seconded it. Ail in favor. Requests that the applicant maintain a siltation barrier between the construction and the open ditch. Communications. Haley and Aldridge letter. A residual site for SESD. Re: underground storage tanks, oil, etc. Chairman Gilmore to respond with a letter. Correspondence from Scott Dickinson, Boy Scout discussed. George Batchelder motioned in favor of the purchase of lumber to build benches on the Phillips Estate Conservation area and Vinnie Cotreau seconded it.
