1990-10-18CONSERVATION COMMISSION BEVERLY, MASSACHUSETTS MINUTES OCTOBER 18, 1990 MEMBERS PRESENT; CHAIRMAN PETER GILMORE, VICE CHAIRMAN GEORGE BATCHELDER, VINCENT COTREAU, JOSEPH MANZI AND NANCY LODGE. MEETING CALLED TO ORDER @ 7:45 P.M. Request for a Determination of Applicability for Oak Bluff Realty Trust Lot #2, Bridal Path Lane off Hart Street. House construction. Applicant, Dan Finn withdrew. Will file a Notice of Intent. Request for a Determination of Applicability for Bradley A. Johnson @ 10 Meadow Road, Lot #9. Inground swimming pool. Vincent Cotreau motioned for a NEGATIVE determination and George Batchelder seconded the motion. ALL IN FAVOR. Request for a Determination of Applicability for Paul Clemenzi a 61 Hathaway Ave., Ext. To leye! a backyard and to bring in fill to maintain and level at this time, not useable (g-7 yds,.) George Batchelder questioned if a retaining wall would be put in and cra gradual slope? Clemenzi answered Yes, a gradual slope would be put in there. George Batchelder motioned a POSITIVE determination, and Vinnie Cotreau seconded the motion. ALL IN FAVOR. Order of Conditions for 10 Arbella Drive #5-364. DEARIN. George Batchelder sees no major problems, motioned for STANDARDS. Vinnie Cotreau seconded the motion. ALL IN FAVOR. A-1 2 3 5 B-1,2,3,4,5 C-1 2 ~ D-1 2,3,4,5 (remove DEPT from 5). H-1,2,4. Beverly Airport Agreement-Discussion. Chairman Peter Gilmore and Vice Chairman George Batchelder met with the Mayor and the City Solicitor. Tom Alexander, last July 1990. The selective cutting zone of trees 30 feet in height would be removed, northside of wetland in a 35 ft. zone area. Southside-Airport Commission could clear cut. Conservation Commission would have the monitoring right to determine which trees would be removed. Ail other respects-Airport to comply with the Superceding Order of Conditions. Next meeting date-November 28th. We, the Conservation Commission suggested clear cut the area-not pulling out tree stumps. George Batchelder suggested that Peter Gilmore, Chairman, to represent the Conservation Commission at that Nov. 28th meeting. Walter McGlynn Memorial Fund. Vincent Cotreau waiting to hear from Department. Joan Fairbank/Recreation Beaver Pond Management Discussion. George Batchelder-dosage is a big problem, Robin to check with Lincoln Conservation Commission re: information on previously completed and treated ponds. Conservation Commission Land Management. Waring School encroaching on our land. DPW to survey the soccer field (from street to furthest corner). Peter Gilmore to confer with George Zambouras. Progress Report-Open Space Survey. Vinnie Cotreau-To use conservation money for clean up, also suggested to get together with Jim McDougall after the first of year. Peter Gilmore met with Eric Rizzo, our intern. Working on taxed land and all conservation lands. Communications. Correspondence from Myopia Hunt Club. Vinnie Cotreau concerned re: liability risk. George Batchelder-Horse's hoofs tearing up the trails and other damages, etc. Water Board doesn't want horses near the Watershed, could cause contamination. Should concur with Tom Alexander, City Solicitor. Tabled-Nature Preserves Rules until January 1991. This Saturday-Eagle Scouts working for merit badges. Members are invited. Old Business. Correspondence from Willow Pond. Peter Gilmore viewed the control structure, large pieces oflumber blocking it; and is impeding the flow. The residents should be cleaning this up. The Commission grants Chairman Gilmore to answer the correspondence to the Willow Pond residents. Vinnie Cotreau made a motion, George Batchelder seconded ~he motion. ALL IN FAVOR. Correspondence from Taubert's versus Saks. Consensus of the Commission is to invite the Saks to our next meeting. Renee Mary of 274 Hale Street. Requests to remove a dead tree near her brook. Chairman Gilmore suggested that she put it in writing to the Commission. ADJOURNMENT Vincent Cotreau motioned to adjourn at 9:00 P.M. Joe Manzi seconded the motion. ALL IN FAVOR. MARIE S.
