2015-04-22Harbor Management Authority Minutes of April 22, 2014 Meeting CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: April 22, 2015 Location: Beverly Public Library Members Present: Chair Paul Earl, David Suminsby, Don Neuman, Paul Miedzionoski, David Lang, Pat McAleer, George Simon Members Absent: Chris D'Alfonso, Rinus Oosthoek, Scott Houseman Others Absent: Rob Dever, Facilities Manager Others Present: Emily Flaherty Recorder: David Suminsby Earl called the meeting to order at 7:10 p.m. A motion to accept the minutes of April 22, 2015 meeting was made, seconded, and carried. Earl proposed the upcoming May meeting be held on 5/13/2015 at the Jubilee Yacht Club. There were no objections. Earl will post the updated meeting time and place. Facilities Earl related his notes of his earlier conversation with Rob Dever regarding facility issues: • They are on schedule for the masons to complete repairs on the floats by Memorial Day. • The grading is done around the new bathrooms at the Brown Building. • Next week the City will start electrical work in the Brown Building to prep for the slab pour. • The City received $30k from the State for the purchase of security cameras. • As of this meeting six slip customers had not yet made their final payments. • Two boat owners are on the waiting list for slips. • The fire boat may be relocated which would open up one more slip. • Dever attended a meeting regarding the proposed walkway under the bridge. At that meeting it was stated that the work was estimated to take six weeks to complete. There will be a follow up meeting in May to agree on a start date for the project. • The City has received a $33,100 proposal from GZA to convert the recreational marina from anchor held to pile held. Newman revisited the issue of providing a clothes washer & dryer in the Brown Building for marina customers. He suggested that there may be vendors willing to install and maintain the equipment. Newman will make inquiries and report back to the board at the next meeting. McAleer suggested that accommodations for the washer & dryer could possibly be provided for in the proposed future building on the McDonald's site if it is decided that locating them in the Brown Building would be impractical. Newman suggested that the HMA be involved in the writing of the next RFP for the site which could address this if needed. A discussion of the existing draft Chapter 91 license ensued. Newman stated that he could provide the history of the draft license to the City planner. Harbor Management Authority Minutes of April 22, 2014 Meeting Representing the facilities committee, Suminsby recommended that the 2015 -2016 winter rates for the recreational marina remain unchanged. Newman moved to adopt the recommendation, McAleer seconded, and the motion carried. Financial Earl reviewed the particulars of the 2016 budget. Newman suggested that the proposed updates to the recreational marina should be added as an item on the budget and be identified as a high priority item. Earl agreed and added that that steel pipe resulting from the work Algonquin will be doing may increase electrolysis in the harbor and could reduce the life of the chains currently anchoring the floats, as such, moving to pile held floats makes sense. McAleer recommended that the demo costs for the McDonald's building be removed from the budget stating that this should be the responsibility of the developer. Other Items Earl reviewed ongoing project status. Earl noted that the condo project on the Cumming's property will require mitigation. Newman queried whether the purchasing of lot 27A could satisfy part of the mitigation. Lang discussed the status of the 27A and 27X parcels and added that another possible source of funding might be the CPA. Zoning Newman proposed a change to the proposed zoning for the Beverly Harbor District recommending that the planning board consider HMA input on any public access issues within the BHD. Lang motioned that the board include Newman's comment in the board's official comments on the proposed zoning ordinance. The motion was seconded and carried. Newman related that Greg Ward had expressed to him that he was concerned about the possibility of long term leases of slip space within the BHD and suggested adding limitations on this in the proposed BHD zoning. Simon added that Ward had also related to him a concern about possible changes to the federal channel. Newman reminded all of the prior study the board commissioned on the shrinking of the channel. A discussion ensued on the topic. Newman stated that Beverly Port Marina received approval to fill in the existing travel lift pit and make associated improvements and suggested that board revisit the public access issues on the property. Next Meeting The next meeting is scheduled for May 13, 2015 at the Jubilee Yacht Club.
