Carbone Jr. MD, William J. Alpine Jr. and Susan Higgins Board Members Absent: Others present: William Burke, Director of Public Health, Teresa Kirsch, Public Health Nurse, Robyn Januszewski and William Mehaffey, District Supervisor Northeast MA Mosquito Control and Wetlands Mgmt. District Recorder: Kathleen McCullough Chairman Carbone called the meeting to order at 7:30 a.m. The minutes of the February 11, 2015 meeting were approved and accepted as mailed. Mr. Burke welcomed representatives from the Mass Mosquito and Wetlands Management District to review our Best Management Plan for this coming season. Mr. Mehaffey explained that last year was a light year for West Nile Virus. Beverly did not have to be sprayed last year because the species was down in the county. This year Mass Mosquito Control will continue as usual with treating catch basins and trapping two times a week. Samples will be sent to the Mass Department of Public Health once a week. They also check with local Department of Public Works as to when the basins have been cleaned so they can then treat them. They will be active in reducing breeding sources. Tires are an excellent breeding ground for mosquito and all tires found will be sent to a recycling center in Athol. In the past years Mosquito Control has taken requests from residents to have their property sprayed. This year they have changed that policy and it will require three calls from different parties before the area will be sprayed. The Board will discuss this new change and vote next month if Beverly will go along with the new "resident request" policy or eliminate it all together as mosquito control focus has moved from nuisance abatement to public health protection. Mass Mosquito Control was given copies of all the certified letters from residents that have opted out of having their property sprayed. There will also be a Facebook page by Mass Mosquito control that will list all streets which will be sprayed if needed. They also brought up the fact that some residents are contracting with private companies to have their property treated, which is something we can not control. The two violators of the recent tobacco compliance checks conducted in January by North Shore /Cape Ann Tobacco Alcohol Policy Program were issued $100 fines. They were Lion Gas and 7- Eleven. Mr. Burke and Teresa Kirsch continue to work on the opioid and substance abuse issues. They attended the "Opiate Prevention Parent Enrichment" program by Charlene Richardson who is an emergency room nurse. It was held on March 10 at the Beverly High School and sponsored by Be Healthy Beverly, Danvers Cares and Heathly Gloucester Collaborative. It focused on what parents need to know to protect their children from substance abuse. The Beverly substance abuse meeting with the mayor discussed a sharps container for the Police Department and the 24 hour pharmacies to have a take back program for precription medication. On March 10 the Beverly Public School Nurses held a meeting at Beverly High School, (noted above) and on May 6 the High School, Middle School and parents will meet at Beverly High School for a forum to include the Mayor, District Attorney and Health Care/Behavioral Health. The Household Hazardous Waste Collection Day is scheduled for Saturday April 25, 2015 8:00 to noon at the Beverly High School. The contract is in the process of being signed by Mayor Cahill. Secondary vendors have been confirmed and the flyer will be updated and police details scheduled. The Department concluded five sessions of Choke Saver Classes that were held at the Senior Center for food servers.
