Public Meeting Minutes

Chairman Carbone called the meeting to order at 7:30 a.m.
The minutes of the January 14, 2015 meeting were approved and accepted as mailed.
The North Shore /Cape Ann Tobacco Alcohol Policy Program conducted tobacco sales
compliance checks on January 13 and 20 Of the twenty permitted tobacco merchants
inspected two violations occurred. The two were Lion Gas located at 44 Enon St., and 7- Eleven
246 Elliott St. Both are first violations of $100.00 each which will be mailed out this week.
Mr. Burke obtained a Memorandum of Understanding from Mayor Cahill, Police Chief
LeLacheur and School Supt. Hiersche for the Regional Underage Drinking Grant. The
Memorandum of Understanding was given to Gloucester for inclusion in the regional application
along with the other participating communities. Mr. Burke will keep the Board informed.
Mr. Burke has reached out to the Mass. Mosquito Control District about attending a
Board of Health meeting in March or April to discuss Best Management Plan. We would
probably need to revisit the "resident request option" for our Best Management Plan this
year. In the past we have been relatively conservative that we will only authorize a
"city wide" or " target" spray only after a positive pool versus residents calling to request
their property to be sprayed. It will be discussed if this policy should be revised. The
district reports that they are adjusting their "resident request" policy to require three calls
from different parties before sending a truck mounted sprayer. The issue to be further
discussed upon meeting with the Mosquito Control District.
Any property owner that would like to opt out of the spraying has to file a certified letter with the
City Clerks Office by March 1s The exclusion information was placed on the city website and
cable.
The next scheduled meeting is March 11, 2015.
The following meeting dates have been confirmed April 15, May 13' and June 17'
