Earl called the meeting to order at 7:00 p.m.

There was no public input this evening.
Approval of Minutes
The minutes of the Harbor Management Authority meeting held on January 21, 2015 were
presented for approval and discussed.
Oosthoek moved for approval of the minutes of the Harbor Management Authority meeting as
amended. Simon seconded the motion. The motion carried (6 -0).
Facilities Report
Dever reported that the City has met with Algonquin Gas and they have offered mitigation
money in the amount of $150,000. He explained that the money will go into the general fund
and the City Council will vote to designate the funds to the Harbor Management Authority to be
used unconditionally. He also reported that the Harbor Master will receive $200,000 for 24 hour
patrols by the Beverly and Salem Harbor Masters and the Coast Guard. He stated that Algonquin
will start their work on June 1, 2015 and should be completed by December.
Dever reported that a pre - construction meeting for the walkway will be held with MADOT on
March 25, 2015.
Dever reported that the bathrooms at Glover Marina should be ready soon. Earl agreed and
noted that he has been in touch with Mike Collins via email.
Neuman asked if the bathrooms will include washers and dryers. Dever explained that they are
not included in the plans at this time. Oosthoek asked what marinas provide them. Neuman
stated that any decent marina provides them and noted that they are usually coin operated.
Dever stated that marinas with under 28 slips do not usually have bathrooms.

McAleer stated that washers and dryers are usually found in transient marinas. He suggested that
the HMA should look into it further to see how it could be done.
Neuman suggested that one or two members meet with city officials to get a better idea of what
could be done to provide them.
Neuman moved to authorize Suminsby and Neuman to meet with City Officials to explore the
possibility of providing washers and dryers at the Glover Marina. Oosthoek seconded the
motion. The motion carried (4 -1 -1).
Dever reported that there are 23 tenants on the recreational side of the marina booked for the
coming season. Earl estimated that there will be 52 slips filled across both marinas (including
City boats).
Neuman noted that there are six slips on the recreational side of the marina that have not been
paid for yet. He noted that no one should be allowed in for the season unless they have paid in
full. Dever agreed and noted that it is supposed to be that way but sometimes people get through
on the weekends and it gets by them and they do make an effort to see that it does not happen.
Earl asked if the maintenance issues raised at the November meeting regarding potholes in the
area have been taken care of Dever stated that they will take a look at that in the spring.
Earl reported that the rates for the Commercial Marina were approved in January and asked if the
letters have been sent out yet. Dever stated that he will check on that. Earl stated that they
should go out by the first of April.
The HMA discussed the winter rates for the recreational marina. Suminsby stated that the rate
last year was $50.00 per foot. The rate for FY2016 will be approved at the April meeting.
Finance Report
Earl reported that he has reviewed the finance report and the financials look good for this year.
Earl reported that Charlie Mann made a presentation to the HMA at the January meeting on the
Green Hill project. He explained that they are requesting to use funds for an appraisal of the
property. He stated that he wants to be sure that the funds requested are from the $20,000 the
HMA has already allocated.
Earl also noted that the Green Hill project will be applying for Community Preservation Act
funds for the project and applications are due before May 5, 2015. He noted that the owner has
to agree to a price before that can happen.
Oosthoek moved to allow the Green Hill project to use funds not to exceed $3,000 for an
appraisal of the property at 10 Green Street, and that the funds shall be used from the $20,000
already allocated by the HMA. Neuman seconded the motion. The motion carries (5 -0).

Harbor Fest
Earl stated that he would like to talk with Gin Wallace of Beverly Main Streets about the
possibility of them becoming more involved in Harbor Fest.
FY16 Budget
Earl stated that the HMA will review a draft of the FYI budget at the next meeting.
Adjournment
There being no further business to come before the Beverly Harbor Management Authority this
evening, Neuman made a motion to adjourn, Simon seconded the motion. The motion carried
(6 -0).
The meeting was adjourned at 9:00 p.m.
