MINUTES OF JANUARY 31, 1991 MEETING

Meeting called to order at 7:45 P.M..
Joe Manzi motioned to recess for the Public Hearing session and
Glenn Terry seconded it. All In Favor.
First continued hearing-
#5-368 KELLEHER CONSTRUCTION-House constructson at 13 Brimbal
Avenue.
Chairman Gilmore stated, all members having visited the site; is
there a motion to close the hearing?
Vin.nie Cotreau motioned to close the hearing; Glenn Terry seconded
it. All In Favor.
#5-225 WILLOW POND LOT 12 RICHARD RUSSO
Present- Jim Comeau of Design Survey, Inc.
Also, submitted a letter to the Commission.
Also present, Applicant, Richard Russo.
Members viewed the plan submitted; a Notice of Intent was filed 4
years ago and denied.
Russo's Attorney Hyland intends to free up Lot 12 'from an
ajudicatory hearing, proposing to alter 100 square feet. It
minimizes wetland intaking.
Chairman-Considering to accept this as an amendment. Previous
filing was to alter 3,000 square feet.
Chairman-The lot is to be flagged and then viewed by the
Commissioners. To notify the office re: flagging being completed;
and a letter from Atty. Hyland stating that the a3udicatory hearing
is being withdrawn. Hearing continued-February 14th.

House construction.
Representing, Atty. John Glovsky.
Bill Manuel, Engr. from Hancock Survey, Inc.
The roadway is to be built beyond the confines of the buffer zone.
It is an 18-acre parvel. Bill Manuel explained the project in
detail and displayed the plan to the Commission. There will be
catch basins at a low point of the roadway; to be fitted with gas
and oil hoods.
The Engineer has calculated flows for 1, 5, 10, 25 & 100 year
storms. A big watershed is upstream fo~ the pond. The brook runs
directly to the ocean.
Vinnie Cotreau questioned the piping of the brook?
Bill Manuel stated that the water would impound on the "service
road" where the utility lines run. The other side of the drive is
"ledgy".
Regarding any future housing, a force main would have to go down
the driveway.
Peter Gilmore questioned the elevation point on Hale Street?
Bill Manue!-I% is a 50-foot elevation.
The drainage area is 2-acres in size. The soils in the area are
sand and gravel.
Chairman Gilmore mentioned the values of the wetlands, and also
questiqned pollutants?
Bill Manuel-The hoods will go below the surface and they will
contain most of the pollutants.
The Chairman then read questions from Vice Chairman, George
Batchelder, who is presently on vacation;
re: change of water depth in the wet'lands.
Bill Manuel stated "none".
Chairman-To design a septic tank to filter the water before it
reaches the wetlands?
Bill Manuel-Sumps in the catch basins will do just that.
GENERAL PUBLIC
Mr. Sam Codman-431 Hale Street. Comments re: water concerns and
the pond.
Constructing a.house near the pond, will it contaminate the pond.
Also, there is a sanctuary and wetlands surrounding Loring's
property.
Vinnie Cotreau questioned the contours of the outlet.
Bill ManueliTop contour is 36 feet.
Chairman asked: Is a swale a feasible alternative?
Bill Manuel replied that a swale would create a ditch in the middle
of the lawn.

Vinnie Cotreau is not happy re: piping into the wetlands.
Manuel-70 feet would be the flatest way to lay the pipe; put a
culvert under the service road.
Vinnie Cotreau-Would only be going 30 feet into the wetland.
Glenn Terry questioned the distance from the cul de sac to the
start of the wetlands?
Bill Manuel-400 feet.
Katrina Anderson/Planning Department, stated the drainage rules and
regulations by the DPW is what the Planning Board goes by.
Bill Manuel-The services come in off the street, behind the tennis
court and up the drive. The measurements of the cul de sac are:
- 84 feet diameter, 400 feet to the road, 20 foot wide paving.
Chairman Gilmore to Bill Manuel: Amend the Notice of Intent to
revise the plan.
Information sufficient. Glenn Terry motioned to close the hearing
and Vinnie Cotreau seconded. Ail In Favor.

Chairman hearing from Sandra Reinecke, Ward 4-Alderman, spoke on
behalf of her constiuents.
Vinnie Cotreau motioned for a POSITIVE determination and Glenn
Terry seconded it. All In Favor.
