2014-10-09CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: SUBCOMMITTEE: DATE: LOCATION: MEMBERS PRESENT: Economic and Community Development Council Thursday, October 9, 2014 Beverly City Hall Conference Room Mayor Michael Cahill, Council President Paul Guanci, Neil Douglas, Charlene St. Jean, Aaron Clausen, Mike Collins, Denise Deschamps, Rich MEMBERS ABSENT: OTHERS: RECORDER: Bill Howard, Don Fournier Eileen Sacco Guanci calls the meeting to order at 4:30 p.m. He informs the group that Mayor Cahill will be joining them shortly. Clausen suggests that he could start the meeting by reporting on solar development opportunities for the city. Discussion: Solar Development Opportunities Targeted for Seven Different City Owned Properties Proposed by BlueWave Capital Clausen explains the proposal from BlueWave Capital to explore whether it will pay to build solar arrays on several city buildings. He explained the proposal and how it would work noting the energy production estimates for each site. Clausen explained that the sites being considered are the Ayers Ryal Side School, The High School Carport, the High School Rooftop, the Beverly Landfill, Centerville Elementary School, North Beverly Elementary School and the City Hall Rooftop. He reviewed the estimates for the sites. Guanci asked what the status is of the solar field at the high school and asked if this would tie into that. Mayor Cahill explains that they are not connected although it is the same concept. St. Jean asked who would be responsible for maintenance noting snow removal during the winter. Collins explains that the energy production would drop off for a few days until the snow melts and explained that the snow does not have to be removed. Mayor Cahill agrees and notes that the schools will not have to worry about the snow on the roof. Clausen explained that the city needs to determine if the roofs can handle it. ECDC Meeting Minutes October 9, 2014 Page I of 3 Douglas states that he thinks the use of the landfill would be beneficial to the city in the long run. Clausen notes that they are trying to keep in mind that it could be a site for a fire station in the future. He explains that they are looking at ways to improve response time for the North Beverly and Central Fire Stations and the landfill site is an option under discussion. Douglas notes that the landfill was on the market for years and has been the subject of intense political debate and will continue to be so. He also notes that the Cummings property is being developed on Dunham Road and Maestranzi Brothers will eventually develop their site. He notes that the Phase II of the Brimbal Avenue project is critical and suggests that setting the landfill aside for 20 years makes a great deal of sense. the staff will have done some due diligence on the matter for further discussion. Grant states that an alternative uses of the landfill should be understood. Clausen explains that zoning information and assessments on the ability to do other things on the site need to be done. Update on CEA Proiect — Brimbal Avenue Mayor Cahill reported that the Planning Board will open the Public Hearing on the CEA Group project on October 21, 2014 at 7:00 p.m. at the Beverly Senior Center. He explains that the proposal originally included a Wholefoods Market and two smaller two story retail /office space buildings and the second stories have since been eliminated. He also notes that the traffic study submitted and the numbers associated with that include the second story of the buildings which have since been removed. He notes that the inclusion of the second floors bumps up peak traffic numbers. He reviews he traffic counts and notes that the neighbors are concerned. Mayor Cahill explains that the Planning Board will have to interpret the proposal and possibly suggest special conditions or mitigation for the project, noting that the mitigation will have to take the neighborhood into consideration. He also notes that the city drainage pipe needs to be addressed in some fashion. Mayor Cahill also reported that a peer review of the traffic study is being done by the city at the developers expense and they will know more when they get that back. Approval of Minutes The minutes of the ECDC meeting held on September 11, 2014 were presented for approval. Douglas moved to approve the minutes of the September 11, 2014 ECDC meeting as presented. Guanci seconded the motion. The motion carried (10 -0). ECDC Meeting Minutes October 9, 2014 Page 2 of 3 Development Scorecard Review St. Jean requested that the development scorecard be reviewed with the ECDC monthly. New or Other Business Next Meetinll The next meeting of the ECDC will be on November 13, 2014 at 4:30 p.m. at Beverly City Hall in Conference Room B.
