GLENN TERRY MOTIONED TO RECESS FOR THE PUBLIC HEARING ..,SION AND NANCY LODGE SECONDED THE MOTION. ALL IN FAVOR. PUBLIC HEARING NOTICE OF INTENT FILED BY JEFFREY HORVITZ OF 65 WEST STREET, BEVERLY FA/{MS. FOR HOME IMPROVEMENT FOR A WOOD 'WHEEL CHAIR RAMP, PAVED RAMP, REMOVAL OF PU~3 HOUSE AND WOODEN STAIRWAY. ALL ON A COASTAL BANK AND IN SEGMENTS IN THE BUFFER ZONE ARE THE BRICK PAVING, SUBSURFACE SEWAGE SYSTEM REPAIR, LANDSCAPING AND DRAINAGE. REPRESENTING THE APPLICANT, HANCOCK SURVEY-VASEK TALACKO, ENGR. HE EXPLAINED THE LOCATION AND THE DETAILS OF THE PROJECT TO THE COMMISSION AS IN THE NOTICE OF INTENT. BEING THERE IS NO SEWER iN WEST STREET, THE SEPTIC DESIGN .HAS BEEN FILED WiTH THE BOARD OF WEALTH. THE PROJECT IS BASED ON APPROVAL OF THE SEPTIC SYSTEM BY THE BOARD OF HEALTH. THE ENGINEER WENT ON TO EXPLAIN THAT EIGHT (8) CTCH BASINS WILL BE INSTALLED TO CATCH ANY OVERFLOW FROM THE PAVEMENT AND WILL EMPTY INTO A !~kRGE LEECHING BASIN. VINNIE COTREAU QUESTIONED THE OLD SYSTEM? VASEK TALACKO-IT WILL BE REMOVED AND WILL BE BACKFILLED. BILL LISS-QUESTIONED THE RAMP ON THE BEACH. WILL IT BE ABOVE THE HIGH WATER MARK? VASEK TALACKO-YES, THE WATER .MARK IS FIVE FEET. BILL LISS-QUESTIONED THE STABILIZARTIONAND WILL CONCRETE BE USED? VASEK TALACKO-THE RAMP IS 55-60 FEET LONG AND IS UNSURE RE: CONCRETE. HE STATED THAT THE LUMBER USED WOULD NOT BE A CREOSOTE. VINNIE COTREAU-QUESTIONED THE OLD PUMP HOUSE AND HOW WILL IT BE REMOVED? COMMISSIONER ZAMBOURAS-THERE ARE NO RESTRICTIONS ON EASEMENTS RE: DRIVEWWAYS. CHAIRMAN GILMORE-ONLY THE CURVE OF THE DRIVEWAY DOES INTO THE EASEMENT. BILL LISS MOTIONED THAT IT IS NOT SIGNIFICANT TO FILE A NOTICE OF INTENT AND GLENN TERRY SECONDED THE MOTION. ALL iN FAVOR. DISCUSSION RE: FRANC~S LOT 60 MIDDLEBURY LANE. TO MODIFY THE APPROVED PLAN. TR"ERE IS A DRAINAGE EASEMENT ON THE WETLANDS. THE DRIVEWAY IS ON THE LEFT SIDE NEXT TO THE PUMP HOUSE. VINNIE COTREAU MOTIONED THAT IS NOT SIGNIFICANT TO FILE A NOTICE OF INTENT AND CLAYTON SHALL SECONDED THE MOTION. ALL IN FAVOR. ALL IN FAVOR. DISCUSSION RE: HUNTING ON'CONSERVATION LAND. THE PROJECT IS TO FORM A COMMITTEE RE: RULES AND REGULATIONS FOR ALL CONSERVATION COMMISSION LAND. NANCY LODGE FEELS STRONGLY AGAINST HUNTING ON THE PROPERTY - WE/tHE PRO LIFE. BILL LISS FEELS THAT FIRE ARMS SHOULD NCT BE ALLOWED ON ANY CONSERVATION LAND. BILL CARNEY A FORMER MEMBER, SPOKE OF RULES HADE BEFORE "THE ACT". BILL LISS MOTIONED FOR AN ADVISORY COMMITTEE AND GLENN TERRY SECONDED THE MOTIONED. THREE CONSERVATION MEMBERS AND THREE MEMBERS FROM THE PUBLIC WILL BE SELECTED. THE CHAIRMAN OF THE COMMITTEE WILL BE CLAYTON SMALL. ALL iN FAVOR.
