Massachusetts General Law Chapter 44 Section 53A requires both council and mayoral approval before any grant or gifts to the city can be expended for their prescribed purpose. With your approval, this grant will be used to support enhanced 911 Telecommunicator Personnel Costs. Cahill Mayor Refer to Finance & Property #258 November 13, 2014 Honorable City Council City Hall Beverly, MA 01915 Dear Honorable Council: Page 3 of 7 In preparation for the annual Tax Recap process, I respectfully request that you approve a series of budgetary transfers as noted in the attached schedule. These transfers are necessary to meet the anticipated need in some areas through June 30, 2015. These transfer requests also seek to fund a few much needed projects such as new public safety gates at Oberlin Road and Colgate road and repairing of the roofs at our DPW buildings. In addition, the City has recently certified its FY2014 free cash at $7,200,422. Per the City's stabilization policy, I am required to request a transfer of at least 10% of that amount into the stabilization fund. Instead, I am requesting that $3.5M, or 49% of the City's free cash be transferred to the stabilization fund. It is anticipated that the City will require a healthy stabilization balance to offset our expected spike in debt service through 2020. With Fiscal Year 2016 carrying with it a $601,000 loss of rental income from the McKeown and Memorial Schools, a 4.5% increase in pension costs, and borrowing for the new Middle School, we may need to request funds from the stabilization fund for expenditures as soon as FY 2016. Our efforts to plan for this foreseeable budgetary pressure are critical to the City's long -term health, and I ask for your support of this request. Please initiate action on this matter at your next City Council meeting, November 17, 2014. This transfer request will require a public hearing be set prior to a Council vote. Thank you.
