2014-11BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, NOVEMBER 10, 2014 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Dawe, Dettorre, DiPaolo, Faulstich, Forgione, Mahoney, Skerry, Vitale, and White ABSENT: Commissioner Nelson PUBLIC: Alan Battistelli, Tony Bettencourt, Joe Gibbons, Wes Rosen, Ken Robinson, and Craig Schuster A. CALL TO ORDER: Chairman Vitale called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for October 2014 — Chairman Vitale called for a reading of the minutes from the October meeting. Commissioner White made a motion to accept the minutes, seconded by Commissioner Faulstich. Motion passed unanimously. 3. Reading of the Financial Report for October 2014 — Commissioner White presented the financial report for October 2014. Vice Chairman Mahoney made a motion to accept the financial report, subject to audit. Commissioner Forgione seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Jacob's Engineering — Craig Schuster reported that Jacobs is proceeding with the MALS repair design and that pavement painting and a final inspection punch list were the only remaining items for the West Ramp Reconstruction Project. Alan Battistelli — Mr. Battistelli presented his proposal for a 75' X 65' hangar. His proposed lease would be the same as Cape Ann Hangar Associates, LLC (Angier Ames) lease. His proposal also had prior Property/Legal/Finance Subcommittee approval. Vice Chairman Mahoney made a motion to approve the hangar development, contingent upon Mr. Battistelli obtaining all required permits and approvals. BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, NOVEMBER 10, 2014 • He was going into the City tomorrow looking for the Building #45 demolition permit. • There will be no December BAC Meeting or Christmas Party at Hangar #4 this year. The December I't BAC Meeting and Holiday Celebration will be at the Admin/Maint Building beginning at 6:OOPM. The Holiday Celebration will take place immediately after the BAC Meeting. • The reappointment of Commissioners Dawe, Dettorre, Forgione, Skerry, and Vitale went in to the Mayor. • The dirt road that leads to the City Dog Park and Cicoria Tree Service should be paved. He would like the City, Cicoria, and the Airport Commission to contribute toward the paving. B. OLD BUSINESS: 1) Subcommittee Reports Property/Legal/Finance Subcommittee — Vice Chairman Mahoney updated the commission on the New Administration Building Project. Noise Abatement Subcommittee — Vice Chairman Mahoney reported that there were no reported noise complaints in October. Facility Maintenance — Commissioner Faulstich reported that Coastal Pool did a good job removing their things from Building #45 and that DayDream Designs and A Cleaner Tomorrow were gone. He said Dr. Koh (PopMed) would be gone by November 16 He also said he needed 10 gallons of anti- freeze for the building traps and then mentioned that an HVAC unit was stolen from Building #45. Website Management Subcommittee — Commissioner Forgione reported on the Crash Grid Map status. He also said there were 1,612 hits on the airport's website in October 2014. • Public Relations Subcommittee — Commissioner DiPaolo talked about displaying school art at the new Administration Building. Airport Safety & Security Subcommittee — Commissioner Skerry said that the airport would have to do its own disaster drill, otherwise, the fire departments would all have to be paid for their participation. C. AIRPORT MANAGER'S REPORT: 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, NOVEMBER 10, 2014 • Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, West Ramp Reconstruction Project, MALS repair status, parcel appraisal status, FYI C. I. P. project, Vegetation Management Plan, Building #45, and aircraft accident on 10/19/14. D. NEW BUSINESS: None E. TENANT COMMENTS: • Tower Chief, Wes Rosen, said the ATC tower count was down and talked about FAA wanting to shut down the VOR approach. • Ken Robinson of NAA said the West Ramp Reconstruction Project and project - related NOTAMS might have contributed to the low tower counts. North Shore Aero Club reported that their activity was down and that one of their aircraft is in the shop. F. COMMISSION COMMENTS: None G.
