Earl called the meeting to order at 7:00 p.m
Public Input
There was no public input this evening.
Approval of Minutes
The minutes of the Harbor Management Authority meeting held on August 20, 2014 were
presented for approval and discussed.
Oosthoek moved for approval of the minutes of the Harbor Management Authority meeting as
presented. Miedzionoski seconded the motion. The motion carried.
Discussion — Bryant Ayles, Finance director, City of Beverly
Bryant Ayles addressed the HMA and discussed the financial goals that he shares with Mayor
Cahill. The discussion was primarily introductory. Ayles assured the HMA that the partnership
he has established with Paul Earl will continue and that he will provide assistance where needed
to help the HMA achieve its goals.
Don Neuman briefed Ayles on the unfunded Bass River dredging project. Neuman also
described the already permitted dock/launch at the end of the Public Pier. He expressed a plea to
get the funding and requested help in being put in touch with the proper resources to push the 2
projects forward. George Simon restated the plea and asked Ayles if he could bring the message
to the Mayor.
Harbor Fest
Earl reviewed the highlights of Harbor Fest which occurred on September 6, 2014. He
summarized it as "it went well, attendees were happy with the event's activities, and the food
vendors were satisfied generally."

Rinus Oosthoek raised the idea of having other city organizations take it over in the future, citing
that the HMA members might be using their limited volunteer time on the event's execution
while it could be spent on other HMA- specific tasks. He cited Main Streets as a possible
example. The idea was discussed and tabled as a very possible alternative. Earl expressed a
desire for the HMA to maintain direction over the event if the HMA chooses to farm out the
execution of it.
Brown Building
Rob Dever stated that progress has stalled due to other priorities. The new target completion
date is May 15, 2015. Earl reported that he has invited Mike Collins to the October meeting so
that the HMA can discuss specifics and get answers to questions that Dever is unable to answer.
Discussion — Public marina governance
David Suminsby recommended that a policy be established that governs how the public marina
and landings should be used for public events (like Harbor Fest). He cited confusion around one
vendor's desire to access the marina during HF but was told that there was no additional capacity
for the vessel. Oosthoek responded by stating he believes that this is a planning issue and not a
policy discussion, citing that the timing was too late in the planning cycle.. In turn, Neuman
recommended that a "cut -off' date be established by which all plans /intentions must be
submitted so that the HMA can decide. Earl recommended that this topic become an agenda
item for a winter meeting, citing the need for more proactive measures with planning of
waterfront activities.
Next Meeting
The next meeting of the HMA is scheduled for October 15, 2014.
Adjournment
There being no further business to come before the Beverly Harbor Management Authority this
evening, Earl made a motion to adjourn, Simon seconded the motion. The motion carried (7 -0).
The meeting was adjourned at 8:50 p.m.
