2014-10-15Harbor Management Authority Minutes October 15, 2014 Board: Date: Location: Members Present Members Absent: Others Present: Members of the Public: Recorder: CITY OF BEVERLY PUBLIC MEETING MINUTES Harbor Management Authority October 15, 2014 Beverly Public Library Chair Paul Earl, Don Neuman, Chris D'Alfonso, Paul Miedzionoski, George Simon, Rinus Oosthoek, David Lang, Scott Houseman Pat McAleer, David Suminsby Commissioner of Public Services and Engineering, Mike Collins; Estelle Rand None Eileen Sacco Earl called the meeting to order at 7:00 p.m. Public Input There was no public input this evening. Approval of Minutes The minutes of the Harbor Management Authority meeting held on September 17, 2014 were presented for approval and discussed. Oosthoek moved for approval of the minutes of the Harbor Management Authority meeting as presented. Houseman seconded the motion. The motion carried. Discussion with Commissioner of Public Services Mike Collins Mike Collins addressed the HMA and reviewed the progress of the Brown Building renovations at the marina. He reported on the progress of the electrical and plumbing work that needs to be done and notes that they will be reinstalling the solar panels on the roof. Neuman asked if air conditioning will be installed noting that the building never had it. Collins explained that they can probably use one or two split ductless systems and noted that they are looking at one for the North Beverly fire station. Earl asked about the progress of the shower facilities noting that the HMA will be setting the rates for next year and need to take that into consideration. Collins reported that they are on track to have shower facilities completed. Earl noted that there is $65,000 to $75,000 in the HMA budget for the project and asked Collins if they are reasonably close with regards to the cost of the project. Collins explained that if we are reasonably close and run out of money they should be able to find the money. He also noted that Mayor Cahill is committed to finishing the project. Page 1 of 3 Harbor Management Authority Minutes October 15, 2014 D'Alfonso reported that the area near the T and the U can get wide depending on the tide. Collins stated that he is aware of that and explains that he does not know if there are any easy solutions for that. He explained that they risk damaging the floats, noting that they are not made for that kind of stress. D'Alfonso also reported that there is some crumbling of the concrete surface on the U. Houseman asked what the current status of the hoist is. Collins reported that the hoist is in good shape. The potential demolition of the McDonald's building was discussed and will be further reviewed when the renovated Brown Building is fully functional. Mike Collins reported that a lot of work has been done on Green Hill and noted that vista pruning was done on the site and other work is scheduled for the spring. He stated that he is comfortable with the schedule that they are on for that project. Neuman stated that he is interested in the outcome of the future of the McDonald's painting. Oosthoek reported that there is a meeting on Friday morning about that. There being no further questions or comments for Mike Collins this evening, Earl thanked him for attending the meeting. Marina Maintenance D'Alfonso reported that he has concerns about the maintenance responsibilities at the marina. He noted that we have discussed this before. Earl suggests that this matter be further discussed over the winter. D'Alfonso agreed noting that a list should be made and the issues should be addressed by next season. D'Alfonso asked if there is documentation on the roles and responsibilities of the Marina Manager. It was so noted and will be looked into. Order to Vacate Earl presented a draft letter for Mr. Edelstein ordering him to vacate the marina no later than November 1, 2014. Members reviewed the letter. Oosthoek moved to approve the draft letter and that the City Solicitor proceed with this and send the letter to Mr. Edelstein. Neuman seconded the motion. The motion carried. Earl will notify City Solicitor Stephanie Williams that the HMA approved the action. HMA Rates for the 2015 Season Earl reported that the HMA will set the rates at the November meeting. Oosthoek requested that the rate proposal be sent to members before the meeting so that they can review it. Simon Page 2 of 3 Harbor Management Authority Minutes October 15, 2014 suggested that the HMA consider keeping the rates the same as this year noting that the boaters have been patient with the construction and renovations. Finance Report Miedzionoski reported that the finance report shows that things are going well this year. He noted that the revenues are up this past month $15420,000. He noted that we hope to build a reserve and notes that there could be a $30,000 cushion in the budget. He reviewed the report with the members. Bass River Neuman reported that National Grid wants to complete their work before Beverly can start their work. He reported that Bourne notes that funding could be impacted for the National Grid plans and suggests that phrases regarding timeframes be deleted. He noted that he will be attending a meeting on Friday with planning staff Earl stated that he plans on attending that meeting as well. Neuman reported that the Planning Department has a new grants person. Oosthoek suggested that she meet with Kathy Winn, Assistant City Planner in Salem who is experienced in grants and has been very successful in obtaining grants for Salem. Earl suggested that the new grants person be invited to attend the next meeting to meet the HMA. Next Meeting The next meeting of the HMA is scheduled for November 19, 2014. Adjournment There being no further business to come before the Beverly Harbor Management Authority this evening, Earl made a motion to adjourn, Simon seconded the motion. The motion carried (7 -0).
