MEETING WAS CALLED TO ORDER AT 7:45 P.M.. A MOTION'TO RECESS FOR THE PUBLIC HEARING SESSION WAS MADE B¥ VINNIE COTREAU AND SECONDED BY BILL LISS. ALL IN FAVOR. #5-408 FIRST HEARING - CONTINUED - DOANE LOT 42 ON ESSEX STREET. REPRESENTING, TOM NEVE ASSOCIATES - STATED THAT REVISED PLANS HAVE BEEN SUBMITTED, HAS MOVED THE HOUSE LOCATION OFF 16' OFF THE SIDE AND 30' OFF THE FRONT LINE. HE SUGGESTED THAT THE DRIVEWAY TURNOFF SHOULD BE IN FRONT OF THE HOUSE, LESS GRADING WOULD OCCUR. NO ALTERATIONS OF THE BORDERING VEGETATED WETLANDS ON THE SITE WOULD TAKE PLACE. TOM SEARS OF 579 CABOT STREET (FORMER RESIDENT IN THE AREA) QUESTIONED THE GRAVEL ROAD AND W/~AT WILL HAPPEN? TOM NEVE STATED THAT IT WILL BE REMOVED ONCE THE NEW ONE IS INSTALLED. ALSO PRESENT, ATTORNEY GREGG WILSON AND PAUL SOMMER OF SOMMER ENVIRONMEN?AL TECHNOLOGIES STATSD CONCERNS RE: STORMWATER DAMAGE CONTROL, NO CALCULATIONS RE: CHANGE IN THE IMPERVIOUS SURFACE, NOT ENCOUNTERING THE BUFFER ZONE. THE STORMWATER RUNOFF WILL MAVE A DIRECT RUNOFF, THE DRIVEWAY TURNOFF WILL BE DISRUPTIVE. THE MOUSE ON LOT 29A IS SHOEHORNED INTO A VERY SMALL AREA. ONLY ONE HOUSE SHOULD BE BUILT NOT TWO AS PROPOSED. SEVERAL TREES WILL BE REMOVED THROUGH GRADING. IT HAS A VERY DRAMATIC CASE OF EROSION AND DESTABILIZATION. TOM NEVE - STATED HE DID NOT WITHHOLD ANY PERTINENT INFORMATION RE: WETLANDS. MR. DOANE WILL LIVE THERE. HE HAS A RIGHT TO BUILD IN A BUFFER ZONE. DR. SEARS OF 579 CABOT STREET - STATED THE PHOTOS SUBMITTED SHOWN WATER LEVEL CONCERNS. THE HOUSES WILL BE CLOSE TO THE WETLANDS. VINNIE COTREAU MOTIONED TO CLOSE THE HEARING, STATED THAT THE INFORMATION IS SUFFICIENT. AND BILL LISS SECONDED IT. ALL IN FAVOR. REQUEST FOR A DETEi~MINATION OF APPLICABILITY FOR STEPHEN PARISEAU AT 6 FITZGERALD WAY, TO MOVE ANEXISTING STOCKADE FENCE AND TO LOAM AND SEED THE AREA. BILL LISS LOOKED AT IT TODAY AND THE PLAN SHOWED THE ADJACENT PROPERTY. THE LIMIT OF THE BUFFER ZONE DOES NOT EXTEND ONTO HIS PROPERTY. THERE ARE FRAGMITES BEYOND THE FENCE. BILL LISS TO THE APPLICANT RE: FLOODING, ASKED HOW FAR UP IN FEET? PARISEAU - IT IS 6 TO 8 FEET FROM THE FENCE FORWARD TO BRING UP TO PAR TO THE ABBUTORS EXISTING GRADE.
