2014-08BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 11, 2014 LOCATION. Beverly Airport Administration/Maintenance Building, 46 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Dawe, Faulstich, Mahoney, Skerry, Vitale, and White ABSENT: Commissioners Dettorre, DiPaolo, Forgione and Nelson PUBLIC: Paul Beaulieu, Dave Graham, Craig Schuster, David Koh, Arne Nordeide, Wes Rosen, Ken Robinson, Joe Gibbons, Dick Savage, and Bill Kossowan A. CALL TO ORDER: Chairman Vitale called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for July 2014 — Chairman Vitale called for a reading of the minutes from the July meeting. Commissioner Dawe made a motion to accept the minutes, seconded by Commissioner Faulstich. Motion passed unanimously. 3. Reading of the Financial Report for July 2014 — Commissioner White presented the financial report for July 2014. Vice Chairman Mahoney made a motion to accept the financial report, subject to audit. Commissioner Faulstich seconded the motion. Motion passed unanimously. 4. Presentation(s) — • Jacob's Engineering — Dave Graham talked about some tree penetrations that FAA found on the approaches to RW's 34 and 27. He also said that the RW9 GPS approach request will be submitted again to FAA. Craig Schuster updated the commission on the West Ramp Reconstruction Project. 5. Chairman's Report — Chairman Vitale... • Talked about a recent meeting with flight instruction proponent, Paul Beaulieu, and another meeting to be held on August 28, 2014 at TOOPM B. OLD BUSINESS: 1) Subcommittee Reports • Property/Legal/Finance Subcommittee — Vice Chairman Mahoney updated the commission on the proposed new Administration Building including building 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 11, 2014 orientation and the building project's OPM selection. He also talked about the meeting with flight instruction proponent, Paul Beaulieu. • Noise Abatement Subcommittee — Received several complaints, which turned out to be a law enforcement helicopter tracking a fleeing felon. • Facility Maintenance — Commissioner Faulstich reported on the results of his recent facilities' inspections. • Website Management Subcommittee — No Report • Public Relations Subcommittee — No Report • Airport Safety & Security Subcommittee — Commissioner Skerry reported that July was a quiet month. C. AIRPORT MANAGER'S REPORT: Airport Manager Mezzetti reported on the monthly aircraft traffic count, monthly landing fee collection, West Ramp Reconstruction Project, MALS repair status, responses to OPM RFS, new Admin Building status, Homecoming Aviation Day, 2015 MassDOT /Aeronautics' runway and taxiway crack repair and crack sealing project, resurgence of MassDOT /Aeronautics' Airport Vegetation Management Plan (VMP), PopMed request, RW34 & 27 approach penetrations, and the Wings of Freedom Tour. • Airport Manager Mezzetti reported that a vote was needed in order to reimburse Chairman Vitale's $275.00 legal bill incurred as a result of a slanderous letter from a former tenant. Commissioner White made a motion that Chairman Vitale be reimbursed the $275.00, seconded by Vice Chairman Mahoney. Motion passed unanimously. D. NEW BUSINESS: • Dr. Koh Rent Credit Request — Dr. Koh talked about his damage claim from the broken Building #45 frozen pipe incident. He requested a $1,200.00 rent credit. Motion by Commissioner Dawe that Dr. Koh to pay June, July, and August rent and no rent beyond September I' to October 15 Motion seconded by Commissioner Faulstich. Motion passed unanimously. E. TENANT COMMENTS: 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, AUGUST 11, 2014 Bill Kossowan reported on his visit to the Oshkosh Air show, FAA drones, and BVY runway anomalies. BVY ATC Manager, Wes Rosen, was awarded Manager of the Year by his company, Midwest Air Traffic Control Service, Inc. F. COMMISSION COMMENTS None G. ADJOURNMENT Motion to adjourn regular session made by Commissioner Faulstich, seconded by Commissioner Dawe. Motion passed unanimously at 8:25PM.
