THE MEETING WAS CALLED TO ORDER AT 7:45 P.M.. GLENN TERRY MOTIONED FOR THE PUBLIC HEARING SESSION AND VINNIE COTREAU SECONDED THE MOTION. ALL IN FAVOR. #5-416 MORGANS ISLAND - OLD TOWN ROAD. CONSTRUCTION OF 7 HOUSES. REPRESENTING, FROM HAYES ENGINEERING OF WAKEFIELD, CARL BALSLEY. HE REFERRED TO FILE #5-407-LOT 1. SEVEN UNITS ARE TO BE CONSTRUCTED. HE EXPLAINED THE NOTICE OF INTENT IN FULL DETAIL. LAND GRADINGS AND DRIVEWAYS TO BE WILL BE AS FAR AWAY FROM THE WETLANDS AS POSSIBLE. THE PLAN DOES CALL FOR A DOUBLE ROW OF HAY BALES AND AN EROS'ION CONTROL BARRIER. NO SLOPE WILL BE STEEPER THAN A 2:1. THE WETLAND FLAGGING HAS BEEN DONE. IT IS PRONOUNCED MORE SO WHERE THE ROAD IS PROPOSED. VINNIE COTREAU = QUESTIONED THE POLLUTION DEVICES TO PREVENT THE ROADWAY RUNOFF. CARL BALSLEY - THE INSTALLATION OF OIL SEPARATORS WILL BE IN THE 2 CATCH BASINS. THE TOTAL WATERSHED IS ALMOST 1,000 ACRES. CHAIRMAN GILMORE - WE HAVE NOT SEEN CALCULATIONS. CARL BALSLEY - NOT AS YET COMPLETED - THE WATERSHED AREA IS LARGE. WILL HAVE THEM i WEEK TO 10 DAYS. CHAIRMAN GILMORE - STATED THAT THE APPLICATION IS PREHATURE. THE DEPARTMENT OF ENERGY IS INVOLVED WITH ANY ACTIVITY ON THE SITE. JOE MANZI - QUESTIONED THE DRILLING OF TESTING THE WELLS. APPLICANT - WILL INSTALL SOIL BORINGS DOWN TO THE GROUNDWATER TABLE. AND WILL INVESTIGATE THE AREAS MORE SO. THE FENCE IS ON TOP OF THE SEAWALL. CHAIRMAN GILMORE - QUESTIONED WHERE WILL THE SPILL GO? APPLICANT - INTO THE RIVER. JOE MANZI - STATED THAT HE HAS HAD THE SAME PROCEDURE DONE IN DANVERS TO HIS PROPERTY AND EXPLAINED THE PROCESS. ALSO PRESENT - DPW COMMISSIONER - GEORGE ZAHBOURAS - COMMENTED THAT THE RESIDUE FROM THE DRILLING/CONTAMINATED SOIL - WILL GO INTO THE RIVER. WITH ALL THIS INFOI~fATION, VINNIE COTREAU MOTIONED FOR A POSITIVE DETERMINATION AND BILL LISS SECONDED THE MOTION. BILL LISS SUGGESTED ANABBREVIATED NOTICE OF INTENT AS A SAFETY VALVE. CLAYTON SHALL - QUESTIONED THE TIME LIMIT OF THE PROJECT AND HOW LONG WILL THE BARRELS BE STORED ON THE SITE? APPLICANT - TIME LIMIT OF ABOUT 90 DAYS. THERE IS A HAZARDOUS WASTE STORAGE BUILDING, AS SHOWN ON THE PLAN. JOE HANZI - WANTS A COPY OF THE FINDINGS. THE FINDINGS ARE DUE TO DEP AS OF JANUARY 1993. ALL IN FAVOR. EAGLE LANE - BALD HILL - SLOPE EASEMENT. DPWGAVE PERMISSION TO THE HOMEOWNER TO FILL A PORTION OF THE LAND FOR DRIVEWAY SAFETY MEASURES DEPENDING OF THE CONSERVATION COMMISSIONIS FEELINGS ON IT.
