2014-06-11Harbor Management Authority Minutes June 11, 2014 CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: June 11, 2014 Location: Beverly Public Library Members Present Chair Paul Earl, David Suminsby, Don Neuman, Pat McAleer, Paul Miedzionoski, George Simon, Rinus Oosthoek, Scott Houseman, Chris D'Alfonso Members Absent: Pat McAleer, David Lang Others Present: Rob Dever, Facilities Manager, Members of the Public: Louis Balboni Recorder: David Suminsby Earl called the meeting to order at 7:10 p.m. There being a member of the public in attendance, Earl invited public input. Public Input Louis Balboni, a commercial fisherman who docks his boat at Beverly's marina, addressed the board. Balboni expressed his concerns regarding the lack of bait storage facilities at the marina. Balboni requested an electrical outlet be made available so he could plug in his freezer truck. He stated that without refrigeration in the summer months bait doesn't last long adding to his operational expenses and the associated odors are also a concern. Balboni expressed concern about the safety of the jib crane. Dever discussed the condition of the jib crane and stated that an engineering firm had been contacted to redesign the crane and in particular the platform it's anchored to. Dever estimated that the cost to do the work which would include rebuilding the pier would be approximately $500k. A general discussion on the condition of the hoist and jib crane ensued. Earl noted that we had approved $6 -7k for a new hoist. Miedzionoski questioned whether those using the hoist were required to be licensed. Dever offered that while technically licenses were required, enforcement was impractical. Houseman stated that if there was a real safety concern regarding the condition of the jib crane the City should address it and the members agreed. Earl moved that Beverly's DPW assess the condition of the jib crane and what could be done to strengthen it. Houseman seconded the motion. The motion carried. Earl resumed the discussion regarding freezer trucks and expressed concern regarding the number of fisherman who would want to have such trucks at the marina. Balboni offered he didn't think anyone else would want to incur the expense. Newman and other members expressed interest in seeing if an outlet could be provided. Houseman moved that Beverly's DPW assess the feasibility and possible location of a 220 outlet for a freezer truck at the marina. Simon seconded the motion. The motion carried. Pagel of 3 Harbor Management Authority Minutes June 11, 2014 Earl requested Dever invite Mike Collins to the next meeting to discuss the jib crane and freezer truck issue. Approval of Minutes The minutes of the Harbor Management Authority meeting held on May 24, 2014 were presented for approval and discussed. Suminsby moved approval of the minutes of the May 24, 2014 Harbor Management Authority meeting as amended. Miedzionoski seconded the motion. The motion carried. Facilities Report Earl read an email from Mike Collins regarding the Brown building. Earl stated that he had requested Collins to have the Brown building ready by this year's Harbor Fest. In the email, Collins had stated that making progress on the Brown building will be a priority starting next week. Newman questioned if the current plans for the Brown building can accommodate the police. Newman stated that the HMA should have direct input to the Brown building plans. Earl requested Collins via Dever be prepared to discuss the plans at the next meeting. Newman stated that since the building needs to accommodate the Harbor Master and Police both should have input to the design. D'Alfonso raised some dock maintenance issues with Dever who indicated he would follow up. Earl stated that Mark Souza has been updating him monthly on slip occupancy. Newman inquired on the status of the mooring for the new 53ft fishing vessel which is oversized and needs to be moved from the marina. Dever stated that Dan McPherson needs to follow up on this. Houseman returned to the hoist discussion and suggested that the City should post a sign there stating that a hoist license is required to operate it. General discussion ensued regarding the possibility of adding language to address a hoist license to the commercial marina contract. Finance Earl reviewed the budget and noted that the City still hadn't received the $50k promised from the State for the Lower Bass River licensing effort, but it is still expected. Oosthoek moved approval of the budget. Houseman seconded the motion. The motion carried. Page 2 of 3 Harbor Management Authority Minutes June 11, 2014 Waterfront Signage Oosthoek requested an updated sign list from Dever. Dever stated he will request an update from Mike Bouchard. Fishing Float Study Earl noted that the fishing float study performed by Vine was distributed. Earl suggested that local fisherman be informed of the study and invite comments from them. Harbor Fest Earl discussed plans for the Harbor Fest. Grants Earl stated that Mayor Cahill proposed a grant coordinator for the City for next year. Waterfront Zoning Houseman discussed the proposed interim waterfront overlay district. He stated that it is designed to effectively freeze undesired development in case the DPA is lifted before the new final waterfront zoning plan can be put in place. Houseman noted the upcoming meetings on the subject which will be open for public input. Earl suggested members attend those meetings. Next Meeting Earl suggested the next meeting scheduled for July 16, 2014 be held at Jubilee Yacht Club. Adjournment There being no further business to come before the Beverly Harbor Management Authority this evening, a motion to adjourn was made, seconded, and carried.
