2013-04-17CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: April 17, 2013 Location: Beverly Public Library Fogg Room Members Present Chair Paul Earl, David Suminsby, Pat McAleer, Paul Miedzionoski, George Simon, Chris D'Alfonso, Maureen Troubetaris Members Absent: Wes Slate, Don Neuman, Rinus Oosthoek Others Present: Rob Dever, Facilities Manager Recorder: Pat McAleer Earl called the meeting to order at 7:03 p.m. Public Input No public input. Minutes The minutes of the Harbor Management Authority meeting held on March 20, 2013 were presented for approval. Earl moved to approve the March 20, 2013 minutes along with the April 17, 2013 minutes at the May 15, 2013 meeting. Miedzionoski, seconded the motion. The motion carried unanimously. Facilities Report - Marketing D'Alfonso reported that a number of marketing efforts are in play. D'Alfonso and Suminsby are directing marketing efforts toward current mooring holders in Beverly Harbor to see if they want to upgrade to a slip at Glover Wharf. Suminsby advised that he was provided the mooring holder list by Harbormaster Dan McPherson. Suminsby presented a new postcard with a photo of Glover Wharf advertising the upgrade from a mooring to slip. Suminsby was able to negotiate 50% off printing costs for the 500 cards. He further advised that 400 -415 mailing labels were created from the mooring list and that the City Mail Clerk will assist with postage and labeling. Dever advised that the Massachusetts Environmental Police would be a good place to request recreational vessel owner's names for further marketing efforts. There was also discussion of Harbor Management Authority April 17, 2013 Page 1 of 4 Draft Minutes requesting a list of Danvers boat owners. Suminsby advised that banners hung at old McDonald's building advertising recreational slips for the 2013 season were creating interest. Earl advised that he met with Paul Leighton of the Salem News who interviewed him concerning all happenings at Glover Wharf including the new fishing Ordinance, status of the commercial marina and joint grant between Salem and Beverly. Earl stated that several photos were taken and that Leighton will do a follow -up story once the commercial marina is completed. Facilities Report - Operations D'Alfonso reported that he along with Simon made calls to all past recreational slip holders. Everyone is likely to return this season except two customers. He reported 7 -8 slips remain open at this time within the recreational side of the marina. Payments are coming in steadily. Earl suggested reviewing local marina rates to see if Glover Wharf is competitive with area slip charges per foot. Dever initiated a discussion concerning lowering vessel length minimums in order to attract a larger market of vessel /boater. Earl made a motion to reduce the vessel length minimum to 25 feet. D'Alfonso seconded the motion. The motion carried unanimously. Finance Earl suggested that the HMA start thinking now about next year's budget in that the financials will look quite different once capital improvements /projects are complete and the marina is up and running as a going concern. Dever suggested budgeting for the hiring of part time dockhands to assist with marina operations both weekdays and weekends. Potential hourly rates and compensation were discussed. Dever volunteered to draft a job description/advertisement for potential dockhands. McAleer volunteered to assist. Dever and Earl suggested that dockhands could assist with general maintenance, washing docks, emptying barrels and assisting /collecting from transient boaters. Earl discussed the state of finances with respect to the commercial marina project. He reported that the State has been billed approximately 50% to date on the commercial marina project. Active Proiects Ordinance Update Dever reported that the signage was designed in -house and had been ordered. The signs will be constructed with imbedded lettering instead of vinyl to avoid potential vandalism. The signage was expected to arrive any day. Beverly DPW will install them. Public Pier Repairs Dever reported that all of the new Pier lighting has been installed. He further reported that several new pressure treated timbers had been installed on the deck of the Pier. Harbor Management Authority April 17, 2013 Page 2 of 4 Draft Minutes Commercial Marina Earl reported that six concrete floats had been successfully launched via Travelift at the Jubilee Yacht Club QYQ and that twenty -eight more were to be delivered and launched at the JYC. Dever reported that all floats were to be poured by May 3 Dever and Earl discussed some reductions in the costs associated with the project with respect to the pilings and associated pedestals. There was also discussion of the potential for daily penalties against BT &T for project delays. Dever confirmed that there were some unforeseen delays with respect to the pilings. Bass River Dredging Suminsby reported limited progress reported at this juncture. He stated that there is a plan to integrate mitigation efforts with Obear Park/Culvert project. Brown Building Renovation Dever reported that the parking lot and associated areas need to be raised and /or leveled to allow proper drainage and ADA accessibility /compliance. If this is done in the Spring /Summer parking will be limited at Glover Wharf. Earl suggested inviting Michael Collins to the next HMA meeting to discuss status of the brown building renovation. Public Walkway under Bridge Earl reported that the schedule has slowed down due to the right of easement for the project and that it is delayed for bid until July. Legislative Act Review Earl reported that review of the legislative act continues with an eye towards focusing on the City of Beverly's waterfront needs in 2013 and going forward. He states that there will be findings to be shared with the HMA shortly. Beverly and its waterfront have evolved since 1987 and operations, etc. require clarification. Document Archiving Earl reported that Neuman continues his online archiving efforts. Waterfront - related signage No report. Grants Committee Harbor Management Authority April 17, 2013 Page 3 of 4 Draft Minutes No report. Seaport Advisory Council Report Earl reported that he had discussions this past Thursday with Mile Driscoll regarding the status of the grant request for $50,000 to permit the lower part of the Bass River. Earl reported that David Gelineau is working on drafting a second large grant concerning dredging the Bass River. Other Business Suminsby reported that he has been invited to attend the Bass Haven Yacht Club upcoming special meeting. The meeting will include discussions on dredging, fisheries, National Grid and upper /lower river status. Earl reported that Neuman will be collecting sponsorship donations for the ALS Walk that he will participate in memory of former HMA member Sylvan Menzes. Next Meeting The next meeting of the Harbor Management Authority will be held on Wednesday, May 15, 2013. Adjournment There being no further business to come before the Beverly Harbor Management Authority this evening, McAleer moved to adjourn the meeting. D'Alfonso seconded and the motion carried.
