2013-01-16CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: January 16, 2013 Location: Beverly Public Library Fogg Room Members Present Chair Paul Earl, Wes Slate, Pat McAleer, Rinus Oosthoek, Don Neuman, Maureen Troubetaris, Paul Miedzionoski Members Absent: Chris D'Alfonso, David Suminsby, George Simon Others Present: Rob Dever (Beverly Marina Manager), John Dunn (Finance Director, City of Beverly), George Whitney, Tom Bartlett Recorder: Paul Miedzionoski Earl called the meeting to order at 7:00 p.m. Minutes The minutes of the Harbor Management Authority meeting held in November was presented for approval. Slate moved to approve the November 2012 minutes as amended. Troubetaris, seconded the motion. The motion carried. Public Input Mr. Whitney inquired whether the BHMA has provided any input to the Beverly Port Marina litigation decision. Mr. Whitney acknowledged that he has seen Judge Rooney's decision. Earl indicated that BHMA has not provided any comments at this time. Earl and Slate recommended that Mr. Whitney seek any information regarding the Beverly Port Marina litigations from the City Solicitor. Finance Report John Dunn (City Finance Director) addressed the BHMA regarding finances. Mr. Dunn discussed the balance sheet for the Enterprise Fund. Mr. Dunn explained that it is not really an Enterprise Fund or a Revolving Fund but the BHMA operates it like an Enterprise Fund, and therefore it is referred to as an Enterprise Fund. Mr. Dunn indicated that the balance of the fund at the end of the year is carried forward to the following year. As of this period, the BHMA has a fund balance of $90,624.74. Harbor Management Authority January 16, 2013 Page 1 of 4 Minutes Mr. Dunn provided handouts of the Revenues and Expenditures accounts and explained that the line item 59710, Transfer to General Funds, is actually for debt service for the purchase of the waterfront assets. Mr. Dunn expressed that Revenues govern what the Expenses are for the BHMA budget and if the Expenses exceed the Revenues then the difference is made up out of the Enterprise Fund. Mr. Dunn emphasized that we have two major projects (recreational and commercial upgrades) at this time and that state grants will not cover all of the expenses; therefore, the balance will have to come from other sources or accounts. Mr. Dunn stated that if at the end of the projects the expenditures exceed funds available from state grants and city funds then the balance will have to come out of the Enterprise Fund first and then from the Waterway Improvement Fund (WIF). Mr. Dunn presented spreadsheets of leases and revenues of both the commercial and recreational slips. Earl requested that Miedzionoski request this information from either Mark Souza or Carol Augulewicz. Mr. Dunn requested that Miedzionoski goes through him and he will request the slip lease information with the monthly finance data. Neuman requested that a quote from Mr. Dunn, that "only the BHMA has the authority to change the budget" be recorded in the minutes. Facilities Suminsby and D'Alfonso were scheduled to present their marketing report for the recreational and commercial slips for 2013 but both members were absent tonight. Mr. Dever anticipates that fourteen (14) of the current recreational boaters will renew, 4 are question marks, and 1 transferred to Commercial. With a capacity of 24, that leaves up to 10 slips available for lease in 2013. Approval of 2013 Calendar Earl noted that there were no changes to the calendar since he distributed copies to the member in November. Slate moved to approve the 2013 calendar as presented. Oosthoek, seconded the motion. The motion carried. Active Proiects Commercial Marina A progress report on the construction at the Commercial Marina was distributed prior to the meeting. Harbor Management Authority January 16, 2013 Page 2 of 4 Minutes Brown Building Renovations Mr. Dever stated that he has been discussing the grading plans with Michael Collins (Director of Public Services). Mr. Dever indicated that elevations and drawings are needed before the bathrooms can be started. Regarding handicap accessibility to the second floor of the Brown Building, it was noted that access is only for able body personnel only. Mr. Dever indicated that city labor will do all the work, including electrical and plumbing, for the new bathrooms in an effort to save money. Bass River Dredging Neuman reports that permits for dredging the upper river are expected soon. A summary of plans were distributed by Earl prior to January's meeting. Ordinance Update Oosthoek and McAleer had nothing to report on Ordinance Update or Fishing on the waterfront, and will present a proposed plan for discussion at the February meeting. It was stated that according to the ordinance, it is up to the BHMA to designate areas for signage on the waterfront for fishing. Public Walkway under Bridge Neuman reports that there is funding once the commercial docks are completed. Neuman will provide updates at next month's meeting. Green Hill McAleer will get an update on the Green Hill property status from City Solicitor Gelineau and report to HMA at the February meeting. Legislative Act Review Earl indicated that he, Miranda Gooding, Don Neuman, and Roy Gelineau (City Solicitor) continue to review the legislative Act establishing the HMA and the operations of the marinas at Glover Wharf. Document Archiving Neuman continues to update server with BHMA related documents. Sea Station Nothing to report. Beverly CPA Initiative It is the intention of the BHMA to have one of its members on that CPA committee as one of the At Large positions. Grants Committee No report. Seaport Advisory Council Report Dever had nothing to report. Other Business Earl solicited interest in the 2nd Annual Gloucester Maritime Summit. Registration cost is $20 and after discussion it was determined that the cost could be reimbursed by the BHMA. A bench in memory of Sylvan Mendes is still being planned. An Open Space representative from the BHMA will be selected next month to replace the seat left open by the passing of Sylvan Mendes. Next Meeting The next meeting of the Harbor Management Authority will be held on Wednesday, February 20, 2013. Adjournment There being no further business to come before the Beverly Harbor Management Authority this evening, Slate moved to adjourn the meeting. Miedzionoski seconded and the motion carried.
