2012-06-19CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: June 19, 2012 Location: Beverly Public Library - Fogg Room Members Present: Chair Paul Earl, Charles Raymond, Don Neuman, Rinus Oosthoek, David Suminsby, Wes Slate, George Simon, Paul Miedzionoski, Chris D'Alfonso Members Absent: Sylvan Menezes, Maureen Troubetaris Others Present: Rob Dever (Beverly Marina Manager) Recorder: George Simon Earl called the meeting to order at 7:05 p.m. Public Input Kni itPC The minutes of the Harbor Management Authority meeting held on May 16, 2012 were presented for approval. Slate moved to approve the May minutes as amended. Suminsby seconded the motion. The motion carried. Fari l ih=-q Dever and Suminsby reported on the following facilities matters: Sea & Shore will be tightening the chains on the connector on 6/23. There is no change in the residential slip status - four 40' slips and one 30' slip are available. Suminsby is set to go with a sign on the water side that reads - "If you docked here, You'd be home now! D'Alfonso is going to contact local marine brokers to see if they are interested in renting slips for boats used for test drive. Dever reports that the hoist has been repaired and is working well. He hopes to repair an additional older hoist, which, hopefully, will make it possible to delay the purchase of a new hoist until the new commercial facilities are completed. Test borings have been completed and are ok The Sandy Point sign has been made. Cameras: Joe Leone confirmed that he has all the equipment ready for installation. Dever reported that the electrician is available to run the cable wires. Leone also confirmed that there w i l l be remote access capability. Summer Help: Dever reported that as a result of a meeting with the Mayor and the Harbor Master, there has been an emergency hiring of a dock master. The position has been filled by Brett Marciano and his duties will be to enforce the rules and regulations of the marina. Initially his hours will be Fridays and Saturdays from 6:00 pm to 2:00 am. Security: A new City Ordinance was passed by the City Council addressing security issues at Glover Wharf. The Harbor Masters Office through the dock master will use the ordinance as a guide to enforce the rules and regulations at the wharf. Dever reported that collection of residential slip fees are up to 73% and the commercial fees are up to 75 %. Legal notices have been sent to all who are deliquent and Noreen will attempt to make verbal contact with anyone who has not responded. Dever also reported that we will be losing 1 commercial slip as of 7/1/2012. Finance Dever reported that money for roof of the brown building will show up in June and the work should be done in July. He expects the cost to be $9000.00. Earl reported that the 2013 budget process is currently at step 5 - waiting for approval from the Mayor. Grants Committee Simon and Neuman reported that three grant proposals, funding for engineering and permitting for Bass River Dredging, funding for the end of the public pier, and funding for dredging the Upper Bass River have been sent to Tina Cassidy for final editing and submission to the Seaport Advisory Council. Dever reported from the Port Professionals meeting that there will be $2 million available this winter for various statewide projects and that we have a "shot" at a piece of it. Bass River Dredgin Neuman reported that the Mayor asked him for a working paper on Bass River Dredging and End of Pier work for a meeting with the Lt Governor. He also reported that there was a coordination meeting between Bourne Engineering, the city's attorneys, the Mayor, Mike Collins, and HMA regarding the status of the project. All permitting should be completed by the end of the summer for the upper river. The lower river will require coordination with and the cooperation of National Grid. Signage Project Dever reported that the new signs are in the process of being installed around the city. BMA Data Base and Website Neuman reported that he has added HMA minutes to the data base. He also advised that Bourne Engineering has provided us with a CD of their relevant documents. Suminsby reported no changes to the HMA web site. Mass Highway Walkway Neuman advised that he expects funding for the walkway to become available after 10/1/2012. The status of the plans is still "incomplete' . Slate asked if the time might be right to request that our State Rep look into the situation. Wnrnhr Poct Harbor Fest is scheduled for September 8 from 3 -5 pm. The following assignments were made: Promotion - Oothoek (Suminsby will put info on web site) Entertainment - Earl has made arrangements for the band Food - Simon & Miedzionoski Balloons - Suminsby Sea Station Proposal Suminsby will continue to keep in contact and try to obtain specific details of what they will require. New Member Candidates Charlie Raymond announced that this will be his last meeting as a board member. Various candidates are being considered. 8:25 pm Earl called for Executive Session (see attached) 9:00 pm Earl called for the end of Executive Session Next Meeting The next meeting of the Harbor Management Authority will be held on Wednesday, July 18, 2012. It will be held at the waterfront. Adjournment There being no further business to come before the Harbor Management Authority this evening, Oosthoek moved to adjourn the meeting. Slate seconded the motion and the motion carried. The meeting was adjourned at 9:05 p.m.
