PUBLIC MEETING MINUTES

Earl called the meeting to order at 7:00 p.m.
Public Input
There was no public participation this evening.
Approval of Minutes
The approval of the October 19, 2011 were presented for approval.
Oosthoek moved to approve the minutes of the October 19, 2011 meeting as amended. Slate
seconded the motion. The motion carried (8 -0).
Report from Facilities Committee
Earl reported that Chris D'Alfonso is unable to be here this evening and he thinks that Rob
Dever is planning to attend and recommended that the Facilities Report be deferred to later in the
meeting.
Finance Report
Earl reported that Paul M. has been waiting for the financial information from John Dunn and to
date he has not received it. He states that he will try to get the information before the January
meeting.
Oosthoek suggested that the Commission request that Mr. Dunn formally issue monthly reports
on the finances of the Harbor Management Authority.

Grants
Menezes reported that some changes were made to the Seaport grant application as suggested by
Earl. Neuman states that it looks good to him. He requested that a copy of the application be
sent to him so that he can list it on the data base.
Simon reported that he emailed Mike Driscoll at DCS Waterways but he has not has a response.
Neuman suggested that a copy of the Seaport application be sent to Mr. Driscoll as well. He also
suggested that we should check to see if DCS has their own form to submit.
Old/New Business
Bass River Dredin
Suminsby reported that he attended the meeting on October 26 and it was a good meeting. He
noted that the meeting was well attended by the city and he thinks it was productive. He
reported that the depth issue was discussed and they talked about a lower and upper phase of the
proj ect.
It was also noted that a licensed site professional would be hired to be sure that all of the permits
are applied for and what needs to be filed gets filed.
National Grid
Slate reported that separate and apart from this matter, the city is in discussions with National
Grid about their day to day operations within the city. He noted that there are unfinished projects
around the city that they need to address issues with and get them completed. He also noted that
there is the matter of the double poles around the city that they are supposed to remove.
Oosthoek noted that the HMA has been waiting for a pole to be removed at the waterfront and
they have not done that as well. He also noted that Salem is not issuing any permits to them until
things are fixed on Bridge Street.
Data Base
Neuman made a brief presentation on the computer to show members how to access the data
base on the city server.
Holiday Party
Earl reviewed the guest list for the annual Holiday Party and noted that if members want to add
anyone to the list they should let him know and he will add them to the list. He stated that he
would send out the invitations next week.

There being no further business to come before the Harbor Management Authority this evening,
Slate moved to adjourn the meeting. Raymond seconds the motion. The motion carries
