2003-10-14BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING OCTOBER 14, 2003 PRESENT: Commissioners Barnico, Danforth, Mahoney, Simpson, Trask, and White ABSENT: Commissioners Duval, Lydon, and Nelson PUBLIC: Rich Little, Craig Schuster, Ken Lewis, Ken Robinson, Paul Vitale, Wil Gourdeau, Linda McCarthy, Hope Benne, Jay Wessell, Chris Randall A. CALL TO ORDER Chairman White called the meeting to order at 7:00 PM. 1. Presentations: · Edwards and Kelcey Update – Craig Schuster updated the commission on the MEPA environmental process for the airport’s CIP projects. · Something Different Café – Attorney Posner discussed the status of the Something Different Café. He submitted a model lease that he requested the BAC conceptually consider if the courts decide Doozers violated its lease with the city. · Aviators of New England – No Presentation · Global Aviation Group LLC – No Presentation 2. Reading of the Minutes for September 2003 – Chairman White called for a reading of the minutes from the September meeting. Commissioner Trask made a motion to accept the minutes, seconded by Vice Chairman Barnico. Motion passed unanimously. 3. Reading of the Financial Report – Chairman White gave the financial report for September 2003. Commissioner Mahoney made a motion to accept the financial report subject to audit, seconded by Vice Chairman Barnico. Motion passed unanimously. B. OLD BUSINESS · Property/Legal/Finance Subcommittee – Commissioner Mahoney updated the commission on the Cell Tower RFP from Sprint Spectrum. Commissioner Mahoney made a motion to accept the Sprint Spectrum RFP and to proceed with lease negotiations, seconded by Commissioner Trask. Motion passed unanimously. 1 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING OCTOBER 14, 2003 The 3.96 industrial parcel had no RFP submittals. State business development representatives will be contacted for assistance before RFP is advertised again. · Public Relations Sub-Committee – Commissioner Simpson provided the commission with an update. · Facilities and Maintenance Subcommittee – Commissioner Danforth updated the commission. There was discussion on the uncorrected items from the tenant discrepancy letters and action to be taken. · City Tiedown/ANE Owner/Operator Preventive Maintenance – Airport Manager presented the case for FAA-allowed owner/operator preventive maintenance on city tiedowns and Aviators of New England tiedowns. C. NEW BUSINESS – None D. AIRPORT MANAGER’S REPORT · Airport Manager Mezzetti updated the commission on the traffic count, the Gurnard site, litigation status, cell tower status, FY04 CIP projects, ID badges, tenant discrepancy letters, airport security, herbicide spraying of Vegetation Management Program areas, Airport Rules & Regulations, Wenham tax appeal, landing fees, and a past sanitary sewer line repair. E. CHAIRMAN/COMMISSION COMMENTS: · Chairman White requested Airport Manager Mezzetti set up a meeting with Rob Valliere, Commissioner Mahoney, Weston and Sampson, Tom Ford, Bob Mezzetti, and himself to discuss the Gurnard site. · Chairman White said even though raises are not forthcoming in the city that the Airport Manager’s work performance be reviewed for the year. Airport Manager Mezzetti will provide a report to the BAC. · Vice Chairman Barnico updated the commission on the airport’s highway signs status. · Vice Chairman Barnico said that airport abutters be informed to not cut trees on airport property without the Airport Manager’s permission. 2 BEVERLY MUNICIPAL AIRPORT MINUTES OF THE REGULAR MEETING OCTOBER 14, 2003 F.
