1996-10-15 BEVERLY AIRPORT COMMISSION RECORDED MINUTES OF THE REGULAR MEETING OFFICE OCTOBER 15, 1996 Present: Commissioners; Barnice, Mahoney, White, Gourdeau, Rosen~ Farmer and Eaton. Absent: Commissioners; Muggee, Dean and Lydon. Public: Ken Robinson, Victor Capozzi, Ken Lewis, Gerry Nelson, David Dargie, Carol Niewola and Don Kelley. A. CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30 P.M. 1. Presentations: None. 2. Minutes of September 9, 1996: To be approved at November meeting. 3. Financial Report: None. B. OLD BUSINESS: 1. Sentry Update - City Solicitor Marshall Handley updated the Commission on th.e Sentry appeal. City Solicitor believes the appeal will die. Motion to have City Solicitor handle the Sentry case made by Chairman Farmer, 2rid by Commissioner White. Vote: yea - 7 nay - 0 2. Property Acquisition - City Solicitor updated the Commission on the Gongas/Murrin property acquisition. There were concerns that the Duffesne-Henry appointed negotiator might spend an unreasonable amount of time with extra ordinary requests of occupants. City Solicitor will talk to the negotiator. 3. G.A.S, Lease - Commissioner Gourdeau introduced the new G.A.S lease. It is the same as before, the only change is that the portions pertaining to Hangar 2 (including Hgr. 2 rent amount) has been omitted. The current Hgr. 2 lease will remain in effect, separate from the new lease. A general discussion ensued. Motion to accept lease was seconded and passed on majority vote. Chairman Farmer abstained from voting. 4. Wayside Transcorp - Mr. Don Kelley, President, made a presentation on his proposed use of airport land to park empty tractor trailer containers. Commissioner Gourdeau made a motion to enter into executive session, 2rid by Commissioner Mahoney. Vote was unanimous to enter executive session. Commission returned from executive session. Motion made by Commissioner Gourdeau to lease Transcorp up to 100,00 sq. ft. of]and at Beverly Municipal Airport, 2nd by Commissioner Barnice. Motion passed. C. NEW BUSINESS I. Runway Safety Areas - Dufresne-Henry, Inc. made a presentation that explained FAA concerns on runway 9/27 runway safety areas. Discussion ensued that inchtied concerns on runway threshold displacements and Sam Fonza Drive realignment. Dufresne-Henry will use the information in a proposed meeting with the FAA. B.A.C will be able to review material before actual FAA meeting. 2. Hospitality Solutions - Proposed .sublet by Hospitality Solutions to Parallel Sysf~*rns Corp was discussed. Motion to ~ccept sublet was made by Commissioner Gourdeau. 2rid by Commissioner Mahoney. Vote was unanimous to allow sublet. D. AIRPORT MANAGER'S REPORT - Contained in Commissioners packets. There were no questions. E. CHAIRMAN/COMMISSION COMMENTS - Chairman Farmer made the following comments: · That the North Atlantic Air, Inc. area was looking good, and they were ahead of schedule in capital improvements. · Efforts be made to mail airport billings no later than first week of each-month. · Suggested work scope be prepared for Hospitality Solutions roof leaks. Suggested C&M Plumbing be contacted for cost estimate on servicing Hospitality Solutions oil burners. · Suggested the sign and flower bed area at end of Henderson Road be done eve/y year. F.
