2011-03-16CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: March 16, 2011 Location: Beverly Public Library Members Present Chair Paul Earl, Charles Raymond, Sylvan Menezes, George Simon, David Suminsby, Maureen Troubetaris, and Paul Miedzionowski, and Chris D'Alfonso Members Absent: Rinus Oosthoek, Don Neuman and Wes Slate Others Present: Rob Dever Recorder: Eileen Sacco Earl called the meeting to order at 7:00 p.m. Approval of Minutes The minutes of the Harbor Management Authority meeting held on February 16, 2011 were presented for approval. Menezes moved approval as amended. Troubestaris seconds the motion. The motion carries (8 -0). Public Input There was no public input at this meeting. Report from Facilities Committee Dever reported that it looks like the Recreational Marina will be full this season. He explains that there has been a lot of interest. He notes that the bills for final payment of the season are due on April 15, 2011. Dever reported that there is a glitch with the U shape and the gangway in that it is too short. He explained that they will move the U and it should fit and they should know more about that by the end of next week. He also explains that in the fall they will be drilling rock sockets and they have hit constant ledge which will add to the cost. Dever reported that there is a dumpster on site and they should be moving into the building next week. He also reported that the Brown Building will be moved when the foundation and site work for that is complete. Harbor Management Authority March 16, 2011 Pagel of 3 Draft Minutes Dever explains that he has recommended that they bump out the bathrooms to save shop space and he is waiting for approval on that. Discussion was held regarding whether input from the HMA would help. Earl suggests that Dever provide members of the HMA with copies of the proposal for review and comments. Dever reported that a boat sank at the Commercial Marina and it has been removed. Earl reported that he has been in communication with the Seaport Advisory Council and there is a meeting on April 7, 2011. He reported that the City has applied for $1.590 million to fund the commercial marina repairs. He also notes that the City has agreed to contribute $200,000 for the project. Finance Report Earl states that he would like to set up a meeting with John Dunn to review the finances of the HMA and the annual budget. Earl notes that the electricity at the site has increased from $1,000 to $14,007. Dever explains that the McDonalds building is heated by electricity and it is expensive. He also notes that it was heated all winter. Simon notes that boaters pay an administrative fee of $175.00 which includes electricity. Dever suggests that the total should be shared with the Harbormaster. He also notes that the utilities for the site increased due to the construction. Earl states that the HMA needs to start thinking about a budget for next year. He suggests that members look at the budget categories and provide suggestions. He notes that he would like to understand more about the city processes. Miedzionowski agreed noting that it is complicated noting that the HMA should draft a budget for the next meeting to propose to the city. He also notes that we should have a better idea of the status of the construction project by the next meeting. He states that he will compile information in anticipation of a meeting with John Dunn. Licenses and Permits National Grid Proiect Earl reports that a letter has been submitted to the Beverly Conservation Commission regarding the National Grid project and Amy Maxner will read it into the record. He states that he would like the HMA to be an active participant in this process regarding public access on the site. He asks that members of the HMA attend the Conservation Commission meeting on April 5th Bass Haven Dredging Proiect Suminsby reported that he talked with John Hayes of Bass Have Yacht Club and they have received an estimate of $20,000 for the preparation of an Environmental Impact Report. He reported that they are planning to hold a special meeting with the membership on April 5th regarding appropriation of additional funds for the project. Harbor Management Authority March 16, 2011 Page 2 of 3 Draft Minutes Si2nne Proiect Earl reported that Oosthoek sent an email to members with a template of a list of signs around the city to be reviewed. Menezes suggests that the Open Space and Recreation Committee be consulted on this as well. Mass Highway Easement Earl reports that Tina Cassidy asked Don Neuman to write a letter to the State detailing the history of the easement and the discussions that have taken place regarding it. He explains that Cassidy and City Solicitor Roy Gelineau will be meeting with Mayor Scanlon on the matter. Old/New Business Data Base Earl reminded members that if they have documents to be put in the HMA data base, they should be sent to Noreen Slocomb. HMA Charter Earl states that he would like to review the HMA Charter. He explains that he talked with Mayor Scanlon about this during their meeting. He also notes that Miranda Gooding has done some research on the Charter and suggest that Miranda and Roy Gelineau be invited to serve on a review committee for the charter. He notes that he would like the new charter to reflect what the Harbor Management Authority does noting that the existing charter is vague and he would like to see some clarity. Dinghy/Kayak Racks Dever reported that the racks are being repaired and signs will be installed in the locations of the racks noting that a permit is required. He notes that the fees will be $100 for Beverly residents and $300 for non - residents. Next Meeting The next meeting of the Harbor Management Authority will be held on Wednesday, April 20, 2011 at 7:00 p.m. Adjournment There being no further business to come before the Harbor Management Authority this evening, Troubetaris moved to adjourn the meeting.
