2010-11-17CITY OF BEVERLY PUBLIC MEETING MINUTES Board: Harbor Management Authority Date: November 17, 2010 Location: Beverly Public Library Members Present Paul Miedzionowski, Rinus Oosthoek, Charles Raymond, Greg Ward, Don Neuman, Maureen Troubetaris Sylvan Menezes, George Simon, David Suminsby, Miranda Gooding, Wes Slate Members Absent: Chris D'Alfonso, Charlie Mann, Bob Cook, Mike Hansberry Others Present: None Recorder: Eileen Sacco Grimes called the meeting to order at 7:00 p.m. Approval of Minutes The minutes of the Harbor Management Authority meeting held on October 20, 2010 were presented for approval. Troubetaris moved approval as amended. Oosthoek seconds the motion. The motion carries (10 -0). Public Input The members of the pubic present at the meeting noted that they are attending because they are interested in what is going on at the marina. Report from Facilities Committee Ward reports that he attended a meeting yesterday regarding the Glovers Wharf project. He reported that the dredging material was tested and it is okay to dump it in a landfill. He also noted that the workers are about to paint the skim coat on the deck, and the lights have been installed at the marina, and look great. Ward reported that the demolition of the Harbor Masters building is going along. He notes that Dever shut down all water along the docks and on Friday the electricity will be cut. Neuman asks if the plan is still that the Brown building will be in place by winter. Dever reports that the project is on schedule and that should be completed on time. Harbor Management Authority November 17, 2010 Page 1 of 3 Ward reports that the pier is in stable condition and new planking has been installed where it was needed. Ward reported that he Ferry Way Landing will be backfilled and seeded until the final decision is made on the Black Cow project. Ward reported that letters have been sent to the tenants at the marina notifying them of the rates for next season. He also noted that the first six people on the waiting list have been notified as well. D'Alfonso notes that there were no contracts included with the notices. Ward explains that Dever will be getting the contracts out shortly. Ward reports that there are three tenants in arrears at the Commercial Marina and the matter has been turned over to Assistant City Solicitor Bob Munro. Neuman recalled that when the delinquent tenants were dealt with last year they were told that if they fell into arrears again they would be evicted. Neuman reports that the permitting process for the dredging project is about done. He notes that the time frame for the dredging is January 1 — February 15. Ward reports that divers inspected the dock for unattached moorings and reattached them at a cost of $5,000. Ward reports that the handrail and final work on the floats will be done soon. Finance Report Miedzionowski reports that he has not received any information from Finance Director John Dunn. Ward reports that he has been looking at the bills. Grants Committee Simon reports that they are continuing to look into grant opportunities and are in contact with the Planning Department. He notes that they are looking at Open Space opportunities and Public Access Grants. Licensing and Permits Neuman reports that there is no new information on the Black Cow project. Neuman notes that the Harbor Plan and the City Municipal Plan cannot be implemented until the zoning is changed. Gooding noted that the city has to do the rezoning and it was started a few years ago but never really got off the ground. She also noted that there is money allocated for the rezoning process and suggests that the HMA contact the City Council regarding the rezoning effort. Harbor Management Authority November 17, 2010 Page 2 of 3 Neuman reports that he talked with Mike Driscoll of the Department of Conservation and Recreation regarding Seaport Council funding for the Bass River project. Oosthoek suggested that the HMA invite the members of the Seaport Council to the grand opening of the Recreational Marina so they can see all of the work that has been done. Neuman noted that the HMA has been trying to get a data base going and he has some files up on the city server. Gooding noted that it will be great to have all of the files in one place. Ward asks if the City accepts credit card payments for rents at the marina. Oosthoek will get more information on that. Dever explains a proposal from Joe Leone for security cameras for the marina in exchange for the rent owed for the transient use of the marina for his boat. Dever explains that he talked with Roy Gelineau regarding the matter, and he relayed that Gelineau says that it is not a problem for the HMA to deal with this. Oosthoek recommends that the HMA have Mr. Leone pay the HMA for the cameras and the HMA should purchase them so that the process is cleaner. Hansberry cautioned the HMA against doing this at all stating that it is a bad precedent to set, noting that other people may wish to deal this way and it is bad business. Neuman states that security cameras are a good idea but he would like some more information and substantiation of what will be provided to the city and the value of it. Next Meeting The next meeting of the Harbor Management Authority will be held on Wednesday, January 19, 2011 at 7:00 p.m. The HMA will hold a Holiday Gathering on December 9, 2010 at 7:00 p.m. at the Jubilee Yacht Club. Adjournment There being no further business to come before the Harbor Management Authority this evening, Troubetaris moved to adjourn the meeting. Simon seconds the motion.
